Georgia Tech 11/3/11 9 Blasting is a complex process, and it is difficult to predict ground vibration levels with certainty. State of Florida statutes allow up to 0.75 in. /sec in the frequency range of interest. Maintaining peak particle velocities less than 0.75 in. /sec reduces the likelihood of threshold structural damage, but does not preclude it. Based on data from other quarries in Lee and Collier Counties, a 300 -ft minimum setback from the property line is insufficient. The minimum setback should be at least 1500 ft and preferably 2400 ft. Georgia Tech Humans perceive ground -borne and air -borne vibrations at levels significantly lower than those that cause threshold structural damage. Human annoyance increases with amplitude of vibration, length of exposure, and frequency of events. Georgia Tech C PC ep__- 11/3/11 10 Dowding, C. H. (1996). Co- Chair, City of Atlanta Infrastructure Task Force (1993 -1994) In December 1993, Atlanta Mayor Bill Campbell appointed Dr. Rix to co -chair the Task Force on Infrastructure. The task force was charged to seek innovative solutions to Atlanta's infrastructure crisis as well as examine options that will prevent the crisis from re- occurring in the future. The Task Force's first objective was to develop a list of capital projects for three bond referenda totaling $149.9 million. The Task Force, working in cooperation with the Bureau of Planning and the Departments of Finance, Public Works, and Parks and Recreation, developed a list of infrastructure priorities appropriate for funding through these 25 1311 cc, PC bond referendums. The lists of projects address the City's most critical infrastructure repair and rehabilitation needs that pose a threat to public health and safety in three areas: (1) Bridges, Streets, and Viaducts ($78.2 million), (2) Stormwater Drainage Facilities ($55.6 million) and, (3) Erosion and Flood Control Projects ($16.1 million). The public approved these referenda on July 19, 1994. 2. Downtown Arena Infrastructure Task Force, Central Atlanta Progress, Inc. (1995) In October 1995, Dr. Rix was asked to serve on a task force organized by Central Atlanta Progress, Inc. to review the civil infrastructure improvements planned for the new downtown arena, which was subsequently built (Phillips Arena). 3. The Atlanta Metro Group, Inc. (1992 -2006) The Atlanta Metro Group Inc. is a non - profit, non - partisan organization that has as its mission to bring to light problems and instances of excellence in the quality of governance, governmental services and public education in the metropolitan Atlanta, Georgia region. Created in 1992, the group is dedicated to educating the public and improving public policy through its basic mission and seeks to inspire a far - reaching and far - seeing unity of purpose that transcends traditional boundaries and fosters meaningful regional cooperation. Atlanta Metro Group Trustees are a diversified group of men and women from the public sector, the private sector, and the professions. Dr. Rix contributed his knowledge of civil infrastructure issues and served as the Treasurer of the organization. 2. CONSULTING ACTIVITIES 1.
