MINUTES OF MEETING
AUGUST 28, 1991

The organizational meeting of the Black Affairs Advisory Board was held in the County
Manager's Conference Roan, Building F of the Collier County Government Canplex.
Chair Larry Word convened the meeting at 6:30 p.m. for the purpose of further
organizational discussion of the board.
1. APPROVAL OF MINUTES OF 8/14/91. A motion was made, seconded, and passed unanimously
to approve the minutes of 8/14/91.
2. CLARIFICATION OF ORDINAt"CE 91-28, SECTION 8. Staff clarified commissioners'
position on "technical support". Ac=rdingly, "technical support" will be provided
by commissioner A. Goodnight's corresponding secretary, Sue Filson. Ms. Filson
will assist in the typing of all minutes and agendas and mailing them to
perspective members.
3. APPOINT RECDRDING SECRETARY. By motion of C. Gillings and seconded by C. Hodges,
the l:xmrd unanimously appointed Jackie Brown as recording secretary.
4. APPROVAL OF MEETING LOCATION AND TIME. It was motioned, seconded and passed
unanimously to change meeting dates from the 4th Wednesday of each month
to the 3rd Wednesday of each month. The meetings will be held in the
Collier -County Public Health Building "H", Roan 21 6. The next meeting is
scheduled for September 18, 1991 at 6:30 p.m.
5. STAFF REPORT
(A) Staff provided board with list of Department of Justice Preclearance
contacts. (See attached)
(B) Clarification of Section Six, Reimbursement of Expenses.
Staff provided clarification of "expenses reasonably incurred" as it
pertains to members travelling to and from Immokalee for meetings.
Decision: No reimbursements for "in-=unty" travel unless exceptional
case whiCh must receive prior approval by =mmissioners.
(C) Clarification of Section 7, Functions, Powers and Duties
Staff provided clarification of ccmnissioners' areas of jurisdiction.
Ac=rdingly, board can request assistance from and approach issues
=ncerning all =nstitutional officers. However, non-=unty departments
such as the Collier County School Board or the Naples Police Department,
are not within commissioners' jurisdiction.
(D) Clarification of Section 4, Paragraph A, "Without Cause"
Staff provided clarification of "with or without cause" clause as it relates
to the commissioners' ability to remove members from the board. Decision:
the language is "standard language" and is phrased as such to encompass
the commissioners' ability to dissolve the board at any time if needed.
The board may petition and request change in language, per staff.
6. REVIEW cnLLIER cnUNTY ORGANIZATIONAL CHART. The board reviewed and approved the
organizational chart provided by staff.
7. DISCUSSION OF SECTION 4, PARAGRAPH A. After a lengthy discussion on the
implications of "with or without cause" as it relates to the dismissal of
board members, it was motioned by H. Cambridge, seconded by H. Tribble with
2 dissenting members, to table the discussion until the next meeting.

9. AREAS OF INTEREST. Chair Word requested members to select areas of concem and
interest. In addition, the chairperson of each committee should provide a
list of goals and objectives for the year by the September 18th meeting. The

1 0 . NEW BUSINESS
(A) Mary Morgan requested and encouraged the boards' participation in the
public hearing organized by the State and Congressional Commitee on Reapportion-
ment. The hearing will be held on October 25, 1991 at 9:30 a.m. in the
Collier County Govemment Canplex, Bldg "F" third floor.
(B) The County Manager requested the boards' assistance in identifying historic
sites and events in Collier County. The information collected is to be used
in a booklet on Florida's Black heritage.
11. ADJOURNMENT. It was motioned, seconded and passed unanimously that being no further
business of the board, the meeting adjoumed at 9:15 p.m.
