SHERIFF'S OFFICE:
Some Sheriffs Deputies involved are lead by, or encouraged by the uncaring attitude of
Sheriff Don Hunter. NOW, WE HAVE THE PROOF! See the VALDES PROBE.
During THE VALDES PROBE, we found
that for the period of JANUARY 1, 1991
through MARCH 1, 1993, (a 26 month pe-
riod), of 152 files reviewed, 56 files are from
administrative investigations, or complaints
with no signatures, or other complaints not
substantiated for the purpose of this probe,
such as investigations of the use offireanns for
C,C.S.O's employees, etc.
Ninety-six (96) complaints were filed by citi-
zens of Collier County, or transients going
through Collier County, The majority of these
complaints were filed by minorities. It is pos-
sible that the largest percentage of persons
suffering from police brutality or misconduct
are Hispanics, but many of these Hispanics
choose not to complain because they are mi-
grant workers and fear for their security or
their status in this country. Other Hispanics
who choose to make complaints are not taken
seriously by the Internal Affairs Unit of the
Collier County Sheriffs Department. These
complaints by Hispanics are sometimes never
filed, or the witnesses complainants offer are
never contacted by Internal Afi'airs,

Hispanic man releases
report critical of sheriff
Valdes claims department targets minorities

Saying that "minorities are suffering
from the Collier County Sheriff's Office," a
local Hispanic rights advocate has released
a report showing that minorities and women
are responsibie for more than two-thirds of
complaints filed against county law offi-
cers.
Victor Valdes, a vocal critic of the cur-
rent sheriff and his predecessor, said he re-
searched 152 files in the sheriff's internal
affairs department and found 96 citizens'
complaints. The remaining 56 were depart-
mental investigations. '
The complaints were filed between Jan-
uary 1, 1991 and March 1, 1993.
Of the 96 citizens' complaints, 34 were
filed by women, 20 by blacks and 13 by His-
panics, he said.
Collier County commissioners agreed to
provide about $350 to help pay for the re-
search.
Valdes speculated that Hispanics suffer
the most from unfair treatment by police
Files
but don't file complaints because they are
usually migrant workers who are fearful
their status in this country would be jeopar-
dized. '
He also accused internal affairs officers
of ignoring, harassing or not fully respon-
ding to Hispanic complaints.
Sgt. Ben Crain, of the sheriff's internal
affairs unit, disputed Valdes' allegations of
bias"
"No sir, absolutely not," he said. "We
have Hispanic officers on the force...(and)
our diversity training goes beyond what's
mandated by state statute."
Crain noted that the files reviewed by
Valdes are by law open to the public.
Valdes said he will take his findings to
Greg Smith, of the governor's legal depart-
ment, as part of an" agreement reached
when Valdes took his concerns to Tallahas-
see-earlier this year' in what he calred'a'
"march of justice."
If he is not Satisfied with the outcome,
Valdes said he' will undertake a second

march on the anniversary of the fll"sL He said he'll
walk from Naples to Miami to Washington, D.C. be-
ginning on Feb. 16.
Smith, through a spokeswoman, said he did not re-
call Valdes or any agreement between the two.
In his report, Valdes listed about a dozen deputies
with three or more complaints filed against them.
Crain said deputies are sometimes listed as wit-
nesses on a complaint and questioned whether Valdes
differentiated between deputies named as targets of
a complaint and those listed as witnesses.
Valdes claimed" he has been"a victim of pOlice ha-
rassment, listing in his report four such incidents.

Hispanic newspaper editor Victor
Valdes said he was kidnapped at gunpoint
by two men Thursday night at the Collier
County Government Center in East
Naples.
According to Valdes - an outspoken
critic of the Collier County Sheriffs Office
-he was abducted' as he was going to
report to the Hispanic Affairs Advisory
Board the results of his inquiry into com-
plaints of police harassment and brutality
at the sheriffs office.
"We are investigating this case just as
we would investigate any other reported
felony," said sheriffs Lt Mike Ryan, who
is in charge of violent crime investigations.
Ryan said agents from the State Attor-
ney's Office are assisting the sheriff's of-
fice in the investigation.

Some Sheriff's Deputies involved are lead by, or encouraged by the uncaring attitude of

During THE VALDES PROBE, we found
that for the period of JANUARY I, 1991
through MARCH 1,1993, (a 26 month pe-
riod), of 152 files reviewed, 56 files are from
administrative investigations, or complaints
with no signatures, or other complaints not
substantiated for the purpose of this probe,
such as investigations of the use offireaffils for
C.C.s.O's employees, etc.
Ninety-six (96) complaints were filed by citi-
zens of Collier County, or transients going
through Collier County. The majority of these
complaints were filed by minorities. It is pos-
sible that the largest percentage of persons
suffering from police brutality or misconduct
are Hispanics, but many of these Hispanics
choose not to complain because they are mi-
grant workers and fear for their security or
their status in this country, Other Hispanics
who choose to make complaims are not taken
seriously by the Internal Affairs Unit of the
Collier County Sheriff's Department. These
complaints by Hispanics are sometimes never
filed, or the witnesses complainants offer are
never contacted by Internal Afi'airs.

Saying that "minorities are sullering
from the Collier County Sherill's Office," a
local Hispanic rights advocate has released
a report showing that minorities and women
are responsible for more than two-thirds of
complaints filed against county law olli-
cers.
Victor Valdes, a vocal critic of the cur-
rent sheriff and his predecessor, said he re-
searched 152 files in the sheriff's internal
allairs department and found 96 citizens'
complaints. The remaining 56 were depart-
mental investigations. '
The complaints were filed between Jan-
uary 1, 1991 and March 1, 1993.
Of the 96 citizens' complaints, 34 were
filed by women, 20 by blacks and 13 by His-
panics, he said.
Collier County commissioners agreed to
provide about $350 to help pay for the re-
search.

ding to Hispanic complaints.
Sgt. Ben Crain, of the sheriff's internal
allairs unit, disputed Valdes' allegations of
bias. "
"No sir, absolutely not," he said. "We
have Hispanic officers on the force...(and)
our diversity training goes beyond what's
mandated by state statute."
Crain noted that the files reviewed by
Valdes are by law open to the public.
Valdes said he will take his findings to
Greg Smith, of the governor's legal depart-
ment, as part of an agreement reached
when Valdes took his concerns to Tallahas-

call Valdes or any agreement between the two.
In his report, Valdes listed about a dozen deputies
with three or more complaints filed against them.
Crain said deputies are sometimes listed as wit-
nesses on a complaint and questioned whether Valdes
differentiated between deputies named as targets of
a complaint and those listed as witnesses. ,

Valdes said he was kidnapped at gunpoint
by two men Thursday night at the Collier
County Government Center in East
Naples.
According to Valdes - an outspoken
critic of the Collier County Sheriff's Office
-he was. abducted as he was going to "
report to the Hispanic Affairs Advisory
Board the results of his inquiry into com-
plaints of police harassment and brutality
at the sheriff's office.
"We are investigating this case just as
we would investigate any other reported
felony," said sheriff's Lt Mike Ryan, who
is in charge of violent crime investigations.
Ryan said agents from the State Attor-
ney's Office are assisting the sheriff's of-
fice in the investigation.

Attached please find the approved minutes for the April II, 1996 special meeting with
Naples Community Hospital and the April 25, 1996 regular HAAB meeting, both of which were
approved at the October 2, 1996 Hispanic Affairs Advisory Board meeting.
With regard to minutes from prior HAAB meetings, please be advised as follows: at the
March 28 meeting held in Immokalee, there was no quorum and thus no official meeting or
formal minutes. However, due to the community turnout, we went ahead with an informal
discussion and I have written notes on same. The May 1996 meeting was canceled by Frank
Rodriguez due to the Memorial Day holiday and a short agenda. There was no quorum at the
June 20 and the July 25 meetings and thus no official meeting or formal minutes, It was decided
by Chairman Frank Rodriguez that due to the "quorum problem" and my busy schedule at that
time that no meetings should be scheduled until September when all the members would be back
from their summer vacations. However, the September 26 meeting was postponed until October
2, pushing the October meeting into November - November 7th to be exact.

I spoke with Mr. Laso this afternoon around 4:00 PM to inquire the reason for his
absence at the Hispanic Affairs Advisory Board monthly meeting on Wednesday, October 2,
1996. (He telephoned to say he could not make it). Mr. Laso told me he works at night and that
he had arranged with his employer to be off last week for the meeting that was to be held on
September 26th but had been canceled.
Mr. Laso said that he hopes to have this matter/conflict resolved before the next HAAB
meeting.

Re: Policy on Use of Foreign Languages at Naples Community Hospital
Dear Ladies and Gentlemen:
On behalf of the Hispanic Affairs Advisory Board, I wish to take this opportunity to thank
you and your executive management representatives who participated in our meeting on April II,
1996 in the Telford Center. We consider the meeting was of benefit for everyone concerned. We
apologize however due to scheduling conflicts the Board was not able to meet until Wednesday,
October 2, 1996 to take action on this issue.
During the Hispanic Affairs Advisory Board meeting on April 25, 1996, the Board voted as
to what would be the next step to take regarding the subject issue. After giving consideration to
verbal statements made by members of the audience at the subject meeting (including NCH
employees), during the meeting of April 11th, it was the opinion of the Hispanic Affairs Advisory
Board that a clarification of the official position of NCH regarding a language policy would be in
order. During the meeting of the 11th, it was evident to the Hispanic Board that employees and
non-employees of NCH received instructions restricting or prohibiting the use of their native
language (Spanish). On the other hand, it is also evident that occasionally bilingual employees are
asked to "interpret", to communicate in Spanish between doctors or other medical personnel and
Spanish patients. Consequently, the Hispanic Board voted and by this letter requests from you a
written statement that will indicate:
A. If among your administrative, management or hiring policies there is or has been in
existence a written language restriction policy, please make a copy available to the Hispanic Board
for reference and records.
B. If there has never been a written or unwritten policy restricting the use of foreign
languages at NCH, it is the request of the Hispanic Board that you create a written policy
clarifying for all concerned that there is no foreign language usage restriction policy at NCH.
C. Please indicate if NCH has determined that there is an increasing need for
bilingual medically qualified personnel to better serve the growing Spanish cqrnmunity in Collier
County.
D. The Hispanic Board respectfully requests that you provide them a list of your
qualified interpreters which are used in Naples Community Hospital. In addition, please provide
a roster of the actual interpreters used during a recent one month period at NCH.
We would appreciate your prompt reply.
Thank you for your attention to this matter and your willingness to discuss these jssues.
