Enclosed is the information requested by the Community Forum with regard to Sheriffs review
panels. My staff has contacted the other 66 Sheriffs Offices in the state. Of those that
responded, only four have established review panels. Of the ones we have reviewed I believe
Seminole County is the closest to what I envision for Collier County.
I am in the process of developing plans, policies and procedures for a Collier County Sheriffs
Complaint Review Panel. To date, I am considering a Panel that would review closed case files
pertaining to "use of force" and other significant issues. The Panel will be a review and advisory
body and will not be empowered to investigate allegations. Further, it will not have the authority
to interview deputies o~ collect evidence. Panel members will be drawn from this Agency, and the
community at large. All members must be United States citizens, county residents, nineteen
years of age or older, and have completed sufficient training, as determined by me, to ensure that
they are knowledgeable of the issues they will be reviewing. No one convicted of a felony or of a
misdemeanor involving violence or moral turpitude will be allowed to be ~nel member.
Additionally, Agency members who sit on the panel will be further screened for tli 'r knowledge,
experience and disciplinary record prior to their appointment.
This Panel is created at my initiative and is not a requirement of law. In fact. as \taff reports,
very few panels exist in Sheriff s Offices of this State.
I will be in contact with a wide variety of respected community-leaders to listen to their thoughts
and concerns regarding the review panel and to solicit ideas as to composition and membership.
Once I believe we are ready to proceed, 1 will make a public announcement establishing the panel
and identifying the members. I am looking forward to working with you and the other forum
participants on this worthwhile project.

The best way for Collier County leaders to assist Immokalee farmworkers in the ongoing battle for
higher wages is to step in and encourage laborers and growers to talk, say Hispanic Affairs Advisory
Board members.
"We're not asking the County Commission to be involved in negotiating," board Chairman David Correa
said. "All we're asking for is a dialogue because Immokalee is in worse shape than ever and the
economic circumstance there is terrible."
Today, Correa will address the County Commission and request the adoption of a resolution to
encourage farmworkers and growers to meet and discuss wages. The resolution also asks Gov. Jeb Bush
to join in the call for a meeting between growers and laborers.
Immokalee laborers are primarily Hispanics from Mexico and Guatemala, labor advocates say.
Correa said he believes that with the backing of local government and the governor, the chances for
growers and farmworkers to meet are greater. If the resolution were to pass today, there are no
assurances that both parties would meet; rather, it would show commissioners are behind the cause and
it would bring "a little more pressure to bear for growers," Correa said.
But is it the County Commission's role to take sides on an issue involving the private sector? One
commissioner thinks the matter is of tremendous significance to the agricultural community of Collier,
but acknowledges that commissioners have limited powers.
"We might be able to be that catalyst to move them back into the table to best handle this for the
betterment of everyone in Immokalee," said County Commissioner Jim Coletta, who represents District
5, the county's most rural area stretching from lmmokalee to Everglades City and Golden Gate Estates.
"It's about human rights and the dignity of men. I think there could be a cooperative effort to bring this
thing to a solution. I think (the resolution) would make growers very well aware that we're sincerely
interested in the problem that exists," Coletta said.

For years, laborers have. asked for a I cent increase per pound of 32-pound buckets of tomatoes they
pick in the fields during harvest season. Currently, some workers earn 40 cents per bucket. If growers
decided to raise the per-piece rate by I cent, farmworkers' wages would increase to about 70 cents a
bucket.
One vocal advocate in the fight for higher wages is Lucas Benitez, a leader with the Coalition of
Imrnokalee Workers. He plans to attend today's commission meeting. He said he feels optimistic that
commissioners will listen to the advisory board and consider adopting the resolution.
"If commissioners have a dialogue with growers, it would depend on the growers to accept or not accept
the terms," Benitez said. "This would be beneficial for us for commissioners to be behind us in this and
then take it to the governor. When we met with (the advisory board) earlier this year, we told them that
(Immokalee) is still in poverty because it's still a town of agricultural workers and they don't make
enough money."
Benitez said when he met with advisory board members they were in favor of intervening and asking the
county to step in and help laborers attain decent wages.
"(Members) didn't see why commissioners wouldn't be in favor of this," he said. "We told the board
what kind of life farmworkers in Immokalee have and (members) understood."

Let's take a look specifically at our District's (Collier County) demographic profile. Our BSA units
should reflect the demographic profile, should it not0 Is not our goal to have our organization retlect
the demographic profile of our community? Or is our goal to look for ways to increase participation
from youths regardless of race? I believe it is the latter. If we attract a particular race to our
organization higher than its demographic percentage, that is ok. However, by reviewing
demographics, we can see other opportunities needing to be explored. It is only after we have fully
tried to increase minority participation that we can be satisfied with the demographic profile of our
Scouting units.

Blacks were third with 10%. The remaining 4% are made up of Asians, Native Americans, and

RESOLUTION OF THE COLLIER COUNTY HISPANIC
AFFAIRS ADVISORY BOARD THAT THE BOARD OF
COUNTY COMMISSIONERS SERIOUSLY CONSIDER THE
IMPACT ON THE HISPANIC COMMUNITY OF THE GULF
COAST AMERICAN BLINDS, lNC BUSINESS AND
LOCATION AND CONSIDER UPHOLDING ORIGINAL
APPROVALS FOR SAME.
WHEREAS, the Hispanic Affairs Advisory Board (HAAB) has been appointed by
the Collier County Commissioners to identify problems common to the Hispanic
Community in Collier County; and
WHEREAS, the HAAB has been appointed by the Collier County Commissioners to
make recommendations to the Collier County Commissioners; and
WHEREAS, the following situation has been reported to the HAAB for its
consideration and recommendations to the Collier County Commissioners:
(a) Gulf Coast American Blinds, Inc. is a company doing business in Collier
County owned 100% by a Hispanic family;
(b) The successful performance of this Company has allowed it to maintain nearly
200 jobs making it one of the largest private employers in Southwest Plorida.
Its payroll runs in the range of $5 Million per year.
(c) Nearly 100% of its 200 employees are Hispanics.
(d) Its economic impact reaches nearly three times payroll and over 600 people in
Collier County.
(e) During the year 2001, Gulf Coast American Blinds, Inc. went through the
process of securing permits and approvals from Collier County authorities
prior to the acquisition of a ten (10) acre industrial vacant parcel in the
vicinity of Airport Pulling Road.
(I) After securing permits and approvals from the Collier County authorities and
the Board of Collier Counly Commissioners; the Company secured financing
(with the help of the Collier County Economic Development Council and the
Board of County Commissioners, from a commercial bank and the assistance
of the Southwest I<lorida Regional Development Corp. to partially finance the
acquisition of the vacant ten (IO) acre industrial parcel and the construction of
a new building to house the operations and production of the Company which
has been operating from five (5) different industrial buildings in the adjacent
industrial area.
(g) Recently the Collier County authorities sent a notice to the management of
Gulf Coast American Blinds, Inc. indicating that the pennits and approvals
originally issued prior to the acquisition and construction of the facilities to
establish their operations and production in that specific location were
withdrawn and therefore voided.
(h) Gulf Coast American Blinds, Inc.'s management will come before the Collier
County Commissioners on December 11,2001 to present their appeal to the
denial of the original pennits and ask that the original approval be honored;
and
WHEREAS, it has been reported to the HAAB that should Gulf Coast American
Blinds, Inc. be unable to go forward with this proposed construction and relocation in
Collier County, there will be no other option but to relocate to Lee County or some other
area where it will be more economically feasible; and
WHEREAS, it has also been reported to the HAAB that should Gulf Coast American
Blinds, Inc. relocate out of Collier County, a majority of the nearly 200 Hispanic
employees and their families (nearly 600 people) would be displaced, unemployed and
would be unable to follow the Company to the new location. This situation would create
a major negative economic impact to those families and the Hispanic Community in
Collier County as a whole.

NOW, THEREFORE, BE IT RESOLVED BY THE COLLIER COUNTY
mSPANIC AFFAIRS ADVISORY BOARD, that:
Based on the above, the Collier County Hispanic Affairs Advisory Board
recommends to the Board of County Commissioners to seriously consider the impact on
the Hispanic Community of the reversal of any prior land use and pennit approvals and,
unless there are exceptional reasons militating in favor of reversal of which the HAAB is
not aware, to uphold the original approvals for the Gulf Coast American Blinds, Inc.
business location.
This Resolution was adopted on the 29th day of November, 2001, after motion,
second, and majority vote.

(CCAB)
MISSION STATEMENT
This is a community-based organization created to aid the public with its complaints and
grievances with all law enforcement agencies. We seek to give the community a greater
voice to ensure due process. We seek the fair treatment ofall citizens without prejudice
or discrimination due to race, ethnicity, language, religion, or sex. We seek the fair
treatment of citizens by law enforcement agencies in operation within the jurisdiction of
Collier County. We seek to solve problems in cooperation with law enforcement within
the framework of the body of laws ofthe State of Florida. Empowered by the laws of the
State of Florida, we will receive, review, hear, and recommend action on complaints
concerning the use of excessive or unnecessary force, abuse of authority, discourtesy, or
use of offensive language by law enforcement officers.

Enclosed is the information requested by the Community Forum with regard to Sheriff's review
panels. My staff has contacted the other 66 Sheriffs Offices in the state. Of those that
responded, only four have established review panels. Of the ones we have reviewed I believe
Seminole County is the closest to what r envision for Collier County.
I am in the process of developing plans, policies and procedures for a Collier County Sheriff's
Complaint Review Panel. To date, I am considering a Panel that would review closed case files
pertaining to "use offorce" and other significant issues. The Panel will be a review and advisory
body and will not be empowered to investigate allegations. Further, it will not have the authority --- --
to interview deputies o~ collect evidence. Panel members will be drawn from this Agency, and the
community at large. All members must be United States citizens, county residents, nineteen
years of age or older, and have completed sufficient training, as determined by me, to ensure that
they are knowledgeable of the issues they will be reviewing, No one convicted of a felony or of a
misdemeanor involving violence or moral turpitude will be allowed to be ~el member.
Additionally, Agency members who sit on the panel will be further screened for tli . knowledge,
experience and disciplinary record prior to their appointment.
This Panel is created at my initiative and is not a requirement of law. In fact, as \taff reports,
very few panels exist in Sheriff's Offices of this State.
r will be in contact with a wide variety of respected community-leaders to listen to their thoughts
and concerns regarding the review panel and to solicit ideas as to composition and membership.
Once I believe we are ready to proceed, I will make a public announcement establishing the panel
and identirying the members. I am looking forward to working with you and the other forum
participants on this worthwhile project.

Let's take a look specifically at our District's (Collier County) demographic profile. Our BSA units
should reflect the demographic profile, should it not? Is not our goal to have our organization reflect
the demographic profile of our community? Or is our goal to look for ways to increase participation
from youths regardless of race? I believe it is the latter. If we attract a particular race to our
organization higher than its demographic percentage, that is ok. However, by reviewing
demographics, we can see other opportunities needing to be explored. It is only after we have fully
tried to increase minority participation that we can be satisfied with the demographic profile of our
Scouting units.

FACTS ABOUT HARVEST FOR HUMANITY
WHAT IS HARVEST FOR HUMANITY?
Harvest for Humanity is an interdenominational employee-owner rninistIy, open to people of all faiths, races and ethnic
backgrounds, working to provide improved economic opportunities that make inadequate and sub-standard working
conditions a matter of conscience. With all classes of people working together, Harvest hopes to build new relationships
and a sense of community as well as decent incomes for prospective employee owner families woricing together to
purchase shares in their own cooperative company.
HOW LONG HAS HARVEST FOR HUMANITY BEEN AROUND?
Harvest was incorporated in June 1998. It was organized in Wheaton, Illinois by Richard and Florence Nogaj
(pronounced nojay). Harvest established its initial operations in Innnokalee, Florida.
WHO MANAGES HARVEST?
There is a board of directors made up of men and women who volunteer their time with Harvest. They take an active
role in day-t<>-<iay operations along with setting overall policy in accordance with the Harvest for HUIIlanity philosophy.
In addition to the woricing board of directors, Harvest calls on professionals in several technical and related areas to help
as members of a separate board of advisors.
HOW DO THE HARVEST COOPERATIVE COMPANIES WORK?
Harvest obtains or purchases through donations, and grants, required land and materials to establish a Harvest
Cooperative Company and then provides opportunity for ownership. A head of the family is employed by Harvest
dwing the first three years, receives a decent wage, and works to establish the new enitity. Dwing this period, sweat
equity is applied to purchasing shares in the Harvest Cooperative at the end of the third year. No interest, no-profit loans
are extended to the employee for stock purchase at that time.
ARE CONTRIBUTIONS TAX-DEDUCTmLE?
Yes. Harvest is incorporated as a tax-exempt, not-for-profit 501 (c )(3) organization.
HOW ARE PROSPECTIVE EMPLOYEE-OWNERS SELECTED?
The HaIvest selection committee reviews all applicants and follows a non-discriminatory selection process, based on
need, ability to repay loans, credit history, personal and professional references, and a willingness to partner with
Harvest for Humanity.
HOW CAN I HELP HARVEST?
You can help by volunteering your time towards company management and day-to-day activities or office related work;
making a donation of land, material, or money; and by simply spreading the word. Your involvement will make a

ABOUT HARVEST FOR HUMANITY
The mission of Harvest for Humanity here in lmmokalee is to create innovative solutions to the social and
economic challenges faced by seasonal farmworker families. Our vision is to empower farmworker families
and the surrounding community to help bring about necessary changes and improvements; to develop and
share the Harvest for Humanity model throughout rural America; and, to reinvent the paradigm for corporate
farmland ownership.
Richard and Florence Nogaj (nojay) established Harvest for Humanity, Inc. and The Harvest Farm in 1999 to
bring a new concept of farm ownership to the agricultural industry. The Farm employs several full-time,
salaried farmworkers and, over a period ofthree years, offers ownership to the employees. The Harvest Farm is
committed to diversified niche crop fanning. One of the niche crops is blueberries. They will be harvested in
lmmokalee two months before the rest of the nation providing a strong dollar return on investment. The
fanning of additional labor-intensive niche crops will provide year-round employment opportunities. Harvest is
committed to paying each employee a living wage that will empower men and women to adequately provide for
their families. Employees will receive technical farm related training from professors at the University of
Florida lFAS Center and language and business classes from several local educational institutions. After this
initial three to five year period Harvest will sell the Harvest Cooperative Farm to the farmworker employees
using the concepts of the Employee Stock Option Plan and a no-profit, no-interest loan.
Again, this new farming model creates unique opportunities for a hand-up experience for farmworkers that they
otherwise would never have. The model is summarized as a 4-part connecting approach that includes
the following:
I) Specialty diversified crops that allow for,
2) Year round employment that allows for,
3) Ability to pay living wages (all employees start at S8.50/hour) that allows for,
4) Opportunities for stock ownership using no-interest, no-profit loans.
In addition and somewhat separately, there is a critical need for decent affordable home ownership opportunities
for both low and middle income families in Immokalee. The housing also needs to be safe, secure, and stable.
Harvest for Humanity can provide a new model to accomplish these objectives.
A new Harvest mixed-income community called Jubilation is in the design/development stage. Jubilation is
designed to attract homebuyers that are interested in purchasing a quality constructed new home in a community
where neighbors know one another and help one another. We have two marketing tools to achieve our goal.
First, we have employed a Traditional Neighborhood Design (TND) where the focus is placed on pedestrian
traffic with large front porches that face front yards and wide sidewalks. Cars and garages are relegated to the
rear of each home. Three distinct home sizes and price ranges provide the setting for Jubilation to be a well-
rounded, diverse community. All homes are owner occupied and sold with affordable mortgages.
Second, Jubilation is designed around a center core park area with a large community center. The multi-purpose
Harvest Activity Center will be highly visible in Immokalee as part of Jubilation and a place for many positive
activities for the whole community. The Southwest Florida Regional Planning Council has rated Jubilation as
"Regionally Significant and Consistent."

Dear Harvest Friend,
Last year we wrote to you about the struggle of farmworkers here in lmmokalee and the positive
change that Harvest for Humanity is bringing to their lives Many of you reached out and
contributed to continuing those efforts. Today we continue to grow the Harvest Farm with
farmworkers paid a living wage. They are participating in English language and business classes.
We experienced a small blueberry harvest in March and April 2001. Some of you may have
purchased these large and delicious Harvest Blueberries. Next year will be the first commercial
harvest of blueberries to help defray some of the costs that have been incurred to date, but we
still need your help.
This year we want to share the news with you about our exciting, new not-for-profit affordable
housing development in Immokalee called Jubilation. This is a very special new neighborhood
that is built around community involvement, safety, and security. These are unique two and
three-bedroom homes being made available to families in the Immokalee area at affordable
pnces.
This Christmas you can share some of your resources by continuing to help us at the Harvest
Farm. Your $1,000 gift can help pay for the irrigation system. With a gift of$500 you can help
purchase needed equipment. Your $100 gift can help purchase the blueberry containers. And, a
gift of $50 can help pay for plant nutrients. Your gifts will help foster the love and excitement
for these families and their children for every Christmas to come.
