The meeting of the Hispanic Affairs Advisory Board of Collier County (HAAB) for August 26, 1999 commenced at approximately 7:05 P.M. A quorum of eight (8) members was present. A motion was made by Frank Loney to approve the minutes of the August 26, 1999 meeting. Christopher Bent seconded the motion and the vote was unanimous in favor of approval of said minutes. New Business Mr. Tony Bove briefs on the Knights of Columbus Parade and encourages that the Hispanic community get involved. Wants to build a statute with contributions. Parade Scheduled for October 9, 1999, Saturday, at the St. Elizabeth Church. Mr. Mafialich asks Mr. Tony Bove what he expects from the Board. Mr. Bove wants the people from Immokalee to participate. Mr. Bent suggests that he call Mr. Valdes from Las Naciones News, so advertisement can be put out, along with radio station. David Correa suggests that Pete Cade put the flyer in the Immokalee Bulletin. Introduction David Correa thanks the community for coming out and that the purpose of the meeting was in regards to education. Removal of Ganl!-Related Tattoos For Teens David Correa expresses his concern about teenagers that have gang-related tattoos. He has spoken to a Surgeon who is willing to participate in removing gang-related tattoos at no cost. Requests that the Board submit a letter to the Surgeon requesting cooperation with the idea. Faye Reddick questions how will this be put to the students. David Correa states he will present the idea to the schools in Collier County. The number of students is unknown. Contact of students would be made through a hot-line, currently trying to be made available. Faye feels the idea is great. Feels that as a Board, we should submit a letter of recognition for doctors participating in assisting. Mrs. Grimaldo expresses likewise Faye Reddick. (Mr. Fox and Maria Grimaldo translate in Spanish.) Frank Loney makes a motion that a letter of appreciation be forwarded to the doctor. Pete Cade seconds the motion and the motion passes unanimously. Frank Loney expresses that he is not for the idea since he feels it's against the First Amendment. Culture Diversity ODeninl! - (CCPS Diversitv Steerinl! Committee) David Correa explains that Kate Warner held the position and is no longer with the Board. Pete Cade accepts participating. Mrs. Grimaldo expresses concerns with the Collier County Public School. She was at a ABISP A meeting at the IHS, and she tried to translate and was told that she was misinterpretation. Presentation of Audience Mr. Touron speaks on behalf of the media, and on Immokalee Middle School (IMS). IMS is at a D level. Only 2 other schools have A - Pine Ride [sic] and (did not state the other). All 2 administrators are trying to find strategies to help the grades move up. He expresses that he is here to give information regarding his school. He feels that there are many variables of why the numbers are low, one being family participation. We, as educators, get very frustrated and know there are incentives for school performance. Mrs. Grimaldo expresses that Mr. Touron is not the person to answer the questions, that at the Administration level, we can get statistics. Mr. Touron wants to start a volunteer RTO so parents can get comfortable. Wants social involvement from parents. Expresses that he has an open door policy for staff and parents. Mrs. Silvia Hasak asked what percentage is migrant, and how did IMS go from 46-76% in progress. Mr. Touron states that it's the staff They are the ones that keep the wheel going. You have to be visible. He feels the students need to know that he is the Principal and a friend. Has implemented reading and English in a day. Two separate classes with the same teacher. Wants his students to be nervous about the test, so they know they have a test coming up. He puts it out everyday. Mrs. Grimaldo expresses that October 25, a meeting will be held to speak about extending the school year. Mr. Touron feels that extending the year will not help his students unless they extend the school day or after-school programs or Saturday school. He states that he was told he did not qualify. Floreida Ocanas expresses how extending the school year for PACE was not to the advantage of the parents. Appreciation was given to Mr. Touron for coming out. He stated he would not be happy anywhere else but Immokalee. Mrs. Grimaldo expresses her appreciation for all the involvement he's had with the children here in Immokalee. Faye Reddick thanks the two parents who were present. Mr. Loney asked Mr. Touron how he feels about the Administration, since he feels that Mr. White is not a good administrator. Mr. Touron states he will do the best he can to his ability, he has to work with what he has, and has to adapt. Regardless of peoples perspective, they have listened to him. There is no other reason he is here but for his students. David Correa expressed that Mr. White has come along way and has done a great job, despite the differences. Ramiro Maiialich encourages input from Mr. Touron about what a Board can do. Mr. Touron will think about it and will return back with feedback. 3 Faye Reddick asked Mr. Touron has the community been contacted for communication. Mr. Touron states that a luncheon is being held with community organization on participation. Faye Reddick expresses her love for art and is anyone doing anything with the students on their time. Mr. Touron states he is very involved with the students - he signs and encourages and is on-gomg. We need to make an awareness of all the culture differences. Building bridges where the community gets involved. Frank Loney is pleased that Mr. and Mrs. Ramirez (Spanish speaking only parents) are there. Mrs. Jimenez gives the roots of the Redlands Christian Migrant Association (RCMA), and how it came about. RCMA feels that a Charter class should be formed from K2 and 6-8 grade, 20 children per group - no larger than 120 students. The program is a unique Charter model. Currently working with CCPS regarding the implementation of this program. Application is due November 15 to the School Board, and they will reply within 60 days, and, if OK, will begin August, 2000. Have done and extensive assessment need with the principals. Mrs. Grimaldo feels that another middle school should be formed. Floreida Ocanas speaks regarding PACE. RegUlar school to a smaller class setting - has improved the girls grade and interest. Agenda for next meeting - elementary school administration invited. School input position. I must thank you for coming out and spending time with us in our home, Immokalee. I have recently taken greater interest on how I can be a part of the change for the betterment of this community, as well as working with individuals and/or groups with the same ideas in mind. My husband and I both live and work in the community, and have two daughters attending one of the local schools, always a concern as parents. As a newcomer to these meetings, I was a little confused on who and what the HAAB represents. My suggestion is that before getting to the agenda a small introduction of the HAAB and its members can be made, along the lines of: Briefing on HAAB to include: Briefing on members to include: History of name and role Address Goals Who it influences Name Address Goals why each member was selected I noticed that a formal translation system was not available for all the community so they, too, can take part in making a better home for all involved. Sometimes we can miss great ideas and comments through such an oversight. We must keep in mind, two heads are better than one, and so we should make the dialogue accessible to all people in the community. On the issue of education, which I personally believe to be priority, I wonder since the Collier County School Board has ultimate control in new programs and changes and is already involved with many of the concerns expressed at the meeting, could this issue have been discussed less and maybe concentrate more on other issues to avoid duplication? May I add, also there was some confusion on what exactly a liaison for the Collier County School Board's Diversity Steering Committee is and does. Hopefully in our next meeting we can have some examples, so that we all can understand and help and ideas can be offered. I look forward to hearing from you again and welcome the opportunity to discuss new issues, ideas, topics or problems, as I feel confident that we, together, can overcome any and all obstacles put in our way. The meeting of the Hispanic Affairs Advisory Board of Collier County (HAAB) for August 26, 1999 commenced at approximately 7:05 P.M. A quorum of eight (8) members was present. A motion was made by Frank Loney to approve the minutes of the August 26, 1999 meeting. Christopher Bent seconded the motion and the vote was unanimous in favor of approval of said minutes. New Business Mr. Tony Bove briefs on the Knights of Columbus Parade and encourages that the Hispanic community get involved. Wants to build a statute with contributions. Parade Scheduled for October 9, 1999, Saturday, at the St. Elizabeth Church. Mr. Mafialich asks Mr. Tony Bove what he expects from the Board. Mr. Bove wants the people from Immokalee to participate. Mr. Bent suggests that he call Mr. Valdes from Las Naciones News, so advertisement can be put out, along with radio station. David Correa suggests that Pete Cade put the flyer in the Immokalee Bulletin. Introduction David Correa thanks the community for coming out and that the purpose of the meeting was in regards to education. Removal of Gan2-Related Tattoos For Teens David Correa expresses his concern about teenagers that have gang-related tattoos. He has spoken to a Surgeon who is willing to participate in removing gang-related tattoos at no cost. Requests that the Board submit a letter to the Surgeon requesting cooperation with the idea. Faye Reddick questions how will this be put to the students. David Correa states he will present the idea to the schools in Collier County. The number of students is unknown. Contact of students would be made through a hot-line, currently trying to be made available. Faye feels the idea is great. Feels that as a Board, we should submit a letter of recognition for doctors participating in assisting. Mrs. Grimaldo expresses likewise Faye Reddick. (Mr. Fox and Maria Grimaldo translate in Spanish.) Frank Loney makes a motion that a letter of appreciation be forwarded to the doctor. Pete Cade seconds the motion and the motion passes unanimously. Frank Loney expresses that he is not for the idea since he feels it's against the First Amendment. Culture Diversity Openin2 - (CCPS Diversity Steerin2 Committee) David Correa explains that Kate Warner held the position and is no longer with the Board. Pete Cade accepts participating. Mrs. Grimaldo expresses concerns with the Collier County Public School. She was at a ABISP A meeting at the IRS, and she tried to translate and was told that she was misinterpretation. Presentation of Audience Mr. Touron speaks on behalf of the media, and on lmmokalee Middle School (IMS). IMS is at a D level. Only 2 other schools have A - Pine Ride [sic] and (did not state the other). All 2 administrators are trying to find strategies to help the grades move up. He expresses that he is here to give information regarding his school. He feels that there are many variables of why the numbers are low, one being family participation. We, as educators, get very frustrated and know there are incentives for school performance. Mrs. Grimaldo expresses that Mr. Touron is not the person to answer the questions, that at the Administration level, we can get statistics. Mr. Touron wants to start a volunteer RTO so parents can get comfortable. Wants social involvement from parents. Expresses that he has an open door policy for staff and parents. Mrs. Silvia Hasak asked what percentage is migrant, and how did IMS go from 46-76% in progress. Mr. Touron states that it's the staff. They are the ones that keep the wheel going. You have to be visible. He feels the students need to know that he is the Principal and a friend. Has implemented reading and English in a day. Two separate classes with the same teacher. Wants his students to be nervous about the test, so they know they have a test coming up. He puts it out everyday. Mrs. Grimaldo expresses that October 25, a meeting will be held to speak about extending the school year. Mr. Touron feels that extending the year will not help his students unless they extend the school day or after-school programs or Saturday school. He states that he was told he did not qualify. Floreida Ocanas expresses how extending the school year for PACE was not to the advantage of the parents. Appreciation was given to Mr. Touron for coming out. He stated he would not be happy anywhere else but Immokalee. Mrs. Grimaldo expresses her appreciation for all the involvement he's had with the children here in Immokalee. Faye Reddick thanks the two parents who were present. Mr. Loney asked Mr. Touron how he feels about the Administration, since he feels that Mr. White is not a good administrator. Mr. Touron states he will do the best he can to his ability, he has to work with what he has, and has to adapt. Regardless of peoples perspective, they have listened to him. There is no other reason he is here but for his students. David Correa expressed that Mr. White has come along way and has done a great job, despite the differences. Ramiro Maiialich encourages input from Mr. Touron about what a Board can do. Mr. Touron will think about it and will return back with feedback. 3 Faye Reddick asked Mr. Touron has the community been contacted for communication. Mr. Touron states that a luncheon is being held with community organization on participation. Faye Reddick expresses her love for art and is anyone doing anything with the students on their time. Mr. Touron states he is very involved with the students - he signs and encourages and is on-going. We need to make an awareness of all the culture differences. Building bridges where the community gets involved. Frank Loney is pleased that Mr. and Mrs. Ramirez (Spanish speaking only parents) are there. Mrs. Jimenez gives the roots of the Redlands Christian Migrant Association (RCMA), and how it came about. RCMA feels that a Charter class should be formed from K2 and 6-8 grade, 20 children per group - no larger than 120 students. The program is a unique Charter model. Currently working with CCPS regarding the implementation of this program. Application is due November 15 to the School Board, and they will reply within 60 days, and, if OK, will begin August, 2000. Have done and extensive assessment need with the principals. Mrs. Grimaldo feels that another middle school should be formed. Floreida Ocanas speaks regarding PACE. Regular school to a smaller class setting - has improved the girls grade and interest. Agenda for next meeting - elementary school administration invited. School input position. The integrity and intellect that Ramiro Manalich brings to the Board is reflected in the trust and respect that we have for him. Due to recent turnover of Board members, we have an unusual situation, of the nine members of our Board, five have only three months or less of service. In addition, our Chairman of 4 years has resigned and I have been informed that one of our senior members may resign due to change of employment. With the majority of the board now composed of new members, the need for the logic and counsel of our trusted advisor is greater than ever. With all of the many problems affecting the Hispanic community, the loss of a trusted and known friend who has contacts on both sides of the street should not be added to the list. We request that Ramiro Manalich not be replaced as a County Liaison to the Hispanic Affairs Advisory Board. There might be a tendency to be overwhelmed by the enormity of the issues raised in this interview. We have a huge problem for a county of our size to handle, especially since we have so many part time residents. Bringing awareness to the Collier COllnty Commisioners is the first step in the process. With the Commisioners behind us our objective should be to bring awareness to the State Legislature because this is where most of the fuoding must ultimately come from. As was brought to my attention by Mrs. Aviles, we need to have greater nnderstanding oftbe problem that represenlli a line between County and State responsibility. Guadalupe Social Services is supported by the generosity of a few individuals in the county as well as the Catholic Archdiocese in Sarasota. It is their belief that people in the community have a fear of involvement because they lack knowledge but wouk! do more if they understood more. In addition, they believe that most individuals need to see the direct consequence of their donations in order to feel the emotional connection and satisfaction that comes from doing something good for others. So far very little has been done to publicize the desperate need ofthe people. For anyone interested, Gnadalupe Social Services is happy to provide a list of Hispanic women and children that need help. Perhaps there is a way of increasing awareness through the HAAB and our public ontreach goals. Approximately 90 % of Immokalee's residents work in the fJelds. ~ 75% of ImmoIwlee's population is illegal. 80% ofthe people served by Guadalupe Social Services are illegal. Most Mexicans are illegal because unlike Guatemalaus and Haitians, they don't qualify for political asylum. Tbe only way for them to be here legllIlly is for a family member to be a citizen. Only then can they can apply for residency. If a cbild is born in this country of illegal parents they must wait until the child is 21 to qualify for permanent residency. Work permit status is for one year and is renewable. For three to four months of the year wben there is no agricultural work locally the men leave their wives and children to find work in other states. Altbough these men send what money they can, this is often not enough money or not at all. The hardship this creates for the women and children is severe. Because these people do not qualify for assistance from the county they turn to Guadalupe Social Services for money for food, rent aDd utilities. Guadalupe Social Services does what they can but the need is great aDd their resources llre limited. wm:re IDey \lnCe ula not eXISt. I here .s little incentive to share skills or information for fear of intruding and offending others. Ongoing personal and public health education io their own langwlge needs to be a priority through the schools and Collier County Public Health. This is not only important for individual health and safety but for the lI8ke of those who live and work around them. Strong commpnity leaden in Immokalee are hard to identify. The Hispanic population is isolated from the customary sources of assistance in even the simplest matters. Because tltey have no leadership they have no one to tell them where to get help other than Guadelupe Social Services. Despite the rhetoric and media headlines, Hahitat for Humsnity is one ofthe few organiQtioDS that is doing great things for Immokalee. They have created housing on land that no one else wanted, namely by the dump and the cemetery. It should be noted that this housing is not available to iIIegals. Guadelupe Social Services believe it is important to stress that since we all benefit from Hispanic presence. we have the responsibility to support them whether they are legal or not.
