Transportation Services Administrator Archibald described the
Organizational Chart which outlines the functions of the department
.and the personnel required.
(.~,. Mr. Archibald stated that the Adm~nlstration section ~s con-
~:]centratln~ on operations as the ~eneral responsibility of

In response to Co~lssloner Volpe, Mr. Archibald replied ~hat the
Transportation Services Division will become a supportln~ arm of the
· ~' alrpor~ actlvttles for a perlod of slx to nine months.
In answer to Co~tssloner Volpe, County Manager Dorrtll stated
that the Airport Operations will be presented as a separate Item.
Act~n~ Budget D~rector S~ykowskt conf~rmed that the ~tem w~11 be
dlscussed at the budget meeting of April 6, 1994.
~"i~ Mr. Archibald confirmed that Program 1 will be ranked as
"Mandated", Program 2 "Essential" and Program 3 "Discretionary".
In response to Commissioner Matthews, Mr. Archibald explained that
'the net hours are equal to gross hours less holiday, sick leave,
":.annual leave.
? Mr. Archibald announced that the Base Level reflects the County's
:responsibility after sign or signal Implementation. He stated that
the County assumes the responsibility of maintenance. He added that
!~,'/the Florida Department of Transportation reinforces the requirements
for ~aintenance.
: Mr. Archibald reported that tn the upcoming year two proposals
~!will be presented to the Board regarding sign marking. He said that
:one would be the establishment of speed zones tn the Golden Gate
[:Estates'area which will carry a first term cost of $45,000.00 and a

long term cost far in excess of $100,000.00.

He stated that these
costs will cover the Initial installation and maintenance of that
system. He said that the second proposal will be a signing and pave-
ment marking program for the southern Golden Gate Estates.
Mr. Archibald remarked that each year there will be a review of
the capacity to maintain the system versus the workload it represents.
He pointed out that pages 10, I1 and 12 outline the man hours by acti-
vittes.
Transportation Services Administrator Archibald stated that
Traffic Studies are an area that must be reviewed in order to decide
how much expansion will take place In the upcoming year. He reminded
:the Board that the Traffic Studies provide the data for the Growth
Management Program.
In response to Commissioner Volpe, Mr. Archibald confirmed that
this Information is also supplied to the Metropolitan Planning
:'Organization.
!' Mr. Archibald reported that 100 count stations are counted four
times a year. He mentioned that many special counts are being
requested. He pointed out that the department is trying to avoid
~i:i.hirtng additional personnel by acquiring more counters and more
sophisticated counters.
In response to Commissioner Volpe, Mr. Archibald stated that he
has 12 people involved In traffic counts, accident analysis and admt-
nistratton. He explained that if these programs are to be expanded
within the upcoming year, additional personnel may be needed.
In response to Commissioner Matthews, Transportation Services
i.Admtntstrator Archibald described the two proposed programs for Golden
Gate Estates. He stated that in both cases the work is planned for
.in-house personnel, and increasing the budget to be able to buy all
the materials involved.
'(',' Commissioner Matthews stated that the County should be more dill-
'gent in replacing signage if they become dismantled or unreadable.
In response to Commissioner Saunders, Mr. Archibald stated that

although the County Manager ranked Items F & G "Not Required" he
believes they are "Discretionary" He satd he ts hoping to work out
.something with the Office of Capital Projects Management where they
could do the design work and Transportation will do the contracting
work.
Commissioner Saunders announced that he has no objection to having
Items F & G ranked as "Discretionary".
Commissioner Volpe commented that the Board is to determine the
:,program priorities. He remarked that he is not sure striping is a
this year.
Mr. Archibald stated that striping is driven by a safety con-

Commissioner Volpe agreed that Items F a G should be ranked as
. In response to Commissioner Norris, Transportation Services
~.:;Admtnistrator Archibald confirmed that Items A, B and C are ranked as
if"Mandatory", Items D and E "Essential" and F and G "Discretionary".
i/~i..,Mr. Archibald remarked that the Special Traffic Studies on page 13 are
'.',"Not Recommended" at this time.
':'"" Commissioner Matthews commented that the activities listed under
Special Traffic Studies are also basic.
Commissioner Saunders stated that one of the basic goals to be
]..,accomplished is deferring projects wherever possible. He said that
~!('making minor modifications in order to increase traffic flow is a way
to delay actual lane construction. He stated that the Special Traffic
ii('Studtes wtll assist in those efforts.
~.'.' Commissioner Matthews agreed.
': Mr. SmykowskI pointed out that Items D through G, listed on Page
?/10, i and the Special Traffic Studies would add five additional
employees. He revealed that any item ranked as "Discretionary" will
be tncluded in the line item budget procedure.
!;::.~. In response to Commissioner Constantine, County Manager Dotrill
replied that the reason that he did not recommend those items is

a concern regarding overall cost.
In response to Commissioner Volpe, Mr. Dorrtll stated that the
~',consultant that was originally hired for project coordination is basi-

Transportation Services Administrator Archibald stated that most
the activities must be performed to some degree. He said if the

Commissioner Volpe asked if additional personnel would still be
required if this is accomplished?
Mr. Archibald stated that his goal will be to reduce the number of
,personnel and reallocate responsibilities to OCPM.
Commissioner Volpe remarked that if the new positions are
approved, there is less incentive to reach the goal.
':-'- Mr. Archibald stated that it is his understanding that the respon-
sibilities will continue but the personnel will be reduced. He said
he believes that this can be accomplished.
In response to Commissioner Constantine, Mr Archibald stated that
he would agree to only two new positions. He clarified that the ori-
ginal proposal is to increase the positions from 12 to 17. He stated
f:'that what is being considered is coordinating the same duties with
OCPM and reducing the number of positions to 14 or 15.
~ Commissioner Volpe confirmed that he has no objection to this pro-

Transportation Services Administrator Archibald revealed that in

as many activities as possible to maintain an acceptable level of

[,,Road is similar to what is planned for Eighth Street in Naples Park.

':;i' "Mandatory", Items 2, 3, 4 and 5 "Essential", Item 6 is
"Discretionary", and Item 7, "Essential".
Commissioner Constantine stated that he prefers to see Item ?

Commissioner Volpe commented that maintaining existing medians is

;', Commissioner Constantine stated that according to the definitions
;'to be used, maintaining the existing medians Is not essential to the
operation of this County.

In response to Mr. Smykowskl, Commissioner Constantine replied
that the consensus of the Board is to rank Item ? as "Discretionary".
Commissioner Constantine reiterated that the Base Level ts
"Mandatory", Items 2, 3, and 4 "Essential" and Items 5, 6 and 7
"Discretionary".

George Droblnskt, Chief Probation Officer0 stated that the
(Organizational Chart reflects that there are 8 Probation Offtcers
i Senior Probation Officer, 4.5 Secretary I positions, 1 Senior
Secretary and 6 Office Assistants.
i~,-, Nr. Drobtnskt stated that the Base Level Is mandated by State Sta-
';.'ruts for the supervision of offenders. He described the activities
'Involved.
Nr, Droblnskl reported that 70~ of the case loads involve some
type of substance abuse so random drug abuse testing ta Important.
· " Mr. Drobtnski stated that the Intensive Supervision Program provi-
des for the supervision of the 50 most serious misdemeanor offenders.

~r~ ~' He reported that the success rate of this program is 76~.
:~'- In response to Commissioner Constantine, Mr. Droblnskl stated that
:"success" is defined as those who are compliant with their conditions,
[i'.~such as employment and maintaining attendance to court related
programs.
In response to Commissioner Volpe, Mr. Drobinskt stated that the
although restitution to victims ls part of sentencing the Restitution
Program is part of the responsibility of the Probation Department.
Mr. Drobtnski pointed out that the recent reduction of the blood
alcohol level will increase the number of D.U.I.'s.
In response to Commissioner Volpe, Mr. Drobtnskt replied that
ii['....all the programs In the Probation Department are essential.
Mr. Drobinskt stated that the Base Level Is "Mandatory", Public
Service/Technical Support Is "Essential", and Automated Offender
Reporting Is "Essential".
Mr. Drobtnskt explained that the lower end of offenders are put on
.l/i, phone reporting where they answer six questions. He said if any of
the answers change from month to month the Probation Department
receives an "Exception Report" and acts upon that.
In response to Commissioner Volpe, Mr. Drobinskt stated that he
envisions that 500-700 people could be involved in this program.
Mr. Drobinskt explained that this program would reduce the case-
load of each officer.
ii::,i Mr. Drobtnski stated that Intensive Supervtston/Immokalee is
ranked "Essential".
!i. Mr~ Droblnski explained that this Is a satellite office with one
)officer. He explained that the workload requires an additional 50~
-officer to work with the full-time officer and utilize the remaining
allocation for Intensive Supervision.

Joanne Beaird, Supervisor Witness Management/Victim Assistance,
stated that the Base Level Is mandated by State Statute. She
"explained that there are six employees in the office and explained the
activities of the department.
~"~ ' Ms. Beaird stated that the ranking for Item ! is "Mandatory", and
In response to Commissioner Volpe, Ms. Beaird explained that pre-
ii~isently everything is handled manually. She stated'that the estimated
program cost of automat/on does not include equipment, only the
programming which will be done by the Management Information System
(M.I.S.) Department.
Darlene Grucz, Court Counselor, stated that all the Issues under
Base Level Services are State mandated.
In response to Commissioner Volpe, Paul Brigham, Court
:%:iAdmtnistrator, explained that the two employees will be certified cri-
minal Justice professionals.
Gary Stover, Court Security Supervisor, stated that at the request
of Sheriff Hunter, the U.S. Marshal has recommended that armed depu-
ties be appointed at the security checkpoint as opposed to unarmed
security personnel. He said the program is basically unchanged from
last year's program with that exception.
Mr. Stover stated that Item I is ranked "Mandatory", items 2 and 3
are "Essential", and Item 4 is "Discretionary".
Mr. Brigham explained the programs under Base Level Service.
In response to Commissioner Norris, Mr. Brigham stated that all
'the programs are mandated by the State and do not constitute any
increase over last yearts budget.
~.. Mr. Brigham stated that his Support Staff is ranked "Essential".
Mr. Brigham commented that Item 3, Volunteer Coordinator, is ranked
~Essential". He announced that this is a new program to provide a
unified effort for the volunteer recruitment/training placement
pr0gram.
Commissioner Volpe noted that the Sheriff has a successful

program. He asked if there is any possibility that the
~]!irequested position could be coordinated with the Sheriff's volunteer
~coordinator?
-f'.: i Mr. Brigham stated the he will investigate the possibility. He
':!i:i'eaid that he does not feel that it would be a practical solution in
~the long run.
Commissioner Saunders suggested that this item be ranked
~etionary" at this point.
Commissioner Matthews stated that she would like to see the posi-
tion filled with a volunteer.
Mr. Brigham agreed but pointed out that this position is difficult
to fill with a volunteer due to the number of hours involved a week.
He announced that he would discuss the possibility of incorporating
this into the program proposed by Captain Day.
Mr. Dotrill stated that he did not question the importance of the
position. He said that if a full-time paid position is befng con-
sidered, it should be looked at on a larger scale.
Commissioner Matthews confirmed that Item I is ranked "Mandatory",
Item 2 is "Essential" and Item 3 "Discretionary.
There being no further business for the Good of the County, the
meeting was adjourned by Order of the Chair - Time: 12:00 P.M.
