The meeting of the Black Affairs Advisory Board (BAAB) was called
to order at approximately 7:30 PM at Building F, Third Floor Board
Room, Naples, Florida.
APPROVAL OF MEETING MINUTES
The meeting Minutes for the June 8, 1993 meeting of the Black
Affairs Advisory Board (BAAB) were approved after modifying a
sentence regarding the Human Rights Commission Proposal. The
Minutes were modified to delete the reference that Frank Rodriguez
advised that the Hispanic Affairs Advisory Board was concerned
with the petition which was drafted by Mr. Tribble.
BLACK AFFAIRS ADVISORY BOARD MEMBERSHIP
There is one (1) vacancy on the Black Affairs Advisory Board.
Board members unanimously recommended Marie DuPuy for ~embership.
Albert Lee suggested that Mr. Tribble contact prev~ous Board
members and get their thoughts and recommendations to improve the
BAAB. He also suggested that a letter be written to these
individuals thanking them for their time and contributions. Mr.
Tribble advised that he would follow up on both of these
suggestions.
HUMAN RIGHTS COMMISSION PROPOSAL
Mr. Tribble advised that there would be a joint meeting with the
Hispanic Affairs Advisory Board on July 31, 1993 to update and
review the provisions of the proposal. Mr. Tribble stated that
Attachment A of the proposal should be modified to show a dotted
line between the County Manager and the Director of the Human
Rights Commission.
Two endorsements of the proposal have been received to date, CURE
and Fred Thomas. Larry Word endorsed )the proposal on behalf of
the NAACP. Mr. Tribble advised that he has been contacting
appropriate organizations for their endorsements. Mr. Swiger
volunteered to contact AARP (American Association of Retired
Persons) for their support.

Mr. Tribble stated that he had spoken to Sheriff Don Hunter about
the proposal. Staff advised that Sheriff Hunter had been sent a
copy of the proposal.
There was additional discussion regarding the activities which
must be accomplished prior to submitting the proposal to the Board
of County Commissioners. It was agreed that relevant community
organizations must be contacted for their endorsement for the
Human Rights Commission proposal. A suggestion was made to assign
Black and Hispanic Advisory Board members to identify and contact
specific organizations for this purpose. It was also agreed that
indi viduals in the community who have experienced discrimination
must attend the Board of County commissioners' meeting in which
the proposal is presented and tell the commissioners about their
experiences with employment, housing, law enforcement, etc.
NEXT MEETING
The next scheduled meeting of the Black Affairs Advisory Board is
July 31, 1993 at 1:00 PM at the Collier County Public Library
(Golden Gate), 4898 Coronado Parkway, Naples, Florida. This will
be a joint meeting with the Hispanic Affairs Advisory Board.
The meeting was adjourned at approximately 9:00 PM.
