CQunty helps fund probe of minorities' complaints .against Sheriff's Office By CHARITA HOUSTON Staff Wnter VictDr Valdes., a leader in the Hispanic community and publisher of a biweekly Spanish-language newspajler, wan~ tD re- view Collier County Shenff OffIce s com- plaint liles tD see how many are from Hispanic, black and other llllnonty resI- dents. , But he told Collier County CommisslOn- ers that he can't afford tD pay for the re- view, and they agreed 3-2 tD help fund the' search. Valdes believes that a review of the 152 complaints filed against deputies will sho~ that they are rude and abUSive to nunon- ties. If that's the case, Valdes will send his findings tD Gov, Lawton Chiles and Attorney General Bob Bulterworth, in hopes that they will take action against the Sheriff's Office. The complaint files are sworn statements made by citizens reporting un- fair treatment by deputies. The signed statements include the name of the person making the complaint, the date of the inci- dent, the deputy's name, if it is known, and a description of the incident. . Valdes will get a chance tD review the files at no Cust to himself. Around ;350 of taxpayers' money will be used to cover the cost of "an individual citizen's search." The cost of copying each document is 15 cents. per copy and an extra 5 cents is added for double-sided copies. Also included In the charge would be the cost of supervision by one of the county's two investigators at Sl4.84 per hour. Earlier this week, the Collier CoWlty Commissioners voted tD pay for the supervi- sion of Valdes' investigation, giving him a , 24-hour time limit. Minority As soon as Valdes gets Iile coWlty money and the g<>-ahead from the Sheriff's Office, he will begin his probe into Iile complaints filed by oliler citizens. Valdes wants tD review '152 files that were opened by an internal inves!igation de- partment at the Sheriff's Office from Jan. I, 1991, through March 1, 1993. The department is a unit of the Sh0riff's Office that investigates complaints against members of the agency. A letter from Sheriff Don Hunter's of- fice tD Valdes says that of the 152 files, there were 13 harassment complaints and 41 misuse-of-Iorce complaints filed against sheriff's deputies. It is the other 98 files not mentioned that Valdes is concerned about, but HWlter said those complaints could be anything from rude behavior to something more serious. There aren't any figures on the number of complaints the Sheriff's Office has re- ceived on police brutality, Hunter said. In addition to police brutality, Valdes hopes tD find the names of officers involved in the complaints and the outcome of the in- vestigations. If any complaints were ruled valid, Valdes wants to find out what kind 01 action HWlter took against Iile deputies. Now Iilat Valdes has the' fWlding to search the liles, HWlter said, "I don't think he'll find what he's looking for." See the VALDES PROBE, During THE VALDES PROBE, we found that for the period of JANUARY 1, 1991 through MARCH 1, 1993, (a 26 month pe- riod), of 152 files reviewed, 56 files are from administrative investigations, or complaints with no signatures, or other complaints not substantiated for the purpose of this probe, such as investigations of the use offirearms for c.C.S,O's employees, etc. Ninety-six (96) complaints were filed by citi- zens of Collier County, or transients going through Collier County, The majority of these complaints were filed by minorities. It is pos- sible that the largest percentage of persons suffering from police brutalit) or misconduct are Hispanics, but many of these Hispanics choose not to complain because they are mi- grant workers and fear for their security or their status in this country. Other Hispanics who choose to make complaims are not taken seriously by the Internal Affairs Unit of the Collier County Sheriff's Department. These complaints by Hispanics are sometimes never filed, or the witnesses complainants offer are never contacted, by Internal Affairs, .' - , - , .. By MICHAEL RINKER Staff Writer Saying that "minorities are suffering from the Collier County Sheriff's Office:' a local Hispanic rights advocate has released a report showing that minorities and women are responsible for more than two-thirds of complaints filed against county law offi- cers. Victor Valdes, a vocal critic of the cur- rent sheriff and his predecessor, said he re- searched 152 files in the sheriff's internal affairs department and found 96 citizens' complaints. Of the 96 citizens' complaints, 34 were filed by women, 20 by blacks and 13 by His- panics, he said. Collier County commissioners agreed to provide about $350 to be1p pay for the re- search. Attention: Mr. William Crone, President Re: Policy on Use of Foreign Languages at Naples Community Hospital Dear Ladies and Gentlemen: On behalf of the Hispanic Affairs Advisory Board, I wish to take this opportunity to thank you and your executive management representatives who participated in our meeting on April II, 1996 in the Telford Center. We consider the meeting was of benefit for everyone concerned. We apologize however due to scheduling conflicts the Board was not able to meet until Wednesday, October 2, 1996 to take action on this issue. During the Hispanic Affairs Advisory Board meeting on April 25, 1996, the Board voted as to what would be the next step to take regarding the subject issue. After giving consideration to verbal statements made by members of the audience at the subject meeting (including NCH employees), during the meeting of April 11th, it was the opinion of the Hispanic Affairs Advisory Board that a clarification of the official position of NCH regarding a language policy would be in order. During the meeting of the lIth, it was evident to the Hispanic Board that employees and non-employees of NCH received instructions restricting or prohibiting the use of their native language (Spanish). On the other hand, it is also evident that occasionally bilingual employees are asked to "interpret", to communicate in Spanish between doctors or other medical personnel and Spanish patients. Consequently, the Hispanic Board voted and by this letter requests from you a written statement that will indicate: A. If among your administrative, management or hiring policies there is or has been in existence a written language restriction policy, please make a copy available to the Hispanic Board for reference and records. . If there has never been a written or unwritten policy restricting the use of foreign languages at NCH, it is the request of the Hispanic Board that you create a written policy clarifying for all concerned that there is no foreign language usage restriction policy at NCH. C. Please indicate if NCH has determined that there is an increasing need for bilingual medically qualified personnel to better serve the growing Spanish cqmmunity in Collier County. D. The Hispanic Board respectfully requests that you provide them a list of your qualified interpreters which are used in Naples Community Hospital. In addition, please provide a roster of the actual interpreters used during a recent one month period at NCH. We would appreciate your prompt reply.
