Planner Milk reiterated the information contained in the Executive
Summary dated September 2gth regarding the operational character of
the approved use of this property. He advised that staff's inspection
of the subject site immediately following Hurricane Andrew revealed
stockpiles exceeded the maximum height restriction of 6 feet, but
attributed this situation to the disorganization caused by the hurri-
cane. He relayed staff's opinion that the subject site is functioning
tn accordance with the uses outlined in Resolution No. 91-637, and
that the Petitioner is doing a quality Job in the recycling process.
He confirmed that the County is receiving recycling points from the
State of Florida for the materials being recycled on-site.
Commissioner Shanahan questioned whether staff is recommending
that the stockpiles be brought into compliance with the maximum height
restriction of 6 feet, and Planner Milk answered in the affirmative.

the four roadway improvement projects, i.e. CIE #39 Airport-Pulling

Road (from Golden Gate Parkway to Pine Ridge Ridge); CIE ~40
Goodletta-Frank Road (Golden Gate Parkway to Pine Ridge Road; CIE #41
Pine Ridge Road (Airport-Pulling Road to I-7§); and CIE #42 Vanderbtlt
Beach Road (Gulf Sore Drive to U.S. 41). He announced that CIE
Airport-Pulling Road, has a level of service problem and that CIE ~42,
Vanderbilt Beach Road, has a level of service problem during the peak
of the season. He confirmed staff's receipt of 14 proposals, and
explained the two-step process utilized for the selection process,
Referring to the Executive Summary, he identified the top two ranked
firms for each roadway project.
Commissioner Hesse pointed out the County has had no previous
experience with the firm of Kelth & Schnars, P.A. (the top ranked firm
for CIE #42 Vanderbilt Beach Road but has had experience with the firm
of Apo/l, Barber & Brundage, Inc. (the second ranked firm for CIE #42
Vanderbilt Beach Road), and Transportation Servtces Administrator
Archibald agreed that any one of staff's top ranked firms can do a
very good Job.
Commissioner Shanahan theorized that Agnolt. Barber & Brundage.
Xnc. has a considerable amount of experience tn the Vanderbtlt Beach
8e~aent having Just done the utility 16" water line for the area and
being totally familiar with every inch of the ground. Accordingly, he
recouended that Agnoli, Barber a Brundage, Inc. be considered in
negotiations for CIE #42.
In response to Commissioner Volpe, Transportation Services
Administrator Archibald communicated that dollars for the roadway pro-
Jects in question are programmed in the upcoming year and, therefore,
staff will be negotiating contracts over the next 3-6 months for ulti-
late presentation to the Board of County Commissioners. He divulged
the following budgeted design costs: for CIE #39, Airport-Pulling Road,
approximately $480,000; for CIE #40, Goodlette-Frank Road, amount to
approximately $300,000; for CIE #41, Pine Ridge Road, amount to
approximately $280,000: and for CIE #42, Vanderbllt Beach Road, amount
to approximately $400,000.

During brief discussion and in direct response to Commissioner
Saunders, Assistant County Attorney Weigel cautioned against deviating
from the Competitive Negotiations Act, FS 287.055.
In response to Commissioner Volpe, Transportation Services
Administrator Archibald explained staff is attempting to get the
design phase for CIE #40 and CIE #41 underway, recognizing that from
a programming standpoint construction should be done in 94/95, but
from a level of service requirement construction may not be necessary
until as far out as 1998.

attempt negotiations with the remaining firms in the event agreement
is not reached with the top ranked firms identified in the motion, and
Commissioner Shanahan confirmed that is indeed the intent.

Jeff Perry, Chief Transportation Planner, explained the Project
Development and Environmental (PD&E) Study for the New Gordon River
Bridge is the first phase of a project that is going to hopefully pro-
vide for an alternative new opportunity to travel East-West across the
core of the urban area, somewhere between the existing Gordon River
Bridges of U.S. 41 on the South and Golden Gate Parkway on the North.
He revealed there has been a study done by the Metropolitan Planning
Organization which indicates there will be a travel demand for the
proposed facility. He acknowledged there has been support from the
community to have the City of Naples and Board of County Commissioners
work together to determine whether or not it is feasible to get a new
crossing built prior to the widening of the existing bridges, and
reiterated this PD&E Study will determine whether or not that is a
possibility. He elaborated on the two-phased study set out by the
proposed Interlocal Agreement, the first being the "fatal flaw" stage
and the second phase being a full-blown PD&E (Project Development and
Environmental) study which will determine where alignment will be and
commences the environmental Issues, mitigation and everything accom-
panying this type project. He summarized the actions of the City of
Naples and the MPO (Metropolitan Planning Organization} facilitating
progression of this matter to the current level of development.
In response to Commissioner Hasse, Planner Perry confirmed that
presently the State is not participating in this process, but that the

PD&E (Project Development and Environmental) Study Is being designed
to comply with future state and federal funding, If it becomes
available for the right-of-way acquisition, permitting or construction
of the facility.
Commissioner Shanahan expressed concern for the reprtorttlztng of
Impact fees that have already been identified for expenditure, such as
the $385,000 necessary to move ahead on this total project.
In response to Commissioner Shanahan, Planner Perry briefly
discussed the funding possibilities for the different phases of this
project.
In reply to Commissioner Volpe, Planner Perry advised it is "still
up Jn the air" about whose road it will be, how it will be built, etc.
Commissioner Volpe questioned what the worst case scenario might
be for the cost of this project, and Planner Perry answered the most
recent estimate worked up with the consultant totals 6.8 million
dollars to-date.
Planner Perry fielded questions from Commissioner Vo]pe regarding
levels of service, alternatives in the event both proposed routes are
not available due to cost or permitting, and apportionment of the cost
of the PD&E (Project Development and Environmental) Study.
Pursuant to request of Commissioner Saunders, Planner Perry iden-
tified the area subject to a building moratorium due to level of ser-
vice problems.
Transportation Services Administrator Archibald distributed a
color coded handout reflecting the impact fee districts, and relayed
Itaff's recommendation to fund half the $35,000 needed for the initial
phase of this study from Fund 334 and the other half from Fl/nd 333,
representing the relationship between generated traffic and attracted
traffic.
In reply to Commissioner Volpe, Assistant County Attorney Wetgel
advised that, should the Board of County Commissioners approve an
allocation of monies for a road segment which will be outside the
district where the impact fee has been collected, the record should

In answer to County Manager Dorrlll, Planner Perry confirmed he

Following brief discussion of Paragraph M of the proposed
contract, Assistant County Attorney Weigel concluded the current
language ts legally sufficient but advised It is the prerogative of
the Board of County Commissioners to direct staff to modify the
language to reflect same applies only to Phase I.

Board of County Commissioners will be having advertised quarterly
meetings from this point forward, and suggested that Planner Perry

Tom Olllff, Public Services Administrator, referred to the details
in the Executive Summary regarding this item. He pointed out that
charged parking would be in effect for five months of the year at
County facilities and the remaining seven months are to be free
parking. He noted that Tlgertail Beach and Clam Pass are recommended
to be manned for the five month period, but Vanderbtlt Beach is recom-
mended to be fully metered with fees of $0.25 per hour or $2 per day.
Be further noted that boat ramp parks are recommended to continue to
utilize the concessionaire to collect launching fees where they
currently exist and Bayview, Lake Trafford and 951 are small and are
not recommended to be metered or manned.
Commissioner Shanahan suggested that parking facilities for the
boat ramp on 951 needs to be expanded.

Commissioner Volpe discussed that the City of Naples was not paid
for the day taken off for Hurricane Andrew, and questioned whether
County employees should be required to relinquish a vacation or per-
sonal day.
Comamissioner Saunders verified that County employees should be
paid for that day, because they were told not to report to work, not
because they did not want to. He added that most employers did pay
their employees for that day. Commissioner Hesse agreed.
Co~iasioner Goodnight noted that ~t was being recommended that
people living in low lying areas or on Marco Island should evacuate
and some of those people were Collier County employees.
