required 15 acre dedication by the Westinghouse Corporation In the
Pelican Bay PUD for a community park. He confirmed the County ts In
receipt of m deed for the 15 acres tn question, which Is currently
undergoing review by the County Attorney's Office.

'~'" Tom Peak of Wilson, Miller, Barton & Peek, Inc. identified
District 5 and provided a two-page distribution list Identifying the
mobile home parks In that area. He proceeded to explain the initial
assessment methodology as well as the disparity attributed to
construction coats of the various pumping stations.
Utilities Administrator Arnold revealed the attorney*s optnlon ts
that the option presented tn Alternative 2, based on acreage, is the
only one in this particular unique district which ts defensible and,
therefore, recommended from a legal standpoint.

that last week the Commission directed staff to review a listing of
v&rAoua funding alternatives to reduce the assessments of the East and
South Naples Sanitary Sewer System. He stated that staff has been
~nabla to finalize this review and requested that those discussions be
continued until June 16, 1992.
~i~ In response to Commissioner Volpe, Mr. Arnold explained that some
of the funding sources are targeted to be paid from ad valorem
~p .l~orted funds ~d the~e ~tll be l~pltcattons ~elattng to these as
;~ ~he new ~dget year approaches. In addition, he revealed that staff
~'. ~e researching the possibilities of using utlltty reserves and Impact
~:. fee trust accounts, however, there are very strict ~tde~/nes and
~ : there are ~y legal ~eetAons which have not yet been resolved.
Mr. Arnold reported that staff As attempting to find a comparable
:.source of f~dAng within the general f~d or the utilities f~d which
['~" ~uld ~ate To the ~ame mitigation that the surcharge potentially
offers. He indicated that this could result An 10~ reduction tn the
assessments. He stated that thus far, the assessments have been
decreased by 28~ through grants, etc. and an additional ~0~ would
decreue the amaessments by 40~ of what could have been legitimately
~seased.
Mr. Arnold advised that stafff wall present additional options for
the Board's consideration at the meeting next week.
Commissioner Shanahan pointed out that previous discussions
relating to additional cost savings were as follows: $800,000 on the
paving; $500,000 w~th regard to the south half of Sewer Section
81.4 million utility reserves; $500,000 in Fund 301; and the possibi-
lity in Interest reduction would be more beneficial than a 10~ reduc-
tion.
Co~issloner Volpe announced that the Commission is trying to
reduce the economic Impact of this assessment on the affected property
O~ll~ra. He remarked that this project began in 1976 and at that time,
this was a $16 million pro~ect and the people tn the East and South

District chose not to proceed with same. He divulged, in the Inter-
Vening p/r/od of time, the coet of the project has increased 811
all/ion. He stated that there are other members of the community that
are financially hard pressed and to remove from them monies from Fund
301 does not seem to be fair and equitable.
Commissioner Hesse suggested that staff explore every possible
fe&elble method to reduce the assessments without impacting the entire
· commatty.

Transportation Services Administrator Archibald stated that this
..item involves the design of the S~ta Barbara Extension, which would
t~Ee thmt roadway north through Green Boulevard, tie into Logan
Boulevard and extend to Pine Ridge Road. He related that this has
been identified as an important project since the capacity of the two-
lined roadway is about 11,600 uehtclee per day and there ere currently
almost 13,000 vehicles on that road every day. He noted that the
Level of Service on that roadway ts deficient.
Mr. Archibald pointed out that the Executive Summary details the
dollar amounts and listing of the activities associated with thio pro-
~ect. He indicated that staff would like to proceed with finalizing
the contract with David Plummer and AssociAtes, Inc., and present same
to the Board.
Mr. Archibald remarked that the scope of services will Include a
four lane bridge structure located on Santa Barbers Boulevard south of
G=een Boulevard. He announced that the total negotiated dollar amount

ta $214,882. He requested that staff be directed to finalize the
agreement, activities and costs, and return with an executed contract
signed off by the pertinent County departments.
Mr. Archibald called attention to Page 2 of the Executive Summary,
noting that staff has identified Fund 399 to supplement the funding
for this project. He explained that Impact fees will pay the majority
of the costs.

Barbara Boulevard and Davis Boulevard, noting that staff te currently
negotiating contracts to extend Santa Barbara to Rattlesnake Hammock

Transportation Services Administrator Archibald presented a follow
up relative to the cost and location of the proposed sidewalk along
~ulf Shore Drive in the Vanderbllt Beach area. He indicated that as a
result of Board direction, staff has looked at redesigning the
sidewalk on the west side of Gulf Shore Drive. He announced that this
all~r~ent would serpentine the sidewalk and in some cases it would
meander to the west and follow the right-of-way line.
Mr. Archibald advised that 30~ - 40~ of the entire sidewalk can be
aligned away from the roadway. He Indicated that the plan relocates
the sttslk frae the stand.tnt of safe~y and encourages l~dscaptn~
of th~ aulf Shore Driv~ corridor tn the future.
Mr. Archibald stated that th~ contractor has submitted a proposal
which ts $55,000 above the durrent =asr. He indicated that staff has
ldsntlft.d areas where there may be pot~ntial savings.
Mr. Archibald explained thl, t Transportation Project Manager Kuck

to allo~ ~he County to use a standard asphal~ mix which will reduce
the project cost.

Edwin Putzel! presented e Plan to the Board regarding the past,
present end future beautification of medians in Collier County.
Jeanne Saall~od presented the Board with the F/or/da Nurserymen
end Growers Award end the National American Association of Nurserymen
Award.
:~ Mr. Putzell reviewed that the 'Let's Keep Naples Green' concept
eventually became 'Collier Napleecape', a non-profit organization.
He noted that once median beautification ts established and completed,
the responsibility will be turned over to the County for future main-
tenance. He noted the qualtty of the roadways will be Improved and It
will bring added recognition to the community.

that this Agreement provides for Collier County's dispersal of 820,000
as previously committed for the CREW Trust. He maintained that Lee
County end the South Florida Hater Management District are waiting for
Collier County to provide this matching grant before they provide
their revenues for the CREW Trust aa well. He noted that the Board
approved the allocation In last year's budget and Staff tm recom-
mending that the Board approve the Agreement.
