BCC Minutes 04/13/1993 B (Budget Workshop) Naples, Florida, April 13, 1993 LET IT BE REMEMBERED, that the Board of County Commissioners in and for the County of Collier, and also acting as the Board of Zoning Appeals and as the Governing board(s) of such special districts as have been created according to law and having conducted business herein, met on this date at 10:45 A.M. in BUD(]ZT WORKSHOP SZSSION tn Building "F" of the Government Complex, East Naples, Florida, with the following members present: CHAIRMAN: Burr L. Page April 13, 1993 Tape #1 Legal notice having been published in the Naples Daily News on March 28, 1993, as evidenced by Affidavit of Publication filed with the Clerk, Budget Workshop was continued from March 31, 1993 to review the Program Budgets for 1993-94. Ani~ml Control Animal Control Director Staudenmaier presented the Program Priorities for his Department. He advised that the Base Level Service Is the program that enforces animal control ordinances as well as State Law. Mr. Staudenmater reported that there were 7,000 complaints last year, ranging from barking dogs and cats to bite cases. He explained that revenue is derived by the boarding and impounding of animals. Mr. Staudenmaler stated that dogs that are not claimed that are adoptable are put up for adoption through the Adoption - Neuter Spay Program. He indicated that a $10 adoption fee is charged and a depo- sit fee is required for neuter/spay services. Mr. Staudenmaier explained that another function of Animal Control is the removal of dead animals from the roadways. Mr. Staudenmaier stated that Animal Control assists the Veterinarians with Carcass Disposal Service by either mass burials or cremation, noting that these are the 4th and 5th ranked programs of this Department. The consensus of the Commission with regard to the ranking of the programs within the Animal Control Department are as follows: Base Level - Mandatory; Adoption - Neuter Spay - Essential; Removal of Dead Animals from Roadways - Essential; Veterinarian Carcass Disposal Service - Discretionary; and Animal Cremations - Discretionary. (472) Librl.--~ Martlyn Mathls, Extension Services Librarian, advised that the Base Level Service is Mandatory and It provides basic access to the ,oo, 000 , : 03 Page 2 April 13, 1993 current collection without adding any kinds of new materials. Ms. Mathls reported that the following staff ranked programs are Essential: Library Materials Budget; Restoration to Current Service Hours; Library Outreach Programs; Professional Immokalee Librarian (grant); and Young Adult Staff & Hours. Ms. Mathis indicated that staff has ranked the Library Literacy Program, Golden Gate Estates Staff and the Extension of Branch Library Operating Hours as Discretionary Programs, but the County Manager has ranked these last two programs as "Not Recommended". Ms. Mathts stated that a request is being made relative to the staffing of the Golden Gate Estates Library. She explained that it is anticipated that the facility should be ready during the 4th quarter of Fiscal Year 1994. She noted that staff would be required to select books, purchase supplies, materials and furniture. Ms. Mathis explained that the request for Extension of Branch Library Operating Hours is to provide better access to all residents. The Commission ranked the Library Programs as follows: Base Level - Mandatory; Library Material Budget - Essential; Restoration to Current Service Hours - Essential; Library Outreach Program - Essential: Professional Immokalee Librarian (grant) - Essential; Young Adult Staff & Hours - Essential; Library Literacy Program (contract a gra~t) - Discretionary; Golden Gate Estates Staff (1.5 FTE in FY 94, 4 rTE in subsequent years) - Not Recommended; and Extension of Branch Library Operating Hours - Not Recommended. Park~ and Recreation Parks & Recreation Director Brtnkman detailed the programs within his department. He stated that the Base Level services include Administration, Parks Maintenance, Recreation and Beach & Water. Mr. Brinkman explained staff ranked Programs 2 - 9: Parks Maintenance Level 1; Recreation Level l; Administration Level l; Beach & Water Level 1; Parks Maintenance Level 2: Recreation Level 2; Beach & Water Level 2; and Recreation Level 3. He announced that staff Page 3 April 13, 1993 ranks these Programs as "Essential" In order to provide the same ser- vices as those provided in the current year. Mr. Brlnkman stated that the staff ranked Programs 10 - 12 are all Discretionary and include the following: Recreation Level 4; Parks Maintenance Level 4; and Beach & Water Level 3. The consensus of the Commission with regard to the Program Priorities within the Parks and Recreation Department are as follows: Base Level - Mandatory; Programs 2 - 9 - Essential; Recreation Level 4 and Parks Maintenance Level 4 - Discretionary; and Beach & Water Level 3 - Not Recommended. (1392) Contract A~ncy Fu.ndlng Budget Analyst Byrne advised that $145,000 was the amount of last year's contract agency funding. County Manager Dorrtll stated that staff is requesting that the Board indicate the amount, if any, that is desired for this program area. Commissioner Saunders remarked that the County has been providing assistance to the various agencies that are essentially governmental functions. He noted if these agencies did not provide those func- tions, Collier County would have to provide same. He cited various examples of the agencies and the assistance provided. Commissioner Saunders suggested that the Board maintain the same level of funding as that which was maintained tn the last fiscal year. Commissioner Volpe stated that several of these agencies are par- ticipants in the United Way and noted that it is very difficult to select who to fund. He indicated that unless the County is mandated by F.S., it really becomes a question of charitable giving. He explained that he has difficulty using taxpayers' dollars to fund various charities. Commissioner Norris stated that his feelings are very similar to those expressed by Commissioner Volpe. He revealed that he sup- ports a gradual phase-out of contractual funding. Page 4 April 13, 1993 Commissioner Constantine concurred with Commissioner Norris' remarks. Commissioner Matthews explained that she would like to see the public services that each of the groups provide. Commissioner Volpe noted that he supports a reduction in contract funding to $100,000 this year. County Manager Dorril] announced that there are strict guidelines concerning deadlines for submitting applications in this regard. The Commission concurred that this is a Discretionary program and agreed upon the figure of $100,000 for funding contractual agencies. (2822) Public Health Unit Public Health Unit Business Manager Evans reported that the Programs which are provided through the activities of this Department are organized into three separate levels: Communicable Disease Control; Primary Care; and Environmental Health & Engineering. He explained each of the programs as described within the Program Priorities package. He advised that each of the Health Unit Programs are mentioned in some way in the Statutes. In response to Commissioner Volpe, Budget Analyst Byrne stated that the County provided $1,053,900 to the Health Unit last year. He revealed that this figure represents the actual contribution in addi- tion to paying utilities. Mr. Evans stated that there are no Expanded Service requests anticipated, and there should be no change in the County base funding to the Health Unit. The Commission concurred with the Mandatory ranking for all three Programs within the Public Health Unit.
