While convened in regular session on April 16, 1996, lhe Board of County Commissioners voted to
appoint you as a regular member on lhe above-referenced advisory committee. Your appointment
will expire on June 25, 1999, or at such time as lhe Board re-appoints you or appoints your successor.
As wilh any advisory group, lhe primary purpose is to assist and advise the Board of County
Commissioners. By law, however, lhe ultimate decisions rest wilh lhe Commission. At times, lhe
Commission's decisions may not reflect lhe recommendation oflhe advisory group because many
facts must be taken into consideration.
By copy of this letter, we are requesting Ramiro Manalich to provide you wilh any additional
information you will need as a member of this committee.

Dear Sirs:
During the H.A.A.B. public meeting of March 27, 1996 in Immokalee
I was accused by Sheriff Deputy Tom Kostner. The Sheriff Deputy,
while representing Collier County Sheriff Don Hunter in that public
meeting, claims that I accused him of kidnapping me on November
of 1993. I was called a liar by Mr. Tom Kostner because, according
to him, I had accused him without reason or proof of being my
abductor. I had made allegations in the H.A.A.B. meeting with
regards to pOlice brutality charges found in his file.and I want
to present the evidences that I found during the Valdes Probe.
I hereby request the H.A.A.B. to include in it's agenda to submit
all the evidences available as to what I said in that March 27,
1996 Board meeting so. that I may have the opportunity to clear my
name. This concerns me greatly as the accusations were made in a
public meeting wherein over forty (40) people were present.
I also agree that Deputy Sheriff Tom Kostner be present at the
next meeting so that he may have the right to refute these
allegations as well as 1.

Dear Board Membersl
On the Minutes of the H.A.A.B. meeting of January 31, 1996, there
appeared statements about my p~rticipation in same. Allow me first
to say that, it is my opinion, that this misunderstanding was only
due to my strong accent in the English language and not in any way,
shape or form, a bad intention on behalf of anyone on the Board.
Secondly, 1 want to bring forth a few mistakes in the minutes over
the statement made. They are as followl
The minutes readl "He clearly stated that he won the same thirty
(30) cases that he presented to the H.A.A.B. and the Collier County
Commissioners against the Sheriff's office by taking those cases to
Federal Court." Several cases were brought to the H.A,A.B. and to
the Collier County's Board of Commissioners. No solutions or
remedies wee ever found for the problems of tha community.
The case of M. ROdriguez vs. Collier County Government wa. filed by
Mr. ROdriguez hilMelf and wa. settled before trial. 1 took an
active roll in this case as activist, but I did not represent Hr.
Rodriguez, 1 am not an attorney, Other cas.s, like the case of
the Gomez brothers, and others, were brought to the H.A.A.B. and
nothing was ever done.

with the staIn of discrimination were brought to the attention of
the Collier County Board of Commissioners and, at our request, the
Commissioners gave them to the owners of Six L. I repre:sented
those people as community :speaker, not as an attorney. I am not-an
attorney. There are more examples, but they are too many for thIs
letter.
I want this letter, along with a newspaper Clippinq of an article
about one of the cases mentioned herein to be part of the H.A.A.B.
records.

The Collier County Board of Commissioners is seeking applications for positions on two advisory
committees.
The Contractors Licensing Board has 3 terms expiring on June 30, 1996, in lhe category of Specialty
Contractor, Residential Contractor, and Air Conditioning. This 9 member board determines lhe
qualifications of applicants for lhe various categories oflhe Contractors' Certificates of Competency.
They also hold hearings to determine iflhe holder of a certificate of competency of any contractor,
master or journeyman should be disciplined. A minimum of 2 members shall reside within lhe
corporate city limits of Naples or shall be recommended to lhe Board of County Commissioners by
lhe Naples City Council. Members are required to file a Form 1 Statement of Financial Interests each
year wilh lhe Supervisor of Elections. Terms are 3 years.
The Hispanic Affairs Advisory Committee has 2 vacancies due to resignations, wilh terms expiring
on June 25, 1997. This 9 member board identifies and evaluates problems unique to lhe Hispanic
Community, reviews and recommends ways to ensure open communication between lhe minorities
and Collier County Government and provides periodic reports to lhe Board of County
Commissioners. Terms are 4 years.
The Board of County Commissioners is now seeking applicants for a newly established 5 member
Utility Aulhority to regulate utility rates and related matters regarding private or investor owned
water and wastewater utilities in unincorporated Collier County. Three members shall be technical in
nature, wilh expertise in engineering, finance and/or business administration. The remaining 2
members shall be appointed on lhe basis of individual civic pride, integrity, and experience in any
area of regulation. Members are required to file a Form 1 Statement of Financial Interests each year
wilh lhe Supervisor of Elections. After initial staggered terms, lhe terms will be 4 years.
Members oflhe advisory committees must be residents and electors of Collier County. Residents
interested in applying for lhe advisory committee positions are requested to submit a letter and brief
resume to lhe attention of Mrs. Sue Filson, Administrative Assistant, Board of County
Commissioners, 3301 Tarniami Trail East, Naples, Florida 33962. The deadline for acceptance of
resumes is MAY 10, 1996. 1.0
