Whitecotton, staff Liaison to the Black Affairs Advisory Board The meeting of the Black Affairs Advisory Board (BAAB) was called to order at approximately 7:10 PM at the Board of County Commis- sioners meeting room, Building F, Third Floor, Naples, Florida. APPROVAL OF MINUTES The minutes of the January 19, 1993 meeting of the Black Affairs Advisory Board were approved as prepared. DISCUSSION WITH COMMISSIONER JOHN NORRIS Commissioner Norris discussed his concerns with the Department of Equal Opportunity proposal. He advised that it was his desire to reduce the size of County government and creating another department with additional staff was inconsistent with this desire. commissioner Norris expressed concern that the proposal would duplicate existing services provided by state and federal agencies. He also requested specific information and examples regarding the types of problems encountered by the minority community. Black Affairs Advisory Board members explained their goal was to open the lines of communication between the Board of County Commissioners (BCC) and the minority community and resolve problems at the local level. BAAB members also discussed having a workshop with the Board to review the EEG Proposal. Prior to the meeting, the BCC did not approve holding a workshop for this matter and directed staff to place this item on the regular Board agenda once the proposal was finalized. The Black Affairs Advisory Board decided to formally request a workshop with the BCC. Henry Tribble, Chairman, will send a letter to the BCC requesting a workshop and follow up individually with BCC members regarding this matter. - continued - COLLIER COUNTY BOARD OF COMMISSIONERS BLACK AFFAIRS ADVISORY BOARD Minutes of Meeting February 9, 1993 (Continued) REVIEW OF DEPARTMENT OF EOUAL OPPORTUNITY PROPOSAL BAAB members were given a copy of the response to the four (4) legal questions Mr. Tribble had submitted to the BCC as well as Commissioner Tim Constantine's written comments regarding the Department of Equal Opportunity Proposal. Mr. Tribble remarked that the response was one sided and had some factual mistakes. He indicated he would prepare and/or coordinate a response to the legal opinion. There was much discussion regarding the kinds of information to submit to the Board of County Commissioners in the workshop and/or presentation. It was agreed that the proposal and presentation needs to address the duplication of services issue as well as identification of specific problems in the minority community. Discussion focused on having individuals come to the workshop and disclose examples of discrimination that they have encountered. It was decided to discuss this matter further at the March, 1993 BAAB meeting. NEW BUSINESS victor Valdes asked the BAAB for a letter of support regarding his efforts against alleged incidents of discrimination and abuse by Collier County law enforcement. The BAAB agreed to send a letter to the BCC advising that similar concerns had been expressed by other citizens. NEXT MEETING The next scheduled meeting of the Black Affairs Advisory Board is March 9, 1993 at 7:00 PM. The meeting was adjourned at approximately 9:35 PM.
