Ordinance 74-16ORDINANCE NO. 74-16 AN ORDINA/~CE ESTABLISHING THE ".COLLIER COUNTY PLUMBING CODE" BY ADOP?ING THE SOUTHERn; STA~DARD PLU~BING CODE, 1971 EDITION, INCLUDING APPENDICES A, B, AND ILjustRATIONS, AND THE 1973 REVI- SIONS WITH AMENDMENTS THERETO; PRCVI- DING PENALTIES, SEVERABILITIES AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE BOARD OF COUNTY COM>~ISSIONERS OF COLLIER COUNTY, FLORIDA: SECTION ONE: That Section 7-4 of the Code of Collier County be amended to read as follows: I "Sec. 7-4(a) Adoption of the. Southern Standard Plumbing Code. (1) The Southern Standard ~lumbing Code 1971 Edition, including Appendices A, B, and iljustrations and the 1973 Revisions thereto, a copy of which is attached hereto and made a part hereof,, as amended hercin be and is hcr~by adopted as the "Collier County Plumbing Code" to protect the health, welfare, safety, common interest and convenience of the c~tizens and residents of, and visitors to Collier County, Florida. A copy of this Southern Standard Plumbing Code, as revised and amended, shall be maintained on file in the office of the Clerk of Circuit Court. (2) The Southern Standard P~mbing Code, as adopted herein, is amended by revision of the sections as indicated below to read as follows: "Section. 104 - Application for Permit · "104.1 When required (a) It shall be unlawful to connect plumbing with sanitary or storm sewers, septic tanks or sewage disposal systems of any kind, or to install plumbing fixtures or appliances in new or existing systems, structures or pre- mises, or repair, or add to any existing plumbing systems without first obtaining a permit therefor from the Collier County Building Official. Ordinary minor repairs may be made with the approval of the Plumbing Official without a permit provided such repairs shall not violate any provision of this Code. (b) A plumbing permit will be issued to only a fully ~ualified and licensed Master Plumber with no revocation or suspension pending; or from an owner as set forth in Section 109.2 below." "106.3 - Schedule of Permit Fees (a) Permit Fees: The following fees shall be paid for plumbing permits including mobile home and travel trailer park installations with a minimum fee of $5.00. Each Plumbing Fixture* $1.00 Septic Tank and Drain Field 5.00 Grease Trap and Drain Field 3.00 Drain Field Replaced 3.00 Installation or alteration of water piping and/or treatment equipment (Minimum) 3.00 Alteration of drainage or vent piping (Minimum) 3.00 Swimming Pool, Residential Swimming pool, Commercial Central air conditioning, Cooling or refrigerating system Underground gasoline, or fuel oil tank - Each tank Lawn sprinkling system connected to public water supply *Note: Plumbing fixtures include bathtubs, sinks, lavatories, water closets, laundry trays, showers, service sinks, drinking fountains, wash sinks, urinals, floor drains, area drains, roof drains, water heaters, dishwashers, disposals, washing machines and any other fixture. "107.2 - Notification (a) Advance Notice: It shall be the duty of the plumber to give 24 hours advance'notice to the Building Official when work is ready for test or inspection. (b) When additional ].nspection trips are necessary due to wrong'address, recall after work has been~rejected, additional work done after inspection, work not ready for inspection when inspector arrives building locked or not accessible or other reason prior to approval an additional fee shall be paid as follows: First trip ................. $5.00 Second trip ............... 10.00 Third and each additional Trip .................. 15.00" AND "109.2 Qualification of Plumbers Prior to engaging in the plumbing business or offering plumbing services a person shall present proof to the plumbing official of: (a) A passing grade of an H.H. Block plumbing examination administered in Florida within five years, or (b) Passing an examination administered by the construction industry licensing board of the State of Florida, or (c) A current Certificate of Competency issued by the County Building Official prior to the adoption of this COde." AND ADD "410.5 Depth of Piping All water, gas and fuel oil or gasoline service piping shall be buried a miz]Jmum of 16 inches below finished grade. Underground gasoline and fuel oil tanks ~nd ~as Yanks shall not be placed closer than five (5) feet to any part of any buil~ing or property line." And add'to Table 923.2 "923.2 Minimum Facilities and Occupant.Content; "Restaurants, clubs and lounges employing the s~r~ices of ~O or more employees, managers, supervisors and owners shall have minimum separate toilet facilities $3.00 10.00 3~00 1.50 3.00 for patrons and emp%oyees arranged so that employees are not required to pass through serving areas as follows: Patron Toilets and Washrooms Employee Toilets and Washrooms 1 Men's I Man's 1 Ladies' 1 Ladies'" AND ADD "1213.8 - Hazard and Noise (c) Ail water hanuner arresters shall be a minimum of twelve (12) i~ches long or a manufactured air hammer to the specifications of (a) or (c)" above. "1215.5 - Relief Outlet Wastes "(a) Ail hot water heaters placed overhead or above the first floor level shall be placed upon an approved pan with 2-inch sides with a minimum 1/2 inch drain line leading outside the building or to a safewaste, or to a fixture or floor drain. Pressure relief valves shall be piped outside or to the safewaste so as not to create a hazard. All hot water heaters shall be readily accessible for replacement and repairs." AND . "1409.3 - Maximum Distance of Fixture Trap from Vent Size of Fixture Maximum Distance from Drain in Inches _Trap to Vent in Feet 1-1/4" 3' 6" 1-1/2" 5' 6- 2" 8' 3" 10' 4" 12' SECTION TWO: Penalty. A violation of any provision of this Ordinance is a misdemeanor and punishable by a fine not to exceed $500.00, or by imprisonment in the County Jail not to exceed 60 days, or by both such fine and imprison- ment. Each violation and each day a violation continues shall consti- tute a separate offense. The Board of County Commissioners shall have the power to collaterally enforce the provisions of this Ordinance by appropriate Judicial Wri~ or proceeding notwithstanding any prose- cution as a misdemeanor. SECTION THREE: Severability. If any portion of this Ordinance is declared unconstitutional, or held invalid in application, the validity of the remaining porti6ns and applicability to other persons and circumstances shall not be affected thereby. SECTION FOUR: Conflict. Should any provision of the Southern Standard Plumbing Code, as adopted, conflict with an amendment made hereby, or should either conflict with other Ordinances, Codes or Law, the more restrictive shall apply. SECTION FIVE: Effective Date. This Ordinance shall take effect when the Board of.County Commissioners of Collier County, Florida has received notice from the Secretary of State that this Ordinance has been filed with the Secretary of State.
