Legal notice having been published in the Naples Daily News on
· December '~8, 1993, and as evidenced by Affidavit of Publication filed
~."with the Clerk, public hearing was opened.
,., John Boldt, Storm~ater Management Director, explained that this
(petition seeks to extend the moratorium on the practice of homeowners
enclosing the existing road side males in Naples Park.
Mr. Boldt stated that the moratorium was scheduled to tarataste on
j?ecember 31, 1993. He reported that in order to allow the local pro-
party o~nera an additional year to gather support for the proposed
~:tmprovementa to the 910t/92nd Avenue and 8th Street ditches, the Board
)'has directed that the moratorium be extended until December 31, 1994.
jl Mr. Boldt revealed that at the meeting of December 16, 1993, the
Collier County Planning Coutsaton voted unanimously to forward this
(' Ordinance to the Board with a reconendation that it be adopted.
Mr. Boldt indicated that Staff recommends that the Board consider
the adoption of the Ordinance to extend the Naples Park Swale/Culvert
~!!Morato~Ju~ Ordinance 91-24 and schedule It for a second evening public
, hearing on January 19,. 1994 at 5:05 P.M.
In response to Co~aiseloner Volpe, Mr. Boldt confirmed that the
Board previously discussed this Issue in October and Rovember, 1993,
and that the consensus of the Board was to approve the concept of the
Ordinance Staff was directed to begin legal proceeding.

Commissioner Constantine stated that no action could be taken at
this time'. He announced that the second public hearing will be held
