Appeals and as the governing board(s) of such special districts as
have been created according to law and having conducted business

WORKSHOP REGARDING COLLIER COUNTY'S OPTIONS IN MEETING THE STATE OF
FLORIDa'S YARD WASTE DISPOSAL REQUIREMENTS AND MANDATED RECYCLING
GOALS
Bill Lorenz, Environmental Services Administrator, communicated
the Board previously requested that Staff obtain public input for
possible changes to the yard waste program. He indicated Staff sent
out letters to 80 homeowners associations and various organizations in
the County to try to solicit as much public input as possible. He
mentioned a public survey was also conducted on the same topic. He
reported a second item is a presentation on the County's ability to
meet the 1994 recycling requirements and a recommended course of
action.

Reginald Boucher, Senior Solid Waste Engineer, explained the pur-
pose of the yard waste program is to comply with a State mandate that
requires a complete separation and disposal of yard waste from other
garbage. He said the options available are limited, but they do
include the possibility of a mandatory weekly yard waste collection at
a cost of approximately $18.00 per year. He advised Staff recommends
continuing the existing residential yard waste collection program as a
means of meeting State law requirements at no fncreased cost to the
residential customer, as well as continuing the "green card" or resi-
dential punch card program, which allows residents under mandatory
collection to dispose of either yard waste or household garbage at a
transfer station or the landfill, up to three times per month at no
charge. He mentioned the voluntary subscription for a weekly yard
waste collection would also continue through the franchisees directly,
at a cost of $11.65 per month for Waste Management customers and $7.10
per month for Immokalee Disposal customers.
Keeth Kipp, Recycling Coordinator, summarized the results of the
survey conducted by Wilson Public Relations.
Commissioner Volpe observed that 55% of those surveyed indicated
they do not require this service, 86% were unaware of the subscription
program and 76% were unaware of the "green card" program. He noted it
is imperative that people become more aware of these programs through
the use of local media and other avenues available.
Commissioner Shanahan commented that he is astounded at the
results of the survey and (foes not believe it reflects an accurate
picture of public sentiment.
Commissioner Hasse said this program must be clarified to the
public, because people remain confused on the yard waste pickup sche-
dule.
Commissioner Goodnight indicated she is also surprised at the
results of this survey, after having conducted one herself in recent
months, with the yard waste program being one of the top three con-
cerns being expressed by residents.

In response to Commissioner Volpe, Mr. Klpp noted the survey found
that residents are far more concerned with the reduction of one gar-
bage collection per month than they are about yard waste.
Mr. Kipp communicated in order to promote public awareness, Staff
proposes to include with the mandatory bills tn December, a newsletter
and a refrigerator magnet which will list every date that yard waste
collection will occur in the coming year.
Responding to Commissioner Volpe, Mr. Klpp said the Solid Waste
Department, as well as the Extension Service, heavily promote yard
waste composting and letting grass clippings lay. He noted there is a
fallacy that the clippings will create thatch, which is not true.

Commissioner Goodnight proposed that Staff poll Marco Island and
East Naples for a more accurate picture of public sentiment, and in
the meantime, continue the current yard waste pilot program.
Commissioner Hasse agreed, adding that each area, such as Golden
Gate, Marco Island, East Naples, etc., should be looked at indivi-
dually rather than County-wide. He added the main problem at the pre-
sent time is to develop a better method of communicating with
residents to let them know the options available to them with this
program and the proper ways to approach yard waste.
Commissioner Shanahan suggested at worst, the current program
remain in place and at best, the lost garbage collection day should be
reinstated, and a weekly yard waste pickup should be scheduled at a
cost of a nickel a day.
Commissioner Volpe commented that at this point in time, he cannot
support any increase in the cost of this service. He indicated he may
be persuaded to do away with the program and go to a subscription ser-
vice along with the "green card" program. In the meantime, he said,
the current pilot program should remain in place.

it was the consensus that the current program remain in place.
Commissioner Goodnight inquired if Waste Management is willing to
negotiate with individual subdivisions or areas ]n the County to
reduce the monthly fee for subscription service?
Michael Kennedy with Waste Management, explained it would be dif-
f~cult to Justify the purchase of additional equipment for small
groups. He added problems arise when some people have the service and
others do not, with some people sharing the service. He noted the
original program proposed by his Company was a subscription service
across the County for yard waste.
Mr. Boucher clarified for the record that the 55% figure mentioned
from the survey ~s a combination of 31% of residents who believe one
collection per month is adequate, and 24.75% who said they do not
require the service.

Mr. Boucher reported the next discussion concerns the County's
options in meeting the State's mandated recycling goals, which
requires 30% of municipal solid waste to be diverted from burial. He
noted this requirement is due by the end of ]994. He explained the
two categories of waste, stating a minimum of 15% from each category
must be recycled.

Commiss~oner Hasse questioned if any State funds are available to
aseist the County in meeting the obligations7
Mr. Kipp said to his knowledge, Grants will be available for two
more years, but after that point, it depends on if an advance disposal
fee is passed, which will generate grant funds. Even then, he said,
grant funding will be approximately $300,000 - $500,000 per year, a
minor amount compared to the cost of a Materials Reclamation Facility
(MRF).
Mr. Boucher explained the four options available to the Board,
namely, the present curbside recycling system, an expanded curbslde
service, development of a high tech MRF and development of a MRF along

with composttng, as well as the associated costs of each option. He
concluded with Staff's recommendation that the Board approve the
fourth option, a MRF along with composting, which ts the only system
that will allow the County to meet or exceed the State's requirements
by the 1994 deadline.
Commissioner Volpe asked where does the County's landf~ll mining
fit ~nto these options7
Bob Fahey, Solid Waste Director, said the machinery that will be
used in the MRF to segregate the co-mingled fresh waste can also
be used to further refine the materials for marketing purposes.
In response to Commissioner Hasse, Mr. Ktpp reported Sumter and
Escambla Counties are the only two counties in Florida that are
currently meeting or exceeding the State's recycling mandates. He
also explained there are two types of MRF's, clean and dirty. He said
a clean MRF Is a more traditional MRF which accepts only recyclables
for sorting, while a dirty MRF takes in unsorted wastes which are then
manually separated.

Commiss~oner Volpe indicated he does not feel he has enough ~nfor-
matron to g~ve Staff the direction to develop an RFP for a MRF.
Commissioner Shanahan said the County needs to expand the current
program to include more recyclable materials as well as adding con-
dom~niums, multi-family dwelling units and commercial properties to
the collection schedule. He said another option to consider is
looking at total prlvatizatlon of the landfill.
Commissioner Hasse agreed that the current program must be
expanded.
Comm~ssioner Goodn~ght commented that although curbside recycling
is the most expensive option, it makes everyone feel good to par-
ticipate in the effort. She agreed that the program should be
expanded to include more than single-family residences. She added her

agreement that prtvatizing the solid waste operation may be the best
direction to explore.
Commissioner Volpe said part of Staff's recommendation is to go
forward with developing the RFP for a MRF and negotiate with the
current franchisees for expanded recycling. He commented much of that
is contingent upon what will happen at the upcoming Legislative
Session, and no final decision can be made until after that time.

In response to Commissioner Volpe, County Manager Dorrtll listed
the actions Staff will take in the coming months. He suggested a
better estimate be developed to expand the existing voluntary
recycling program and as part of that, see what can be done by way of
advertising or marketing to increase the existing res/dent/al efforts;
the process of preparing preliminary RFP's should begin, to give the
Board the opportunity to evaluate several MRF possibilities and con-
current with that, produce additional information as to what other
Counties are doing; estimate what actual per home costs would be for
the various options, including the possible future sale and privatiza-
tion of the two existing landfills in Collier County.
Responding to Commissioner Volpe, County Manager Dorrlll stated
these actions will be part of the Environmental Services Division's
work plan, and a strategic goal for the BCC to accomplish during the
existing fiscal year.
Commissioner Goodnight suggested Staff be directed to prepare a
resolution for Board approval prior to the December 3rd Legislative
Delegation to make them fully aware of Collier County's intentions.
