AN ORDINANCE AMENDING COLLIER
NO. 74-13 BY AMENDING TNE ZONING
PERMIT CAMPGROUNDS AS A PROVISIONAL USE IN
MIITT MOBILE HOME TRAVEL TRAILER PARK DISTRIC~
AND PROVIDING AN EFFECTIVE DATE.

WHEREAS, the Coastal Area P19nning Commission determined that
better control of Campground locations in Collier County would be accom-
plished by regulating their location and requir~me6ts for their estab-
lishment and use.
NOW, THEREFORE BE'ST ORDAINED BY THE BOARD OF COUNTY COb~IS-
SIONERS OF COLLIER COUNTY, FLORIDA:
SECTION ONE:
1. To amend the Zoning Regulations applicable to the Coastal
Area Planning District of Collier County, Florida, amending Paragraph 3
of Section 11.14 b'y adding a subparagraph F as follows and the official
zoning regulations described as Exhibit A of Ordinance No. 74-13 is
kereby.amended accordingly.
Commercial camping areas with.on-site management provided,
including convenience establishments of a commercial
nature lncludiug stores, laundry and dry cleaning agen-
cies, and personal services may be permitted in commer-
cial camping areas subject to the following restrictions:
(1) such establishments ~hd the parking area primarily
related to their operations shall not occupy more
than 10% of the area of the camp or one acre which-
ever is the least;
(2) such establishments ~hall be subordinate to the rec-
reational character of the park and shall be located,
designed and intended~to serve the frequent trade and
service needs of persons residing in the campground;
and
..- (3) such establishments ~hall provide off-street parking
spaces in the number required by this ordinance.
SPECIAL REQUIREMENTS FOR COmmERCIAL cAMPING AREAS. Ail Commercial camp-
ing areas shall meet the following minimum requirements:
A. MINIMUM SITE SIZE: 10 ACRES.
B. MAXIMUM DENSITY: 9 Campsites per acre,grosl~i~ ~~et it

C. _REQUIRED FACILITIES:
(1) Sanitary facilities, including flush toilets, and
showers within 400' walking distance of every camp-
site approved by the Collier County Health Depart-

ment. Lighting shall 5e provided in sanitary facili-
ties at all times.
(2) Potable water supply approved by the Collier County
Health Department with a spigot for every 2 camp- °
sites.
(3) At least 1 garbage or trash receptacle for every
campsites.
(4) Administration building and safety building open at
all times wherein a portable fire extinguisher in
operable condition and first aid,equipment is avail-
able, and a telephone is available for public use.
(5) One parking space per campsite.
(6) One picnic table per campsite.
(7) One fireplace or cooking area per campsite.
DESIGN STANDARDS:
(1) Campsites shall be set back a minimum of 500 feet
from any county, state or federal highway right-of-
way.
(2) Each campsite shall have a minimum setback of ten
feet from the exterior boundary lines of the camp-
ground area or from any require'd buffer area.
(3) Each campsite shall be directl~ accessible by an in-
terior road.
(4) Tracts of land to be used for co~nercial camping
areas which contain less than fiftY (50) acres shall
have a minimum average width equal to not less than
forty (40) per cent of the average depth of the
tract. Tracts of land to be used for commercial camp-
ing areas more than ~ifty (50) acres shall contain a
minimum average width of 930 feet.
(5) At least 20% of the total area of the campground shall
be covered by vegetation at least 2 feet high or which
will be 2 feet high within one year after planting.
At least one-half the total, amount of vegetation will
be distributed at or between campsites. Such vegeta-
tion shall be maintained in good condition.
(6) A vegetation screen or ornamental fence which will
substantially screen the campsites from view of public
rights-of-way and neighboring properties shall be pro-
vided around or near the perimeter of that part of the
campground containing campsites. Such screen shall be
maintained in good condition at all times.
(7) Each campsite shall contain a level area containing at
least 600 square ~eet for erecting camping equipment.~'
(8) No camping vehicle,.or camping equipment shall be used
for human habitation, for a period exceeding 60 con-
secutive days.. The intent of this provision is to pro-
hibit the use of camping areas for permanent or semi-
permanent use as a dwelling. (Seasonal)
(9) Each separate campsite shall contain a minimum of 3,600
square feet.

(10) Each campground shall reserve at least twenty five
(25) per cent of its total area as natural open
space excluding perimeter screening. Such open
space may include non-public drives and accessways,
recreation open space and water areas, but may not
include utility areas, administration buildings,
commercial areas and similar activities.
EFFECTIVE DATE: This Ordinanc~ Shall become effective upon
receipt of notice that it is filed with the Secretary of State.
