July 23, 2012 New Business 7 -a 1 of 3 EXECUTIVE SUMMARY Recommendation to approve professional engineering fees in the amount of $29,800.00 for theTigertail Beach New Restroom Facility relocation from VE Zone to AE Zone to avoid potential impacts regarding FEMA flood zoning restrictions. OBJECTIVE: To process a Work Order with Q. Grady Minor & Associates, P.A. in the amount of $29,800.00 for the professional engineering services required to relocate the Tigertail Beach new restroom facility from VE Zone to AE Zone. CONSIDERATIONS: The Tigertail Beach Dune Walkover & New Restroom Facility was initially presented before all Advisory Boards and the BCC for approval in FY2005; subsequent to the approval process staff executed the necessary engineering & architectural services to process and secure all required permits for the construction of the dune walkover and the new restroom facility. To date the construction phase of the dune walkover is currently in progress; however, the construction phase for the new restroom facility was temporarily placed on -hold under a separate agreement with the City of Marco Island pending the final release of the new FEMA Flood Map Revisions. However, during the lapse period of time waiting for the release of the FEMA Maps staff re- evaluated the proposed location of the restroom facility and decided that in an effort to minimize the adverse hardships associated with the FEMA impacts and restrictions, relocating the restroom facility from the VE Zone to the AE Zone would be in the best interest of the project, and would therefore not require a flood variance as previously anticipated from the City of Marco Island. With that said, in order to achieve the intended objective minimal modifications and minor engineering will be required to the existing permitting conditions to accommodate the necessary changes. Therefore, in consideration of this matter, staff is requesting approval from the TDC Advisory Board, to execute and release a work order to Q. Grady Minor & Associates in the amount of $29,800.00, for professional engineering services. ADVISORY COMMITTEE RECOMMENDATIONS: At the June 6, 2012, Parks & Recreation Advisory Board (PARAB) meeting, This Word Order was unanimously approved by a 5 to 0 vote. FISCAL IMPACT: The source of funds have been allocated and budgeted from Category "A" Tourist Development (Fund 183 Beach Park Facilities). July 23, 2012 New Business 7 -a 2 of 3 GROWTH MANAGEMENT IMPACT: There is no impact to the Growth Management Plan related to this action. The attached spreadsheets outline the position of each of our funds for the 3�d fiscal quarter of FY 12. The financial status at this point is unremarkable. The following tourist tax funds are in balance and there are no significant variances to report. Fund 184 - Advertising and Promotion Fund 193 - Non - County Owned & Operated Museum Grants Fund 194 - Tourism Department Operating Expenses Fund 196 - Emergency /Disaster Recovery Advertising Fund 183 - Beach Park Facilities — Coastal Zone Management Fund 185 — Beach Engineering & Project Mgmt - Coastal Zone Management Fund 195 - Beach and Management — Coastal Zone Management Fund 198 - County Owned and Operated Museums - Public Services Division FISCAL IMPACT: This item is for review and comment. The period included is October thru May because revenue is booked in the month following receipt. However, Tourist Tax receipts for October through June are up approximately 13% year over year. Fund 183 TDC Beach Facilities Capital Summary comments: Budgeted projects are proceeding with about 25% of dollars expended /encumbered. Fund 184 TDC Marketing & Promotion Summary comments: Budgeted is fully committed with almost the entire budget being expended or encumbered. Fund 185 TDC Capital Project Administration Summary comments: Expenditures are consistent with expectations Fund 193 Non - County Museums Summary comments: Budgeted grants are approximately 64% encumbered Fund 194 TDC Administration Summary comments: Expenditures are consistent with expectations Fund 195 TDC Beach Renourishment Capital Summary comments: Reserve dollars reflect beach renourishment rserves, catastrophe reserves and a reserve for state or federal reimbursement. Budgeted projects are proceeding with about 43% of dollars expended /encumbered. Fund 196 TDC Disaster Recovery Summary comments: Ordinance 11 -02 Subsection (a)(3) reads in part as follows: The Disaster Recovery Advertising Fund will continue to be financed from the 23.236% of the 2% tax to maintain a maximum level of $1 million. At the end of FY 11 the cash balance in the fund was more than $1 million thus no additional transfers into this fund were needed. The current forecast does not anticipate an additional transfer to be required at the end of FY 12. If during FY 13 as budgeted expenditures take place the fund balance dips below $1 million a transfer in of additional funds may be required. OBJECTIVE: Recommend selection of International Representatives for tourism in UK/Ireland and in Europe. CONSIDERATIONS: Tourism has had representation in key international markets for several years. In the UK and Ireland we have been represented by OMMAC, Ltd and we have been represented in Europe by Diamonde based in Stuttgart Germany. Full time international representation is an important element in our marketing efforts to attract visitors from our target feeder markets of Germany and the UK. In accordance with Collier County Purchasing Policy, these services were advertised in Intent to Bid format. Six companies with experience in representing destinations submitted on -line bids for these services. The bid criteria indicate that for UK representation the number one choice is OMMAC, Ltd and for European representation the number one choice is Diamonde. Both companies are experienced with our destination and have increased our presence in the international market dramatically. FISCAL IMPACT: UK/Ireland representation is $10,000 in monthly service fees and $6,666.67 in monthly reimbursable travel and other promotional expenses. European representation services are $8,500 in monthly service fees and $8,166.67 in monthly reimbursable travel and other promotional services. These amounts are included in the proposed tourism marketing budget in Fund 184 for FY 13. The further briefing from the department of commerce reported a 7.4% increase in visitation to the US during March 2012. Additionally US Customs & Border Protection reported on the expansion of the US immigration facility at Dublin airport (the only facility outside the US). Aer Lingus are capitalizing on this with the introduction of their UK South End (east of London) service to Dublin offering connections to the US, the advantage to the UK passengers is they save paying the UK's APD tax ( almos£150 /$240). A schedule of one to one meetings with additional travel industry & media provided effective means to communicate the CVB's marketing objectives and plan for future co -op activity. BA /BA Holidays Bookings increased by +145% Early results from the recent co -op British Airways /BA Holidays & Visit Florida campaign in April 2012 have indicated Paradise Coast saw the highest percent growth of all partners at + 500% verses last year. Average duration increased to 7.5 nights and top travel months were May and July. Bookings are still coming in and this figure is expected to grow even more. Paradise Coast is currently reporting to -date for 2012 + 142% versus 2011. While 2011 ended +46% versus 2010. Overall for Florida 2012 growth is + 62% versus 2011. Overseas holidays for the year to date were down 3 %. Yet the 'all trips' figures (including business travel) were up and long -haul outshone short. It may surprise some in the industry to learn half the UK adult population have not flown in the past two years and only one in 10 have made more than two return flights in that time. But these are the findings of TNS research showing a partial breakdown of the UK air travel market. The research suggests one -third of the population took one or two return flights during the period. 'Occasional fliers', defined as those who had made up to five return flights over the past two years, appear most likely to live in London or the south, be under 35 and reasonably affluent. Regular fliers', the 1% of the population who had taken more than five return flights in the two years, are most likely to be older (35 -55), wealthier and living in the south and north. Marco Island Waterspons has a variety of activities including a 40 passenger boat for sightseeing and shelling called Calusua Spirit, while the more adventurous go on Waverunners for a guided tour of the 10, 000 islands.
