The Collier County Public Safety Coordinating Council will meet Thursday, October 13 at 2:00 p,m, in the Human Resource's Conference Room, Collier County Government Center, 3303 Tamiami Trail East, Naples. Themccting is open to the public, The agenda includes, but is not limited to, a jail "snap-shot" report and an update regarding thc Sheriffs Advisory Reintegration Board, The purpose of the of the Collier County Public Safety Coordinating Council is to assess population status of all detention or corrcctional facilities owned or contracted by Collier County and to formulate recommendations to ensure that capacities of such facilities are not exceeded. Such recommendations shall include an assessment of the availability of pretrial intervention or probation programs, work-release programs, substance abuse programs, gain- time schedules, applicable bail bond scbedules, and the confinement status of the inmates housed in each facility owned or contracted by the county. Call to Order Commissioner Fred Coyle called the meeting to order at 2:00 PM and a quorum was established. B. Approval of the PSCC Meeting Minutes from March 31, 2011 Rich Montecalvo moved to approve the Minutesfrom the March 31, 2011 Meeting as submitted. Second by Christine Holme,~. Recognition of Chief Judge Ja)' B. Rosman, a Statntory Representative on the Collier County PSCC The PSCC unanimously gave recognition of Chief Judge Jay B. Rosman as a Statutory Representative on the Collier County PSCc. B. Confirmation of Chief Judge Jay B. Rosman's designee (Circuit Judge) 00 the Collier Count)' PSCC Confirmation of Chief Judge Jay B, Rosman's designee Judge Hardt was made unanimouslybythePSCC, C, Nominees/Selectiou of a Chairperson of the PSCC for 2012 Judge Hardt moved to nominate Commissioner Fred Coyle to serve another term as Chairperson of the pscc for 2012. Second by Rich Montecalvo. Motion carried unanimously,a_O. D. Nomlnees/Seledion of a Vice-Chairperson ofthe PSCC for 20t2 Commi,'sioner Fred Co}'le move to nominate Judge Hardt to be Vice-Chairperson of the PSCC for 1011, Second by Rich Montecalvo, Motion carried unanimously, 8-0. , October 13,2011 E. Approval of the re-appointmentofthe following Statutory Representatives for another rour year term: - Pamela Donelson, State Probation Circuit Administrator -Charles Rice, Director, County Probation - David Schimmel, Executin Director, David Lawrence Center Commissioner Fred Coyle moved to confirm the re-appointment of Pamela Donelson, Charles Rice and David Schimmel as Statutory Representativesfor another four year term. Second by Judge Hardt. Motion carried unanimously, 8-0. F. Discussion regarding a Statutory Representative on the PSCC from a County/State/jobs program who works with offenders and victims Commissioner Fred Coyle introduced Joe Paterno, Executive Director of Southwest Florida Workforce Development Board, who works with offenders and victims, He asked thc Council to consider the nomination and appointment of Joe Paterno as a PSCCStatutoryRepresentative. Joe Paterno described lheprograms and services provided by the Southwe stFlorida Workforce Development Board . Manage and oversee "One-Stop" career centers . Workingwithrcsidentsandbusinesses . Provide job training assistance, contracting out to school programs, vocational programs and private schools and pay for training that may lead tojob . The Center has computers available for individuals to mcct State requirements by iiling online and completing an assessment . Provide workshops on all aspects to hclppcople get back into the workf orce . Open to the public . Naples and Immokalee have "One Stop" career centers . Nocostforservices-thisisFederallyfundedwithaStateinitiative . Services 5-Counties (Charlotte, Lee, Collier, Glade and Hendry) Judge Hardt moved to nominate Joe Paterno to serve on the PSCC as a Statutory Representative. Second by Rich Montecalvo. Motion carried unanimously, 8-0. Charles Rice moved to appoint Joe PaJerno to serve On the PSCC as a Statutory Representative. Second by Judge Hardt. Motion carried unanimously, 8-0. IV. CommentsfAgeu9' Updates: Commissioner Fred Coyle asked for suggestions for overall improvement of the process. Christine Holmes suggested adding Linda Oberhaus, Executive Director of The Shelter for Abuse WomeTl and Children to the next agenda to address what role the Council caTl play in batterer accountability. Charles Rice noted he is currently serving on the Statewide Board, Florida Association ofCommunily Corrections with Mark Middlebrook. Mark Middlebrook reported on the pilot program that was created and sta rtedin March,2011,tohelppeoplethatareunemployedandcan'tpaytheirfiTles. Instead of turning the unpaid accounts over to a collection agency, when appropna te,theindividuals arcrcferredto Skip Camp for participation in the program. , October 13,2011 The result of the program is 2500 hours of work that was perfonned, saving the County $40,000. Currently, weekly calls are received from other Counties that want to adopt the program. A discussion was held regarding expanding the pilot program, collect ion of fines and other costs. A subcommittee was established to research how to take advantage of this program. Participants are Pamela Donelson, Skip Camp, Charles Rice and Joe Paterno. The subcommittee will report on this at the March meeting. V. Public Comments: None. VI.
