Subject: Collier County's Florida - Friendly Fertilizer Ordinance activities update
As you know, the Board of County Commissioners adopted the "Collier County Florida Friendly Use of
Fertilizer on Urban Landscapes" ordinance (number 2011 -24) on July 26, 2011.
Since that date a significant effort has been made to educate the public and contractors about the
ordinance and about why the ordinance was adopted. The Pollution Control and Prevention
Department and the Land Development Services Department shared in this effort. The following
items have been accomplished, to date:
• An education task force was formed and led by Pollution Control and Prevention Department
• A webpage was initiated during the ordinance development process as the go -to place for
information about the ordinance. It is updated as needed and an easy to remember domain
name was purchased for the next 10 years: www.dontoverfeed.com

• A fertilizer brochure was produced and mailed in utility bills during April 2012 to
approximately 60,000 customers (attached)
• A letter was mailed to 670 contractors with a Collier County occupational license for
"Landscape Maintenance ". The letter addresses the ordinance requirements for contractors
applying fertilizer to be "Green Industries" certified (attached)
• The same letter was mailed to 1,910 contractors with a Collier County occupational license for
"Service Maintenance" (attached)
• An article was published in the Naples Daily News (attached)
• A letter was emailed to 338 HOAs in Collier County (attached)
• Since the ordinance was adopted, Green Industry certification classes (4 in English, 3 in
Spanish) have certified 250 landscape maintenance people, and 7 continuing education
classes on related topics were attended by 245 landscape maintenance people and HOA
board members (summary attached).

In 1898, Sir William Crookes called on science to save Europe from impending starvation. The crux of the matter was
a lack of nitrogen as fertilizer to grow food. It took until 1912 to develop a viable means of producing fertilizer. Fritz
Haber, a young German Jewish chemist, was awarded a Nobel Prize and the world averted starvation. Unfortunately,
with a plentiful supply of fixated nitrogen, mankind was free to make unlimited explosives and two world wars
ensued.
As if that isn't irony enough, here we are 100 years later and we are faced with how to control the use of fertilizer so
that we don't lose one of our major sources of sustenance: seafood. Let me explain. Fertilizer that gets into our
waterways accelerates the growth of algae, which quickly out - competes fish and shellfish for oxygen that is in the
water. Without oxygen, these creatures suffocate (die). The world's oceans are becoming depleted by several
stressors and fertilizer is a major one.
Interesting, but why the history and science? It's because last summer the County passed an ordinance that limits
the use of fertilizer in landscapes, and understanding the "why' will hopefully motivate you to follow it (instead of
because some new regulation says you have to!). The ordinance has requirements for commercial landscapers and
offers guidance for everybody else.
If you hire a lawn maintenance company directly or through your property management company, your part is
simple: hire a commercial fertilizer applicator that is certified and follow their advice. They shouldn't be hard to find
since the City of Naples has required this for several years. Plus, the County ordinance requires that at least one
employee was trained by February 5, 2012. All lawn maintenance and landscape businesses will need this to obtain a
Collier County Local Business Tax Certificate later this year. If you live in the City of Naples, please check City
ordinances.
As with any service, it's good to notice that the company is following a couple of basics in case somebody didn't get
the memo. There should be no application during identified storm "Watch" or "Warning" periods; no fertilizer or
lawn and grass clippings left on impervious surfaces or near water. Blowing this stuff into a storm drain is like
throwing it directly into the lake since they are all connected. They should sweep it into the yard where it can do
some good. Your commercial landscaper has taken the Florida - Friendly Best Management Practices for Protection of
Water Resources by the Green Industries training, which they almost all agree is very informative and useful to them;
follow their advice. You may find that your lake will look and smell nicer with less expense.
These rules should also be followed by do- it- yourselfers to minimize expense and the stress on our waters. In
addition DIY's can help by following these tips: use slow - release fertilizer; more is not better; measure your yard to
determine how much fertilizer to buy; follow package directions; fertilize when the grass is actively growing.

landscaping and the County's ordinance. If you live in the City of Naples, please check City ordinances.
We can have our beautiful green and flowered landscapes and our crab cakes too if we can agree to control ourselves
with the fertilizer and lawn clippings.

Dear Homeowners Association:
To reduce the risk of fertilizer runoff contributing to nutrient pollution in county waters, the
Board of County Commissioners adopted the "Collier County Florida - Friendly Use of Fertilizer
on Urban Landscapes" ordinance, ordinance number 11 -24, on July 26, 2011.
This letter is to inform you of some of the requirements of the ordinance. These requirements
apply to both private residents and commercial landscaping businesses who apply fertilizers in
Collier County.
Although golf courses are exempt from this ordinance, the golf course community as a whole is
not exempt. Those areas that are outside the golf course — including residential areas, common
areas, and medians — are subject to the requirements of this ordinance.
If your lawn /landscape is maintained by a commercial business that is applying fertilizer, make
sure that the company has successfully completed the "Florida- Friendly Best Management
Practice for Protection of Water Resources by the Green Industries" training. This course is
offered locally by Project Greenscape ( http: // www .rookerybay.org_lprofessional -
development /proiect- greenscape/gi -bmp), or can be taken online at the University of Florida's
Institute of Food and Agricultural Sciences (UF -IFAS) website at

Anyone applying fertilizers in Collier County (private homeowners or commercial landscapers)
are required to adhere to the following:
• DON'T leave fertilizer, grass clippings, or landscape trimmings on impervious surfaces
(asphalt or concrete),, or allow them to enter stormwater drains or ditches, wetlands, or
waterways.
• DON'T apply fertilizer during identified storm "Watch " or "Warning" periods, or when
soils are saturated.
• DON'T fertilize within 10 feet of a'water body or wetland (3 feet with deflector or drop
spreader).
• DON'T apply fertilizer at rates that are not consistent with the label instructions or with
guidelines in Florida Administrative Code SE- 1.003

Homeowners are also encouraged to follow OF -IFAS' Florida Yards and Neighborhoods program
