and for the County of Collier, and also acting as the Board of Zoning

Legal notice having been published in the Naples Daily News on
April 14, 1992 as evidenced by Affidavit of Publication filed with the
Clerk, public hearing was opened.
Dennis Cronin, Assistant County Attorney, reported that the rate
schedule had been omitted and distributed it to the Board (copy not
provided to the Clerk to the Board).
Mr. Cronin related the following changes to the EMS Ordinance:
1. Pages 2 and 3 of the Amended Ordinance, Section C has been
added;
2. Pages 8 and 9, deleting Section H;
3. Rate Schedule changed in that the amounts are rounded to the
nearest dollar amount.

Commissioner Volpe announced that the second public hearing on the
Ordinance amending the Emergency Medical Services Impact Fee Ordinance
No. 91-71 will be held on May 6, 1992 at 5:05 P.M.

CONSIDERATION OF AN ORDINANCE AMENDING PARKS AND RECREATION FACILITIES
IMPACT F~K ORDINANCE NO. 88-96, AS AMENDED BY ORDINANCE NO. 91-39 -
SECOND PUBLIC HEARING TO BE HELD ON MAY 6, 1992
Legal notice having been published in the Naples Daily News on
April 14, 1992 as evidenced by Affidavit of Publication filed with the
'Clerk, public hearing was opened.
Assistant County Attorney Cronin explained that this Amendment was
required when the Board elected to locate the Regional Soccer Facility
at the Vineyards and will allow the use of Regional Impact Fee Funds
for the construction. He noted that the Regional Park definition has
been amended.
In response to Commissioner Hasse, Tom Olltff, Public Services

Administrator, explained that there are certain land criteria that if
the size of a park Is a certain acreage, it would be considered
regional, but in this case the distinction Mr. Cronin is suggesting is
the facilities themselves; a soccer/football type field would nor-
mally be considered part of a community park but the attempt is to
combine them with several like facilities so that they become and can
be interpreted as a regional type facility.
Mr. Crontn noted the following changes within the new Ordinance:
1. On Page 6 added to the Use of Monies Section of the Ordinance,
· 14 and #15;
2. Bottom of Page 7, 8, 10 and on Page 11, several grammatical
changes.

Commissioner Volpe announced that the second public hearing to
consider an Ordinance amending the Parks and Recreation facilities
Impact Fee Ordinance 88-96, as amended by Ordinance 91-39 will be held
on May 6, 1992 at 5:05 P.M.

Legal notice having been published in the Naples Dally News on
April ?, 1992 and Aprll 16, 1992 as evidenced by Affidavits of
Publication filed with the Clerk, public hearing was opened.
Margret Bowles, Growth Management Analyst, reported that this is
the second public hearing concerning this item, and this Agreement
will fulfill the intent of the Growth Management Plan's
Intergovernmental Cooperation and Coordination Policies as well as
provide the framework for Mutual Concurrency Planning on Public
I'actltties within a five mile area north of Lee County's southern
border, and a five mile area south of Collier County's northern
adjoining border. She indicated that Lee County adopted this
Agreement on February 19, 1992, and has suggested a formal signing at

the next Joint workshop. She noted that there are no changes to the
Agreement since the first public hearing and staff recommends adoption
of the Agreement by resolution.

and carried 4/0, to approve the Agreement, thereby adopting Resolution
92-241 ~nd ~nstz-uct Staff to est&bl~sh regular meetings with Lee
Connt-F for com~unication and coordinat~on of Planning, and recommend a
formal s~n~n~ of the Agreement to take place at the next scheduled
Joint ~rk~hop.
