The Big Cypress Basin Board may take official action at this meeting on any item appearing on this agenda and on any item that is added to this agenda as a result of a change to the agenda approved by the presiding officer of the meeting pursuant to Section 120.525, Florida Statutes. City of Naples Gregg Strakaluse, Streets and Stormwater Director and Dr. Michael Bauer, Natural Resources Director gave a PowerPoint presentation and reviewed the following: • Regional Issues of Importance • Naples Bay Watershed • Regional Projects of Importance - City of Naples Supplemental Water Supply ASR Program - City of Naples Lakes Management Program - Gordon River Extension — Burning Tree Drive Diversion - Henderson Creek Diversion - Belle Meade - Public Education A question and answer session was held. b. Collier County Nick Casalanguida and Jerry Kurtz, P.E. gave a PowerPoint presentation and reviewed the following: • Common Project Elements and Prioritized Initiatives • Existing Canal Capacity • Golden Gate Estates Canals for 5 Year 3 Day Storm Event • Joint Projects - Northern Belle Meade Rehydration - Henderson Creek Diversion - Northern Golden Gate Estates Flow -way Restoration Project - 28th Avenue SE Culvert Crossing over Miller Canal • City and County Well Field Locations (Commissioner Coletta left at 2:07 P.M.) Future Capital Improvement Projects Regional Strategic Priorities - Improvements to Primary and Secondary Systems - Restore Historic Flows ➢ Henderson Creek Diversion ➢ Belle Meade Flow -way ➢ Northern Golden Gate Estates Flow -way ➢ Okaloacoochee Slough Decrease inflows to Naples Bay A question and answer session was held. 5. Discussion a. Prioritize Regional Water Resource Objectives, Initiatives and Projects Discussion regarding developing a priority on regional water resource objectives and the additional data needed to make a good evaluation that would directly impact the restoration of Naples Bay. The Northern Golden Gate Restoration Project was identified as the top plan. b. Implementation Strategies A recommendation to have Big Cypress Basin and Collier County Staff to develop a plan and come back both groups independently, to include cost and funding mechanisms, factor in land acquisition costs along with the benefits and the impact on Naples Bay with multiple time lines was made by consensus. 6. Public Comment Public Speakers Jennifer Hecker, The Conservancy — Director of Natural Resource Policy Nancy Payton, Florida Fish & Wildlife Federation Brad Cornell, Collier Audubon Society 7. Closing Remarks Dan DeLisi summarized a general direction was made to direct Staff to take a hard look at a plan for cost benefit and funding sources. 4 April 27, 2012 There being no further business for the good of the County, the meeting was adjourned by order of the Chair at 4:00 P.M.
