Kant recalled that Hurricane Andrew caused extensive washouts ~nder the bridge particularly on the approach slabs and the first set p'iltn~s. He noted that the State was contacted immediately upon ~lecovarin~ this problem and they sent .b. ridge engineers to perform an ~'iinsp&ction. ;~;.' Mr. Kant deemed that based on th'e engineering report, most of the '.'"/~:(,. ?epairs could be performed with County Road and Bridge Personnel, ~htch will keep costs at a minimum. He ,. referred to the details of the Executive Summary, noting that the following reports are contained within this document: a) Schedule for Transportation Capital Projects; ~.'~f:l ; b) 'List ,of proposed major Reconstruct/on Projects; c) -List of projected Traffic Signal Installations; d) "~nuai'o~date and Inventory Report; e) List of County and State Road Construction Projects; f) Estimated Revenue Projections. Commissioner Norris objected to the acquisition of this parcel to used for a parking lot. December 1, 1992 (2920) Ztem #10B DISCUSSION ~EaARDINa SCA FUNDS (BASEBALL) - NO ACTION TAKEN Commissioner Matthews discussed that she recently reviewed the SCA reimbursement agreement. She noted that there are eight requests for reimbursement under this agreement, which total approximately $43,000, which she noted in a memorandum that she distributed. She referred to !~:. :page two, pointing out invoices that have not been reimbursed to the County. She expressed concern that the Clerk of Gourts processed ~nvotces for payment which only had facsimiles for supporting docu- ments. She deemed that verification of authenticity had not been pursued. !." .'.: John Yonkosk¥, Finance D/rector, reported that the annual audtt ts an audit not only of the Board of County Commissioners but also all the Constitutional Officers, including a review of internal control from AICPA standards and a stringent review of legal require- ments which are established by the State Auditor General. .?... Regarding the payment of expenses, Mr. Yonkosky verified that there were several items that were not paid 6ecause they did not [~::i'qUaltfy under the pre-audit requirements, and they total approximately f$2,200. ~4 '~'.:, Commissioner Volpe mentioned that he has requested further infor- !~.?matton regarding the Finance Committee. Confiscated Trust Funds are being requested for the following: Page 16 December 1, [992 Two Luma Light Systems to be used to find fingerprints and hairs, particularly at rape and homicide scenes. Two are being requested because of the distance between the dif- ferent offices; Two Video Camera Systems to document crime scenes - two are requested because of the distance between the different offi- ces and to allow for a quicker response time; Color Film Processing System - currently is done by Polaroid Film which is expensive, would eliminate exposure to general public, enhance security and eliminate lawsuits.
