HAAB voted unanimously that the above applicants be recommended for appointment by the
Board of County Commissioners. The next HAAB meeting is scheduled to be held on June 24
]999. Please have the Board of County Commissioners consider the above applicants for
appointment/reappointment to this Board.

Prank Rodriguez' term will expire on June 25, 1999. Mr. Rodriguez has informed my office
that he does not intend to reapply, leaving a vacancy to be filled. You have forwarded to my
attention applications from persons interested in appointment to the Hispanic Affairs Advisory
Board. One applicant, Andrew J. Fox, Jr., has not yet had an opportunity to appear before the
Hispanic Board for consideration.
The next meeting of the Hispanic Affairs Advisory Board is scheduled for June 24, 1999. I

The May 27, ]999 meeting of the Hispanic Affairs Advisory Board of Collier County (HAAB)
commenced at approximately 7:15 P.M. There was a quorum of five (5) in attendance.
A motion was made by Frank Loney to approve the minutes of the April 22, 1999 meeting with
corrections and attachments. Pete Cade seconded the motion and the vote was unanimous to
approve.
Regarding the minutes of the April 29, ]999 joint meeting with the Black Affairs Advisory
Board, Mr. Valdes mentioned that the minutes had omitted his comments. Mr. Valdes indicated
that he would send a summary of his comments to be included. Frank Loney suggested that
approval of the April 29, ]999 minutes should be deferred so that Mr. Valdes' comments could
be included. Chairman Rodriguez agreed.
Rarniro Mafialich read for the record the resignation letter of member Dr. Kate Warner.
The Board briefly discussed the absences of Maria Grima]do for the April 22, 1999 and April 29,
1999 HAAB meetings. Regarding the Apri] 22, 1999 meeting, Frank Loney made a motion to
declare that absence excused and there was a second by Faye Reddick. The motion was
unanimous in favor of the motion. Frank Loney also made a motion to approve, as excused, the
absence of April 29, 1999, and Faye Reddick also seconded this motion. The vote was
unanimous to approve the motion.
Discussions With HAAB Applicants
The Board was informed by Rarniro Mafia1ich that Frank Loney, Janie Soliz, Christopher Bent
and Leo Cardona had all applied to become members of the HAAB. Rarniro Mai'ialich also
informed the Board that Janie Soliz had withdrawn from consideration due to reasons of illness.
Mr. Bent had only turned in his application to the Board office a couple of days before.
Faye Reddick asked Frank Loney ifhe was interested in continuing to serve on the HAAB given
his valuable participation in other community organizations. Frank Loney responded that there
are many significant Hispanic issues before the HAAB and that he is willing to serve in more
than one organization. Rarniro Mai'ialich opined that there should not be a conflict for Frank
Loney tl} serve on the HAAB in addition to his voter registration activities. Pete Cade made a
motion to reappoint Frank Loney for another term on the HAAB and the motion was seconded
by Faye Reddick. The vote was unanimous in favor of the motion.
Chairman Rodriguez requested that Leo Cardona provide a statement to the Board regarding his
application. Mr. Cardona commented that he had recently moved and registered to vote in
Collier County. He said that he felt he owed a civic responsibility to Collier County and in
particular to make voters that are Hispanic more aware of community issues. He said that he
would be willing to donate his time and participate fully with the HAAB. He described that he is
involved in graduate studies and his background in California. He described a variety of prior
cultural experiences. Faye Reddick made a motion to recommend appointment of Leo Cardona
which was seconded by Pete Cade and Frank Loney. The vote was unanimous in favor of the
motion.
Frank Rodriguez read a letter by Mr. Bent in regard to his application for membership. Frank
pointed out that Mr. Bent had been referred to the HAAB by Father Felix Alarcon. Mr. Bent
stated that he wished to participate on the HAAB because he cares. He said he had recently
moved to Collier County. He described his background as being a Yale graduate and prior Navy
Seal. He says he has a history of prior civic involvement including the St. Matthew's House and
the lmmokalee farm workers. He has been involved in the ministry with the poor of Naples. He
said he had many ideas for improvement of conditions in the Hispanic and minority community.
He particularly thought there should be a day of welcome for seasonal farm workers and there
needs to be a housing facility for the farm workers in Naples like the Pueblo Bonito which is in
Lee County.

Faye Reddick made a motion to approve a recommendation of Mr. Bent for membership on the
Hispanic Board. A second was provided by Maria Grima]do and the vote was unanimous in
favor of the motion.
English As Official Language Resolution
Frank Rodriguez mentioned the prior letter of the Metro-Dade Hispanic Affairs Advisory Board
and a new letter which had been received from the United States Hispanic Chamber of
Commerce in opposition to the Collier County Board of County Commissioners Resolution
regarding English as the Official Language. Frank mentioned that he had drafted a resolution for
the Board of County Commissioners to approve. He said a letter of opposition to the English
language Resolution had also been prepared by the Gulf Coast Latin Chamber of Commerce.
Frank Rodriguez passed out the draft resolution which he had prepared for inclusion in the
minutes. He stated that he had met with several Commissioners about this topic and that he
expected that this draft resolution would be presented at a future Board of County
Commissioners meeting. He thought this was a great opportunity for a resolution proclaiming
the values of diversity. He stated that prior diversity initiatives of the County had not been
affective. He stated that the concept of diversity reaches across all races and nationalities and
minority groups.
Frank Loney stated that he supported the Frank Rodriguez draft resolution. He stated that he was
still upset with the Board of County Commissioners for not consulting with the HAAB on the

the Dr. Cardona episode, and the controversies regarding School Superintendent Dan White and
County Administrator Robert Fernandez. He stated that there are still white racist groups in the
United States and that Commissioner Carter, perhaps by mistake, was falling in with those
groups. He suggested that all Hispanics remain strongly opposed, within the law, to the English
as the official language Resolution.
Frank Rodriguez commented that the English only Resolution is a topic which will not go away.
Leo Cardona suggested that the HAAB needed to be respectfully emphatic and state reasons
against the English only Resolution such as a revenue brought into Collier County by different
cultures. He thought that the Resolution was oppressive to the different multiple cultures in
Collier County.

new diversity resolution. A motion was made to support the Resolution concept to the Board of
County Commissioners by Pete Cade. A second was made by Faye Reddick and the vote was
unanimous in favor of the motion. Frank Rodriguez would communicate, by letter, the HAAB's
support of the diversity resolution concept to the Board of County Commissioners.
Anthony Bove' invited Hispanics to participate in the Columbus Day Parade. A copy of a letter
on the subject is attached as a part of these minutes. He requested that the HAAB members
spread the news about the Parade. He said he was trying to include diverse groups in the Parade.
The HAAB consensus was to defer the Chairperson election until the next meeting. Faye
Reddick suggested that meetings in lmmokalee be the subject of discussion at the next meeting.
Also for the next meeting it was decided to take up the matter of the School Board Diversity
Liaison selection. Mr. Valdes also requested to be placed on the agenda at the next meeting
regarding the investigation of the Collier County Sheriff by the Office of the Governor. Maria
Grimaldo also asked to be placed on the agenda regarding a letter about the School Board.
The meeting of the Hispanic Board adjourned at approximately 9:05 P.M.

...A resolution to stimulate a diversity initiative in Collier County. . .

The United States of America has achieved world leadership and power by developing
common ties and bonds among people of diverse nationalities and cultures, working to
reach the common goals of freedom, equality and the realization ofthe American dream.
One of the strongest bonding elements has been the use of the Eng]ish language in National
and International relations, as the common language for private, public business and
official communications among its multi national, multi cultural and multi ethnic society.
The State of Florida holds a most strategic geographical location, which facilitates business
and other relationships with Countries of diverse cultures including Mexico, the Caribbean
Nations, Central America and South America, and such a favorable location has enhanced
the State's economic growth to reach a higher rate than that of the United States, to a level
that if it was an independent Nation it would be the 16th largest market in the world, and
the 5th largest economy of the Americas.
Collier County's growing diverse population reaffirms the fact that people from diverse
cultural and ethnic backgrounds who recognize the use of English as their common
language, work together toward a common goal, and realize that their success depends
upon supporting and stimulating innovation, teamwork and sharing of information
achieved from diversity.

The Board of Collier County Commissioners values diverse backgrounds, fresh approach to
problem solving, English as a common language, and insight into the culture of all residents
and visitors, and furthermore recognizes that economic opportunities and the success of
generations to come in the local and global market, depends upon the continuing success of
all of us advancing diversity in the public, private and corporate sectors.
The Board of County Commissioners resolves and hereby publicly announces, that it
encourages, supports, promotes and will lead a County wide "Diversity Initiative,"
throughout all County Government Agencies, Departments, appointed or volunteer Boards
of Advisors, existing or new Committees to be created in future years. Furthermore will
encourage the private sector to enthusiastically join this "Diversity Initiative," for the
mutual benefit of Collier County existing and new residents, visitors and foreign business
entrepreneurs who will be welcomed to their new "Home," in Collier County.

The St. Elizabeth Seton, Council 4357, Knights ofCo]umbus is sponsoring the Sec-
ond Annual Columbus Day Parade in Go]den Gate. The parade will begin at St. Elizabeth
Seton Schoo] 52nd Terrace SW , and proceed along Coronado Blvd. to the Golden Gate
Community Center. A wreath will be placed at a temporary bust of Christopher Columbus
at the Community Center. The participants include: The Knights of Columbus Color Corps,
The Golden Gate VFW Ritual Team, Ronald McDonald, The County Fiver Cloggers, The
Boy Scouts, The Girl Scouts, Students from St. E]izabeth Seton School, and any others
that would like to join us.
This year we hope to have High School bands join us as well as the rest of the Vet-
erans Organizations in Collier County. We are pursuing fund raising avenues to place a per-
manent Statue of Christopher Columbus at the Community Center.
We welcome all who would like to be a part of this tradition. If you would like to

The May 27, 1999 meeting of the Hispanic Affairs Advisory Board of Collier County (HAAB)
commenced at approximately 7:]5 P.M. There was a quorum of five (5) in attendance.
A motion was made by Frank Loney to approve the minutes of the April 22, 1999 meeting with
corrections and attachments. Pete Cade seconded the motion and the vote was unanimous to
approve.
Regarding the minutes of the April 29, 1999 joint meeting with the Black Affairs Advisory
Board, Mr. Valdes mentioned that the minutes had omitted his comments. Mr. Valdes indicated
that he would send a summary of his comments to be included. Frank Loney suggested that
approval of the April 29, 1999 minutes should be deferred so that Mr. Valdes' comments could
be included. Chairman Rodriguez agreed.
Ramiro Maiialich!ead for the record the resignation letter of member Dr. Kate Warner.
The Board briefly discussed the absences of Maria Grimaldo for the Apri] 22,1999 and April 29,
]999 HAAB meetings. Regarding the April 22, 1999 meeting, Frank Loney made a motion to
declare that absence excused and there was a second by Faye Reddick. The motion was
unanimous in favor of the motion. Frank Loney also made a motion to approve, as excused, the
absence of April 29, ]999, and Faye Reddick also seconded this motion. The vote was
unanimous to approve the motion.
Discussions With HAAB Applieants
The Board was informed by Ramiro Maiialich that Frank Loney, Janie Soliz, Christopher Bent
and Leo Cardona had all applied to become members of the HAAB. Ramiro Maiialich also
informed the Board that Janie Soliz had withdrawn from consideration due to reasons of illness.
Mr. Bent had only turned in his application to the Board office a couple of days before.
Faye Reddick asked Frank Loney ifhe was interested in continuing to serve on the HAAB given
his valuable participation in other community organizations. Frank Loney responded that there
are many significant Hispanic issues before the HAAB and that he is willing to serve in more
than one organization. Ramiro Maiialich opined that there should not be a conflict for Frank
Loney to serve on the HAAB in addition to his voter registration activities. Pete Cade made a
motion to reappoint Frank Loney for another term on the HAAB and the motion was seconded
by Faye Reddick. The vote was unanimous in favor of the motion.
Chairman Rodriguez requested that Leo Cardona provide a statement to the Board regarding his
application. Mr. Cardona commented that he had recently moved and registered to vote in
Collier County. He said that he felt he owed a civic responsibility to Collier County and in
particular to make voters that are Hispanic more aware of community issues. He said that he
would be willing to donate his time and participate fully with the HAAB. He described that he is
involved in graduate studies and his background in California. He described a variety of prior
cultural experiences. Faye Reddick made a motion to recommend appointment of Leo Cardona
which was seconded by Pete Cade and Frank Loney. The vote was unanimous in favor of the
motion.
Frank Rodriguez read a letter by Mr. Bent in regard to his application for membership. Frank
pointed out that Mr. Bent had been referred to the HAAB by Father Felix A]arcon. Mr. Bent
stated that he wished to participate on the HAAB because he cares. He said he had recently
moved to Collier County. He described his background as being a Yale graduate and prior Navy
Seal. He says he has a history of prior civic involvement including the St. Matthew's House and
the Immokalee farm workers. He has been involved in the ministry with the poor of Naples. He
said he had many ideas for improvement of conditions in the Hispanic and minority community.
He particularly thought there should be a day of welcome for seasonal farm workers and there
needs to be a housing facility for the farm workers in Naples like the Pueblo Bonito which is in
Lee County.

Faye Reddick made a motion to approve a recommendation ofMr. Bent for membership on the
Hispanic Board. A second was provided by Maria Grimaldo and the vote was unanimous in
favor of the motion.
English As Official Language Resolution
Frank Rodriguez mentioned the prior letter of the Metro-Dade Hispanic Affairs Advisory Board
and a new letter which had been received from the United States Hispanic Chamber of
Commerce in opposition to the Collier County Board of County Commissioners Resolution
regarding English as the Official Language. Frank mentioned that he had drafted a resolution for
the Board of County Commissioners to approve. He said a letter of opposition to the English
language Resolution had also been prepared by the Gulf Coast Latin Chamber of Commerce.
Frank Rodriguez passed out the draft resolution which he had prepared for inclusion in the
minutes. He stated that he had met with several Commissioners about this topic and that he
expected that this draft resolution would be presented at a future Board of County
Commissioners meeting. He thought this was a great opportunity for a resolution proclaiming
the values of diversity. He stated that prior diversity initiatives of the County had not been
affective. He stated that the concept of diversity reaches across all races and nationalities and
minority groups.
Frank Loney stated that he supported the Frank Rodriguez draft resolution. He stated that he was

Dear Pastor:
I am writing this letter of introduction and recommendation
on behalf of my good friend, Mr. Chris Bent. Mr. Bent formerly
worshipped with us at St. Mary's Parish in Bridgeport, CT. He
has recently re-located to Florida and wishes to continue his
active participation in the faith life of our Church, worsh~pping
with your community.
I also am a former memeber of St. Mary's Parish; having
served their as Associate Pastor for seven years, and now
serving at St. Jude's in Monroe. In my time as Associate Pastor,
I prayed with Chris regularly, shared Youth Ministry with him
and witnessed with him as a brother in the Cursillo Apostolate.
Our parish of St. Mary's is intensely urban and predominantly
Latino. The needs of the teens especially are critical. Mr. Bent,
on the other hand, is neither Hispanic, nor teenaged, nor at-risk.
Yet, because of the depth of his faith, and his desire to love
and serve, Chris found a welcomed place in our community. He
daily gave powerful witness that God's love knows no barriers.
I know Mr. Bent to be a devoted Catholic, a committed
Christian disciple, and ardent apostle and witness, and a caring
friend. I recommend him to you and to your community without
reservation.

~':HOW OFfEN HAVE WE ALL SAID WE WERE STAKTING SOME-
tlil.ng over? That we had reached a ~oin.t in a project, activity, job. rela-
tionship, opinion or idea where our lDlual VlSlon or approach was no
longer as valid to us as when we started? Have we all not gone down
. . some road or made some decision that we would not
choose to do again?
I suspect yes.
We cannot undo the past but can prevent repeating
it by learning from it. We can begin to view things
differently, often the opposite of previous convictions
we held to so aciamantly. So. with new eyes we do it
differently. like "Starting Over."
Since graduation from college. I would follow my
Class Notes in the Yale Alumni Magazine, So many
unfamiliar names - the familiar ones I still pictured
Christopher as youth. I never went back to reunions nor did I ever
put a blurb in the qass Notes. They always spoke of
Q. Bent accomplishments, Job utles, exonc tnps. births, then
kids going to college. reurements, and of course,
now, deaths. Monetary accomplishment seemed so often' the inferred
measure... as it was back in those school days. I was always uncomfort-
able... weren't there possibly. oth~r goals? Somehow it felt like time to

Soup Kitchen in Stamford, Ct.
Here in this humble facility gather
those invisible for most of us. ...
the poor and much less fortUnate.
It is a place where what you wear.
where you go, or what you drive
is irrelevant. But here all is
revealed. One must live from
one's heart, with no trappings.
...to be accepted... and to,be able
to make a real difference. It is
one-on-one. day-to-<1ay, in the
smells and aloneness of the
unclean. that the beauty of the
individual still flourishes. There
can be laugllter and there can be
hope. But It lies outside the dic-
tates of material security. Sure, I
am lucky I finally got here. Can't
thank the Lord enough... Love to
hook up on e-mail. Godspeed
Guys."
I felt a sense of freedom after
sending this off. A different kind ;
of calm. It was as if I had made
peace with my school years. I had
allowed myself to be misled by so
many material pursuits for so
long. Now. life matters. souls mat-
ter. serving matters. I now differ-
entiate between things wanted and
things needed. ] search for oppor-
tunities to help. Life is finally lim-
itless. A new clarity provides
focus.
So I have started over. I am
revisiting the past, witnessing the
present. and visioning the furore
from a completely different per-
spective. There were opinions
now incompatible. There were so
many friends mv naivete did not
serve as well. With my faith and
conviction now, neither time nor
money will be wasted. .. Well.

The United States of America has achieved world leadership and power by developing
common ties and bonds among people of diverse nationalities and cultures, working to
reach the common goals of freedom, equality and the realization of the American dream.
One ofthe strongest bonding elements has been the use of the English language in National
and International relations, as the common language for private, public business and
official communications among its multi national, multi cultural and multi ethnic society.
The State of Florida holds a most strategic geographical location, which facilitates business
and other relationships with Countries of diverse cultures including Mexico, the Caribbean
Nations, Central America and South America, and such a favorable location has enhanced
the State's economic growth to reach a higher rate than that of the United States, to a level
that if it was an independent Nation it would be the 16th largest market in the world, and
the 5th largest economy of the Americas.
Collier County's growing diverse population reaffirms the fact that people from diverse
cultura] and ethnic backgrounds who recognize the use of English as their common
language, work together toward a common goal, and realize that their success depends
upon supporting and stimulating innovation, teamwork and sharing of information
achieved from diversity.

The Board of Collier County Commissioners values diverse backgrounds, fresh approach to
problem solving, English as a common language, and insight into the culture of all residents
and visitors, and furthermore recognizes that economic opportunities and the success of
generations to come in the ]oca1 and global market, depends upon the continuing success of
all of us advancing diversity in the public, private and corporate sectors.
The Board of County Commissioners resolves and hereby publicly announces, that it
encourages, supports, promotes and will lead a County wide "Diversity Initiative,"
throughout all County Government Agencies, Departments, appointed or volunteer Boards
of Advisors, existing or new Committees to be created in future years. Furthermore will
encourage the private sector to enthusiastically join this "Diversity Initiative," for the
mutual benefit of Collier County existing and new residents, visitors and foreign business
entrepreneurs who will be welcomed to their new "Home," in Collier County.

Second Annual Columbus Day Parade
October 9,1999 10:00 AM
The St. Elizabeth Seton, Council 4357, Knights of Columbus is sponsoring the Sec-
ond Annual Columbus Day Parade in Golden Gate. The parade will begin at St. Elizabeth
Seton School 52nd Terrace SW , and proceed along Coronado Blvd. to the Golden Gate
Community Center. A wreath will be placed at a temporary bust of Christopher Columbus
at the Community Center. The participants include: The Knights ofCo]umbus Color Corps,
The Golden Gate VFW Ritua] Team, Rona]d McDonald, The County Fiver Cloggers, The
Boy Scouts, The Girl Scouts, Students from St. Elizabeth Seton School, and any others
that would like to join us.
This year we hope to have High School bands join us as well as the rest of the Vet-
erans Organizations in Collier County. We are pursuing fund raising avenues to place a per-
manent Statue of Christopher Columbus at the Community Center.
We welcome all who would like to be a part of this tradition. ]fyou would like to
