In the event this Ordinance conflicts with other applicable law, the more restrictive shall apply. If any part of this Ordinance con- flicts with any other part, it shall be severed and the remainder shall have full force and effect and be liberally construed. If any section, subsection, sentence, clause, phrase or portion of this Ordinance is, for any reason held invalid or unconstitutional by any court of competent Jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portion thereof. The ~rovisions of this Ordinance shall be deemed an exercise of the police power of Collier County for the protection of the public health, safety and welfare and therefore shall be liberally construed to accomplish that purpose and implement the legislative intent and declaration. Any person violating the provisions of this Ordinance shall be guilty of a misdemeanor and upon conviction shall be punished by general law. If such a violation is continuing, each day's violation or separate act shall be a separate offense. SECTION THREE: Effective Date.
