PRESENT:

The meeting of the Hispanic Affairs Advisory Board convened at
7: 00 p.m. There was no quorum for the meeting. As a result,
only informal discussion was held with no votes or official
decisions of any type being made. This discussion occurred while
the members waited to see if the missing member would appear.
The Board informally discussed the resume of Hispanic Affairs
Board applicant Eva Delashmet. The Board also discussed the
following topics:
1) A Hispanic Heritage Celebration;
2) The Board reviewed the September 7, 1995, minutes;
3)
The Board members reviewed a letter from Black
Advisory Board Chairman Henry Tribble dated October
and addressed to Commissioner Bettye J. Matthews;

4) The Board members reviewed the minutes of the Brown Bag Lunch
meeting of the Hispanic Board members at the Board of County
Commissioners which was held on June 6, 1995.
Mr. victor Valdes, edi tor of Las Naciones newspaper, commented
regarding the history of the Hispanic Board, its limitations
which were imposed by the Board of County Commissioners, the lack
of accomplishments of the Board except for maybe the Hispanic
Hotline, and the need to define and implement the Hispanic
Board's mission to address community problems, including law
enforcement and other community issues.
Board members discussed how to best work for the benefit of the
community despite and within the limits of their founding

ordinance.
The Board members stressed being prepared for the next meeting
where, hopefully with a quorum present, the items on this agenda
could be formally discussed and decisions made. It was requested
that Liaison Ramiro Mafialich provide information to the Board at
the next meeting regarding accessing recordings on the Hispanic
Hotline. It was decided that the next meeting would occur on
November 9, 1995, at 7:00 p.m. at the government center.
since there was no quorum, it was the consensus of those present
that Liaison Mafialich should report to the Board office that the
Hispanic Board applicant should be considered by the Board of
County Commissioners without recommendation of the Hispanic
Board.
It was also mentioned that there was a need for Hispanic
participation in the FOCUS group deliberations.
The meeting adjourned at approximately 8:30 p.m.
