and for the County of Collier, and also acting as the Board of Zoning
Appeals and as the governing board(s) of such special districts as
have been created according to law and having conducted bus~ness
here~n, met on th~s date at 4:20 P.M. in BUDGET WORKSHOP SESSION In
Building "F" of the Government Complex, East Naples, Florida, with the

Bill Lorenz, Environmental Services Administrator, reported that
Implementation of the Stormwater Utility Program may be delayed to
93-94, so there will be no Stormwater Utility Funds for 92-93.
Michael Smykowskt, Budget Analyst, presented a handout to the
Board, concerning the Water Management Department.
Peter Comeau, Stormwater Utility Manager, reviewed the Program
Priorities for the Water Management Department and the Organizational
Chart.
Commissioner Shanahan recommended that Base Level be ranked
Mandatory, Stormwater Utility Implementation be ranked Essential,
Enhanced Maintenance and Basin Engineering Reports be ranked
Important, and Recreational Maintenance for Lake Trafford and
Maintenance Services be ranked NR.
Regarding Pollution Control Department, Mr. Lorenz reported that
Base Level consists of programs mandated by the Growth Management
Plan, and Includes a large dollar amount for the Storage Tanks Program
that monies have been contracted for from Department of Environmental
Regulation.
George Ytlmaz, Pollution Control Director, reviewed the four
programs within this Department and the program priorities.
Commissioner Volpe recommended that each program be ranked
Mandatory.
Regarding the Natural Resources Department, Mr. Lorenz noted there
are three programs. He reported that Base Level comprises 86~ of the
total personnel.
Commissioner Shanahan ranked the Base Level of Service as
Mandatory, the Artificial Reef Program as Important, and the Technical
Assistance as Important, and the Board concurred.
Regarding Environmental Services Administration, Mr. Lorenz
reported that this Department shows no Base Level of Services and
rationale for this is that the Administrative unit provides admt-

nlatrattve direction and ensures that other departments are operating
according to appropriate procedures, and are serving at the discretion
and pleasure of the County Manager.
Mr. Lorenz reviewed this each program within this Department and
related program priorities.

Commissioner Shanahan ranked Level 1 Service as Mandatory, CREW
Trust as Important and Naples Bay Management Organization as
Important.
