LET IT BE REMEMBERED, that the Collier County Board of County
Commissioners in and for the County of Collier, having conducted business
herein, met on this date at 9:00 AM in WORKSHOP SESSION at the North
Collier Regional Park Exhibit Hall, 15000 Livingston Road, Room "A ",
Naples, Florida, with the following members present:

Collier County Ordinance No. 2003-53 as amended by ordinance 2004-05 and 2007-24, requires that all lobbyists shall,
before engaging in any lobbying activities (including but not limited to, addressing the Board of County Commissioners),

Vice Chair Coletta called the Workshop to order at 9:03 am.
The Pledge of Allegiance was recited.
2. Discussion of Potential Fire Consolidation
Vice Chair Coletta welcomed the Commissioners and Staff to the annual
planning exercise workshop to discuss a potential consolidation.

Consensus was formed to hear public speakers first.

Commissioner Hiller distributed The College Network/The George Washington
University on -line courses related to EMS Systems, Administration and Finance
of EMS Operations. (See attached)
3. Discussion Regarding Issues of Concern about Fire Plan Review and Field
Inspections
Nick Casalanguida presented a PowerPoint presentation on recommendation to
address Issues of Concern as follows:

➢ Existing Service Model
➢ Proposed Hybrid Service Model
- Involves Customer, Collier County and Fire
- Analyze Fire Review criteria
- Establish accountable performance measures
- Standardize and improve technology
- Establish common customer service initiatives
- Quarterly reviews with administration and chiefs
- No fire inspector reductions
- Set joint office hours for fire and building official
He emphasized that Staff is committed to make a difference in addressing the
issues and recommended that the County allow people who care more and know
the County better than anyone else; work together over a period of 180 days to
streamline the plan.
A consensus was formed directing Nick Casalanguida to work with all Districts
and the Fire Chiefs on the study.

4. Consideration of the Proposal from Naples, Marco Island and North Naples
Fire Departments to Provide Ambulance Transport Services
Burt Saunders, Attorney for Marco Island gave preliminary comments on the
program and on the Blue Ribbon Panel recommendations.
He placed into record the "Report on EMS Field Experiments" dated
September 2010. (See attached)
He proposed the adoption of the "Medic One" (Seattle King County
Emergency Medical Service Model) program.
It was noted the Blue Ribbon Committee is not formed by the BCC. It was
formed independently by concerned citizens

Washington
Dr. Robert Tober introduced James Fogarty, Division Director of EMS, King
County, Washington; via video. James Fogarty gave a PowerPoint presentation
on the Medic One System used in King County, Washington.

4. Consideration of the Proposal from Naples, Marco Island and North Naples
Fire Departments to Provide Ambulance Transport Services - Continued
Jorge Aguilera, North Naples Deputy Chief gave a PowerPoint presentation
"The Concept" to improve and expand the current level of EMS service utilizing
existing resources and level of funding. The proposal mirrors the Seattle Fire
based EMS model. Conceptual estimated costs for the City of Naples, City of
Marco Island, North Naples Fire Control & Rescue District and Unincorporated
Collier were provided. A Regional program was recommended.
A question and answer session was held.

Much discussion was had on working together and developing a plan.
The Commissioners formed a consensus (2 -1) to move forward, full force and
direct Staff to work together with other agencies and bring back a plan in
6- months.

7. Adjourn
There being no further business for the good of the County, the meeting was
adjourned by order of the Vice Chair at 2:15 P.M.
