A. PUDZ - 2006 -AR- 10146: Hacienda Lakes MPUD -- An Ordinance of the Board of County Commissioners
of Collier County, Florida amending Ordinance Number 2004 -41, as amended, the Collier County Land
Development Code, which established the comprehensive zoning regulations for Collier County, Florida by
amending the appropriate zoning atlas map or maps by changing the zoning classification of the herein
described real property from the Agricultural (A), Agricultural - Special Treatment Overlay (A -ST) and PUD
zoning district (Swamp Buggy Days PUD) to the Mixed Use Planned Unit Development (MPUD) zoning
district for a project known as the Hacienda Lakes MPUD that will allow a maximum of 327,500 square feet
of gross retail commercial floor area; 70,000 gross square feet of professional and medical office space
including a conversion of retail use to professional and medical office; 135 hotel rooms including a
conversion to business park; 140,000 gross square feet of business park or education facility; a public
school; continuation of existing "swamp buggy" attraction and "Junior Deputy" passive recreation; and a
maximum of 1,760 residential dwelling units including conversions to recreational vehicle park and senior
housing for independent living, assisted living and nursing care. The subject property, consisting of 2,262
+/- acres is located on the east side of Collier Boulevard (C.R. 951) at the intersection of Collier
Boulevard and Rattlesnake- Hammock Road and north and south of Sabal Palm Road in Sections 11,

Dear Mr. Germain:
Integra Realty Resources — Southwest Florida is pleased to submit the accompanying consulting report
for the referenced property. The purpose of the consultation report is to analyze any impact on value the
proposed car dealership would have on the existing office building located at 3560 Kraft Road
and occupied by First National Bank of the Gulf Coast. The client for the assignment is Germain
Companies and Agnoli, Barber & Brundage , Inc., and this report is intended for use in connection with
the potential rezone (PUD Amendment) of the subject property.
Any external impact on property value is estimated as external obsolescence. To begin we must first
define "External Obsolescence ". According to the The Dictionary of Real Estate Appraisal, Fifth Edition,
Appraisal Institute, Chicago, Illinois, 2010, External Obsolescence is defined as :
An element of depreciation; a defect, usually incurable, caused by a negative influences outside a site and
generally incurable on the part of the owner, landlord or tenant.
To determine if the proposed car sales facility would have a negative impact on value we looked at
several things. First, we looked at existing car sales facilities and visually analyzed any impact they may
be having on surrounding property types. Second, we looked at the subject site and its current
surrounding uses and how they compare to the proposed use. Lastly, we spoke with several brokers
active in the Collier County market and asked for there perspective on the proximity of car sales and its
impact on value. After all the data was gathered, we made a final determination of impact.
On the following page is an aerial of the subject property and adjacent office building, a map of all the car
sales facilities we inspected and photos of the comparable facilities inspected and the subject site.
Particular attention was paid to analyze neighboring uses on inspection.

The first comparable facility we looked at was Marazzi Nissan. This property is located along Pine Ridge
Road adjacent to the subject property and is in good condition. Based on our physical inspection all of
the surrounding uses have not been negatively impacted by this facility. Occupancies in nearby property
types looked strong and the area as a whole is a desirable location. It is important to note that this
property as already adjacent to the subject is not felt to have a negative impact on value.
The second comparable facility we looked at was Bob Taylor Chevrolet. This property is located along
Airport Road and is in good condition. Based on our physical inspection all of the surrounding uses have
not been negatively impacted by this facility. Occupancies in nearby property types looked strong and the
area as a whole is a desirable location.
The third comparable facility we looked at was Naples Mazda. This property is located at the corner
Airport Road and J and C Boulevard, this facility is also in good condition. This is the entrance to an
office /warehouse area with several different uses adjacent to the car sales facility. Based on our physical
inspection all of the surrounding uses have not been negatively impacted by this facility. Occupancies in
nearby property types looked strong and the area as a whole is a desirable location.
The fourth comparable facility we looked at was Germain BMW. This property is located on US 41 at
the entrance to Crosspointe Shopping Center, this facility is also in good condition. This property is
directly adjacent to the Watermark Grill and a Publix anchored shopping center. The shopping center nor
Watermark Grill have been negatively impacted by this facility. Occupancy in the adjacent shopping
center looked strong and the Watermark Grill has been a successful upscale family restaurant both before
and after Germain BMW has constructed.
The fifth comparable facility we looked at was DeVoe Cadillac. This property is located at the corner
Tamiami Trail North and Solana Road, this facility is also in good condition. Based on our physical
inspection all of the surrounding uses have not been negatively impacted by this facility. Occupancies in
nearby property types looked strong and the area as a whole is a desirable location. Notable nearby
properties include a mutli tenant office building adjacent to the south of the subject property and the Bank
of Naples Building directly across the street from the building.
The sixth comparable facility we looked at was Jaguar of Naples. This property is located at the corner
Tamiami Trail North and8th Ave North, this facility is also in good condition. Based on our physical
inspection all of the surrounding uses have not been negatively impacted by this facility. Occupancies in
nearby property types looked strong and the area as a whole is a desirable location. Notable nearby
properties include the Premiera Radiation Oncology and Naples Urology Medical Office building
adjacent to the north of the subject property. Theses properties have operated adjacent to each other for
some time without a negative impact.
The seventh comparable facility we looked at was Germain Honda. This property is located along Davis
Boulevard east of Airport Pulling Road, this facility is also in good condition. Based on our physical
inspection all of the surrounding uses have not been negatively impacted by this facility. Occupancies in
nearby property types looked strong and the area as a whole is a desirable location. Notable nearby
properties include a Suntrust Bank Branch and a Home Depot.
The last comparable facility we looked at was Airport Kia. This property is located at the corner of
Airport Pulling Road and Westview Drive, this facility is also in good condition. Based on our physical
inspection all of the surrounding uses have not been negatively impacted by this facility. Occupancies in

nearby property types looked strong and the area as a whole is a desirable location. Notable nearby
properties include a mutti -tenant office complex adjacent to the north of the subject property Commerce
Center of Naples.
Based on our inspection of the eight car sales facilities identified within, it is the appraiser's opinion that
the allowable use of the subject property as a car sales facility would not result in any form of external
obsolescence or loss in value for the adjacent existing office building located at 3560 Kraft Road and
occupied by First National Bank of the Gulf Coast. The proposed car sales facility potential impact is
further diminished by the fact that a car sales facility is already located adjacent to the existing office
building.
Our last resource to estimate any potential value impact was to contact local brokers in the Collier County
market. We spoke with Adam Palmer, CCIM of LandQwest Realty and asked what impact a car sales
facility would have on an adjacent office building and he did not feel any impact would be recognized.
He felt an overall location would be more of a driving factor for market rents and values not a specific
adjacent use like a car sales facility. We also spoke with Mike Carr, Sr. of Coldwell Banker and he was
asked the same question. Although he felt a multi tenant building may feel a minimal effect on market
rents, he did not feel a single tenant building and specifically one occupied by a bank would be impacted
by an adjacent car sales facility. Overall the interview participants could not point to a specific indication
of a property that was suffering from external obsolescence that was adjacent to a car sales facility.
Based on the data presented herein, the proposed car sales facility would not have a negative impact on
value on the existing office building located at 3560 Kraft Road and occupied by First National
Bank of the Gulf Coast.

Notice is hereby given that a public hearing will be held by the Col-
lier County Planning Commission (CCPC) at 9:00 A.M., Septem-
ber 15, 2011 in the Board of County Commissioners' meeting room,
Third Floor, Collier Government Center, 3299 East Tamiami Trail,
Naples, FL., to consider:
PUDZ- 2003 -AR -3608: Orangetree PUD -- An Ordinance amending
Ordinance Numbers 2005 -42 and 2004 -73, the Orangetree PUD, to
add 1,250 residential units for a total of 3,350 residential units of
which 100 units may be resort lodging; to add 100,000 square feet
of office use and add 172,000 square feet of retail use to the existing
60,000 square feet of retail for a total of 332,000 square feet of com-
mercial development; to revise the development standards includ-
ing building height and setbacks and to add allowable residential,
commercial uses and mixed uses, and to delete environmental com-
mitments for property located in parts of Sections 11, 12, 13, 14,
22 through 27, Township 48 South, Range 27 East, Collier County,
Florida consisting of 2138.76 acres; and by providing an effective

All interested parties are invited to appear and be heard. Individual
speakers will be limited to 5 minutes on any item. Expert witnesses
shall be limited to 10 minutes each. Persons who have been autho-
rized to represent a group or organization should limit their presen-
tation to ten minutes. Persons wishing to have written or graphic
materials included in the CCPC agenda packets must submit said
material a minimum of 10 days prior to the respective public hearing.
Written comments must be filed with the Department of Zoning and
Land Development Review a minimum of 10 days prior to the re-
spective public hearing, in order to be considered at the public hear-
ing. All materials used in presentation before the CCPC will become
a permanent part of the record and will be available for presentation
to the Board of County Commissioners, if applicable.
If a person decides to appeal any decision made by the Collier
County Planning Commission with respect to any matter con-
sidered at such meeting or hearing, he will need a record of that
proceeding, and for such purpose he may need to ensure that a
verbatim record of the proceedings is made, which record includes
the testimony and evidence upon which the appeal is to be based.
