Athletic Field Availability and Rental Rates
Recommendation that the Board of County Commissioners and School District Board of
Collier County review current fee policies related to rental of athletic fields for area youth
sports organizations in order to develop parity with these respective fees.
Objective: To provide for support of Collier County youth sports organizations with
existing athletic fields.
Considerations: The Collier County Board of County Commissioners is working with
Tindale-Oliver and Associates on the development of a Parks and Recreation Master
Plan. Preliminary analysis of park inventory reveals:
"The lmmokalee area is experiencing over-utilization of little league, footbalVsoccer, and
multiuse fields. Additional athletic fields are needed in this area to provide relief."
"There is over-utilization of footbalVsoccer fields countywide" and "There is over-
utilization of footbalVsoccer fields in the north Naples area (north of Pine Ridge Road).
Additional footbalVsoccer fields are needed in this area to provide relief."
The plan also states that, "Collier County Parks and Recreation Department and the
School District Board of Collier County currently have interlocal agreements at several
school sites to maximize the use of county assets for both recreation and educational
facilities. Although the School District Board of Collier County is not planning to
construct any new schools in the near future, it is recommended that when school
construction occurs, each new school site should be evaluated, designed, and constructed
to maximize the potential for co-location of recreational and educational facilities."
Both the Collier County Board of County Commissioners and the School District Board
of Collier County provide availability of athletic fields for area youth sports teams. The
fees associated with these fields are identified in the table below:

EXECUTIVE SUMMARY

Early Learning Coalition Local Match Funding Consideration
OBJECTIVE: For the Board of County Commissioners and the District School Board to
consider partnering in the local match funding requirement for the Early Learning Coalition of
Southwest Florida, for this current fiscal year and subsequent years.
CONSIDERATIONS: Approximately 1,200 Collier County children and their families
currently receive school readiness child care services; services that allow their parents to pursue
economic self-sufficiency by securing employment or enrolling in training programs. School
readiness childcare services have both an economic development component and an educational
preparedness component.
Subsidized childcare for the working poor of approximately $2.3 million annual requires local
match-funds or in-kind contributions. To continue receiving these funds, the Early Leaning
Coalition must secure a 6% match, which is approximately $150,000 annually.
On April 12, 2011, the Board of County Commissioners voted to contribute $25,000 for this
current fiscal year to the Early Learning Coalition as an economic development incentive, and
also approved placing this topic on the May 25,2011 joint meeting agenda to discuss funding
for this current fiscal year, as well as partnering for funding for subsequent years.
FISCAL IMPACT: To be determined.
GROWTH MANAGEMENT IMP ACT: There is no direct growth management impact
associated with this Executive Summary.
RECOMMENDATION: That the Board of County Commissioners and the District School
Board to consider partnering in the local match funding requirement for the Early Learning

Westclox Road Extension in Immokalee
OBJECTIVE: For the Board of County Commissioners to consider the request of the
District School Board to extend Westclox Road in Immokalee approximately .16 miles to
intersect with the Community of Independence.
CONSIDERATIONS:
Currently Westclox Road ends at Eden Park Elementary School. The School District has had to
rezone students on American Way, Peace Way, Patriot Court and Constitution Court in the
Community of Independence from Lake Trafford Elementary School to Eden Park
Elementary School effective the 2011-12 school year. This rezoning was necessitated by the
significant shift of Immokalee residents from the south area of Immokalee to the newer
affordable housing units in the northern area and by the additional classrooms needed for
class size reduction. These students actually live closer to Eden Park Elementary school;
however the drive to that school is 2.36 miles and passes Lake Trafford Elementary. The
District is building a sidewalk from Independence directly to Eden Park and the walk to the
school is .16 miles. Some parents, however, have indicated a preference to drive their
children to school and are requesting that the road be extended to accommodate their needs.

Update on Plantation Island Road Maintenance
OBJECTIVE: For the Board of County Commissioners and the District School Board to
receive an update on road maintenance on Plantation Island
CONSIDERATIONS:
County Resolution 2000-89, approved by the Board of County Commissioners on March 28,
2000, provides for limited maintenance of the unplatted roadways on Plantation Island. The
Resolution also states that, should residents want or the County deems necessary, the roadways
could be improved to minimum County standards by formation of a Municipal Services Benefit
Unit (MSBU) for the improvement (vs. minor maintenance) of the roads.
In May 2011, the Collier County Attorney's Office determined, based on newly found
documentation provided by Transportation, that the entire length of Plantation Parkway was
County owned. Although the side streets were not platted, nor County owned, it was determined
that limited maintenance on various side roads could be performed by the County under
Resolution 2000-89 with public funds.
On May 16, 2011, Transportation staff performed pot-hole repairs and vegetation trimming on
Plantation Parkway.
FISCAL IMPACT: To be determined.
GROWTH MANAGEMENT IMPACT: To be determined.
RECOMMENDATION: That the Board of County Commissioners and the District School
Board receive an update on road maintenance on Plantation Island.

Dear Board Members,
The purpose of this message is to request that the members of the Board of County Commissioners and the
Collier County Public School System consider the benefits of using public school facilities as polling places:
public school facilities have adequate parking and large rooms such as gymnasiums and cafeterias; school
facilities are also ADA compliant; and are constructed and operated with tax dollars.
In the past, I have spoken to individual School Board members who have supported the concept and referred
me to staff. I have met with different Superintendents over the last several years as well as staff but have
been unsuccessful in these attempts. Several neighboring counties are already utilizing schools as polling
places such as Miami-Dade, Broward and Charlotte counties. For our most recent county survey of Elections
Offices using public school facilities as polling places, please see the grid in Attachment A.
Different options that are being utilized and/or I would request be considered include:
. Consider placing the dates of the elections on the school calendar as in-service days. This option would
eliminate a concern about having election workers and voters on school property during a regular school
day with the students. It would offer the opportunity for teachers and students who are registered voters
to be trained and join us as elections workers and could even be considered a part of the curriculum with
the Elections Office staff participating with the teachers prior to Election Day in the classroom.
. Consider scheduling an in-service day for only one level of school; such as all elementary, all middle or
all high schools as in-service days for Election Days.
. Consider collaborating with the Elections Office staff to determine the geographical areas of the county in
which we are experiencing the greatest challenge in locating polling place facilities and permitting the use
of a school in those geographical areas for polling places.

Florida Statute 101.71(5) states that "Public, tax-supported buildings shall be made available for use as
polling places upon the request of the supervisor of elections." However, rather than having to force the
issue, the Elections Office would like to build a partnership with the Collier County Public School System.
Elections are not an everyday occurrence. They occur every two years in even-numbered years. Since each
of you has been "brave" enough to step out and commit to public service by running for public office, you
understand the importance of the operational component of conducting elections. So in conclusion, please
consider working in partnership with the Elections Office staff to create a win-win situation for the students,
voters and citizens of Collier County.
