A RESOLUTION SUPPORTING THE ADOPTION OF PROPOSED
CONSTITUTIONAL AMENDMENT N0,, 2, ALTERING THE JURIS-
DICTION OF THE SUPREME COURT OF FLORIDA TO REDUCE
ITS OVERWHELMING CASE LOAD. URGING ALL VOTERS TO
VOTE IN FAVOR OF SAID PROPOSED AMENDMENT ON MARCH
11, 1980.
WHEREAS, an amendment has been proposed to the Constitution
_ of the State of Florida, and
WHEREAS, the proposed amendment will alter the jurisdiction
of the Supreme Court of Florida so as to reduce the Court's over-
whelming case load and therefore enable the Court to decide the
most important questions correctly and expeditiously without
being inundated with cases that can just as well be reviewed by
the District•,Courts - of Appeal, and
WHEREAS, the expeditious and thorough review of cases
involving significant constitutional questions is of the utmost
importance to local governments throughout Florida, and
WHEREAS, the people of Collier County have been particularly
affected by long delays in bond validation litigation, which
delays have cost the citizens of this County, both directly and
indirectly, several million dollars in the form of unnecessary
interest costs and lost grant opportunities because of the un-
certainties Concerning the legality of the County Water -Sewer
District which was in litigation before the Supreme Court of
Florida from June 1977 through March 1979.
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS
OF COLLIER COUNTY, FLORIDA that:
1. This Board endorses and supports proposed Constitutional
Amendment Number Two and urges all citizens of Collier County to
.vote in favor of said amendment at the special election to be
held on March 11, 1980 in conjunction with the Presidential
Preference Primary.
2. The staff is hereby directed to prepare an appropriate
newspaper advertisement urging the voters of Collier County to
