Finance Director Yonkosky explained that this item is a
darien to approve a budget amendment that appropriates a portion of
the carry forward for the purchase orders which were not fulfilled as
of September 30, 1993. He reported that there is approximately
$28 million of open purchase orders.

: Finance Director Yonkosk~ requested that the Board review and
i~i),:approve, as appropriate, staff effort to be provided to the Collier
y Fair by the Clerk's personnel.
Mr. Yonkosky stated that the County Fair Is a statutory creature.
He explained that F.S. 616 requires that this be a "Public Fair" as
opposed to a not-for-profit private fair. He Indicated that the
.Charter of the Fair provides that the Board of County Commissioners
approve, by resolution, the officers of the fair on an annual basis.

~r;.~ Mr. Yonkosky explained that this past year, the legislature
i'..changed Chapter 616, indicating that the Board of County Commissioners
. must approve any services that are provided by County staff.
i/!'~ Mr. Yonkoaky stated that Clerk Brock is requesting that the Board
approve the limited amount of work to be provided by his staff to the
Fair Board.
Co~issioner Volpe ~oved, seconded by Commissioner Saunders and
carried unanimously, to approve the contribution of services by the
~ County Manager Derrill revealed that Finance Director Yankssky has
been one of the more legitisiztng forces of the Fair Board, bringing
into a solvent status and has acted as the Treasurer for & number

accounting and finance procedures He remarked that he has done &
fine Job and deserves the Board'e acknowledgment in this regard.

Current Planning Manager Bagtnekl reported that the Executive
Summary reflects the history and statistics of after-the-fact varian-
ce requests that have been presented before the Board of County
Commissioners. He provided a handout updating the statistics through
¥ $, 1994.
Mr, Beginski stated that there has not been a dramatic increase in
~the number of after-the-fact variances, noting that there have been
)textmerely six or seven petitions per year during the past
iyears.
. Mr.. Bagtnski revealed that five recommendations are shown in the

Commissioner Matthews remarked that she believes staff reco~men-

Utilities Administrator Arnold explained that in June, 1993, the
Board retained Coopers & Lybrand to conduct a performance review of
t~e utilities Division to Improve effectiveness, efficiency and
~customer service.
· Ms. Phyllis Sones of Coopers & Lybrand introduced aembera of her
~team, MAke Barrett and Chris MartsgiLa, and noted that approximately

Mr~ Barrett conducted a elide presentation depicting the scope of
work. overall findings and conclusions, customer service and billing.
core business processes, plant and system operations and maintenance,
impact of recommendations and new organization structure.
Mr. Barrett remarked that the Utilities Division has experienced
extreme growth in the past 3-5 years. He indicated that the assets of
'~[~'.the utility are being well operated and maintained. He &dvAsed
the major cause of most of the deficiencies identified in the
report are the result of poor automation. He stated that much of this
is a software problem as opposed to a system problem.
Mr. Martoglto touched on the recommendations categorized Into the
~-',following areas: customer service and billing, core business pro-
cessee and plant and system operations and maintenance. He referred
to the pages of the actual report dealing with the recommendations.
In response to Commissioner Constantine, Mr. Arnold advised that
$116,0OO has been expended on the software and training, however,
:~!':there has been difficulty with support of the vendor.
Clerk Brock explained that the platform that the NCC software
resides on is the County'e Office Automat/on 7610 Digital Equipment
Corporation computer which is presently housed in has office. He lnd-
;'liceted that he believes any software package can be made to work with
~11"the 7610 mid-range computer.
!!~, , Mr. Martoglio reported that a customer billing system or a
'' customer information system le the key for the Utilities Division. He
'recommended that there be · further assessment to determine the best
.i~:11'directAon In this regard. He suggested that a consultant who spe-
cializes in utilities customer information systems be retained.
Mr. Barrett indicated that a package that does not rsquire a lot
of staff support in the data processing area would provide the effi-
ciencies of learning what other areas around the state and country are
doing.
Commissioner Saunders remarked that it appears the software

County Manager Derrill remarked that there needs to be a thorough
assessment of the future capabilities of the software and a decision
as to what, if any, of the remaining payment for the work that has
been done thus far.
~-." In response to Commissioner Matthews, Mr. MartoglIo revealed that
~[.he believes the cost of an analysis by a consultant to review the
~! software ~eould Be approximately $15,000 - $25,000 and a time frame of
[,i.!it~o to four weeks would be required.
With regard to core business processes, Mr. Martogllo ateted that
everyone within the Utilities Division Is putting forth great effort
in attempting to accomplish their day to day work, however, there Is a
...duplication of effort In maintaining the various records.
~?iY ."...'~lr. Nartoglto called attention to Page 29 of the Report, and noted
,.::~that savings can be achieved In the area of plant and system opera-
· ~ttons. He pointed out that savings cannot be achieved without read-
Justing shifts, upgrading requirements of the operators and modifying
the business processes that the operators have to work in.
Mr. Martoglto explained that the impact of the recommendations
'[i~'icontatned within the report results in a net reduction of 16 persons
:ii[.['.and a savings of $700,000 per Fear.
'~[: Commissioner Volpe questioned whether the team believes con-

t:December 7, 1993, the Board directed staff to solicit proposals for a
technical advisor to evaluate Collier County's existing 800 NItZ coa-
tions system to determine if the system should be expanded to
meet the needs of the various public safety entities. Mr, lJaaa
· stated that 16 colunicatton consultants were contacted using the

~.engineers/coneultants. Hr. liana stated that six (6) responses were
· received out of the 23 firms contacted. He related that the six (6)
.responses have been reviewed by Capt. Graha~ of Collier County

Collier. County Sherlff's Office, Mr. 3ack Pointer, two (2) members of
County staff and himself.
In response to Commissioner Constantine, Mr. lJams etated that
*[consideration was given to the possible bias of two (2) companies
whose employees have extensive backgrounds with Motorola, General
?[:~:Electric and E.F. 3ohnson. Mr. lJams reconuuended that Pallane &
~Aesociates be selected because they have the capability to complete
i~ the Job and are the second lowest bidder. Mr. IJams questioned
.Pallams & Associates expenses but estimated that they should not
~r::excesd $300.00.
\( In response to Commissioner Volps, Hr. lJams explained that the
-'project manager for Pallams & Associates is a Dads County employes and
.. that one associate works in Broward County.
In response to Commissioner Natthews, Purchasing D/rector Steve
!*/Camell stated that there has been publicized problems with the
Installation of a Hotsrole Simulcast System being Installed by the
State In Dads County. He reported that Hr. Pallen is the
: Communications Hanager for Dads County Government and they have an
~.~ Erickson General Electric System. Hr. Carnell stated that both
.~Pallans & Associates and River City Communications are headed by full
time public employees who operate communication consulting flrms as a
,:**~ side business. He noted that the individuals would be working through
their respective firms and the County would not be contracting through
MetroDads or the City of Fort Lauderdale.

Transportation Services Administrator Archibald stated that this
Vanderbilt Beach Road project ie from U.S. 41 west to ~ulf Shore
Drive. Mr. Archibald stated that this Item was continued from the
!i" seating of December ?, 1993 and was, to some degree, superseded by
action of the Board on December 21, 1993 relative to the construction
dollars being reallocated from the Vanderbilt Reach Road project west
of U.S. 41 to east of U.S 41
Mr. Archibald stated that this resolution addresses only the
right-of-way issue and Is centered at the intersection of U.S.
Including over 1,200 fleet of four-lantng east of U.S. 41.
Archibald stated that this resolution does not Include the construc-
'riCh phase west of U.S.
' In response to Commissioner Constantine, Hr. Archibald explained
that intersection work la completed as an early contract activity and
was originally included under phased work west of U.S. 41 because it
had a higher priority at that time. Hr. Archibald stated that this
resolution authorizes staff to negotiate for right-of-way acquisition
at the Intersection of U.S 41 and the funding Is part of the alloca-
tto~ funding previously approved by the Board.
Mr. Archibald stated that the resolution can be revised to
reflect that only acquisition of right-of-way at the intersection is
involved a~d nothing else regarding the project west of U.S. 4~.
Mr. Archibald informed the Board that the resolution also
requests waiver of the appraise/ requirements allowing staff to hendl~
in-house the acquisition of land under $100,000 Mr. Archibald etated
that $225,000 has been allocated for right-of-way acquisition on
corridor.
In response to Commissioner Constantine, Mr. Archibald stated
that the right-of-way acquisition funding under the project included
the intersection at U.S. 41 and extended to the properties owned by
Westinghouse. Mr. Archibald explained that the phase included
acquisition of right-of-way from private property owners except that
which is to be donated as part of the Agreement with Westinghouse for

Board, staff has been reviewing proposals from Investment bankers on

peririve sale which has not been utilized In recent years.
Mr. McNees related that the General Obligation Bond is & good
candidate for competitive sale because it is relatively
? straight forward and a very secure revenue source, i.e. ad-valorel
taxee which are pledged.
*~:' Mr. McNees stated that the Road Revenue Bonds teeue Is backed by
~ gasoline t~xes which lakes it a lore volatile revenue source. Mr.
: McNees related that staff is recommending that the Road Revenue Bonds
~ be refunded through a negotiated sale and that a sole manager be
appointed due to the small size of the Issue. Mr. McNees stated that
staff is reco~u~endlng that Merrill Lynch be selected as the sole
"~:lanaglng underwriter because of price ~d their ~arketAng

~r. McNees reiterated that the Road Xmprovement Revenue Bonds are
not being recommended for competitive sale due to the instability of

Mr. Derrill etated that the rational/background behind why the
':,.County needs the second Gordon River Bridge was the topic of one show
(,where the staff member was not permitted to participate because the
Commission had not heard it first.
Commissioner Volpe stated that the Board needs to see the written

Commissioner Volpe stated that the Board has encouraged staff to par-
ticipate in con.unity meetings to share information but written guide-
lines are necessary.
Commissioner Constantine stated that the County cannot dictate
