Dear Mr. Fiedler,
This is to confirm our invitation for your participation as a
panelist at the subject Public Forum in Naples, tentatively
scheduled for wednesday June 21st., 1995 at 6:30 PM in the County
Commission Board Room. For your perusal, I'm enclosing copies of
the press release that was circulated throughout the local media,
to bring awareness into the community about the forum.
The main reason for the coordination of this event, is to
bring factual information to enlighten and educate public opinion
in Collier County, regarding issues arising from the ongoing Cuban
crisis, the U.S. Immigration policy, and the effect or impact to
the local community and South West Florida. This is the outcome of
a joint effort by the Hispanic Affairs Advisory Board (appointed by
the County Commission); and the Latin American Business and
Professional Association, Inc. (a non-profit organization).
As community leaders, our most serious concern is the
diversity of misconceptions and misuderstandings permeating the
community at large, which is not working in the best interest of
Collier County residents. Our resident Latin American Community,
has grown since the 1990 census, to approximately 20% of the total
population. Our estimates indicate that annually, we generate over
$150,000,000.00 into the local economy. Most of us follow the
Herald's news and your column, regarding issues with Cuba and other
Latin American countries.
We will be honored having you on the panel of the First Public
Forum sponsored by our community, and also a first in Collier
County. Thank you in advance for your positive response.

This is to advise you that on June 14, 1995, at 6:30 p.m. in the
Board Meeting Room, the Cuban Issues Forum to be held on June 2l,
1995, will be discussed. We ask that you all attend this very
important meeting so we will be assured a quorum is present to
vote on items requiring action.
A meeting had been held on June 7 to discuss this same issue,
however, a quorum was not present so the Board was unable to
finalize any plans for this very important meeting.
We look forward to seeing everyone Wednesday evening.

EXECUTIVE SUMMARY
RECOMMENDATION THAT THE BOARD OF COUNTY COMMISSIONERS APPROVE THE
HISPANIC AFFAIRS ADVISORY BOARD PROPOSAL TO HOLD A PUBLIC FORUM
ON WEDNESDAY, JUNE 21, 1995, AT 6:30 P.M. IN THE COLLIER COUNTY
BOARD MEETING ROOM.
OBJECTIVE: That the Board of County Commissioners approve a
forum to be jointly sponsored by the Hispanic Affairs Advisory
Board and the Latin-American Business and Professional
Association regarding the Cuban immigration crisis and its
effects on Collier county.
CONSIDERATIONS: Collier county Ordinance No. 91-37, as amended,
provides, at section 7, as follows:
SECTION SEVEN.
Functions. Powers and Duties of the Board.
The functions, powers and duties of the Board shall be as
follows:
A. The Board shall identify and evaluate problems
unique to the Hispanic community.
B. The Board shall review and recommend ways to
open communication between minorities and Collier
government to help promote and foster
understanding by Collier county of the problems

Board, said Board voted in favor of hosting a public forum in
regard to the effects on Collier county of the Cuban immigration
crisis. The Board members recognized, in their discussion, that
this matter concerns United States immigration policy and
international relations, but the Board believed that aspects of
the problem also fall within section 7 of Ordinance No. 91-37
insofar as the issues relate to Collier County and its Hispanic
community.
If the Board of County Commissioners approves .th:i,s request, a
forum will take place jointly sponsored by the Hispanic Affairs
Advisory Board and the Latin-American Business and Professional
Association to inform the public regarding issues that may affect
Collier county as a result of the Cuban crisis, the U.S.
immigration policy regarding Cuba and any Cuban refugees that may
eventually reside in Collier County. It is the intention of the
Hispanic Board to inform and educate the Hispanic community and
the County at large about the Cuban crisis and its local effects.
Toward that end, the Hispanic Board proposes inviting leaders of
the Cuban-American National Foundation, representatives from
local and out of County media, and possibly representatives from
the U.S. Immigration Service to participate in this event.
FISCAL IMPACT: None.
GROWTH IMPACT: None.
RECOMMENDATION: That the Board of County commissioners find that
the proposed forum on the Cuban crisis is within the mandate of
the Hispanic board pursuant to section 7 of Ordinance No. 9l-37,
as amended, and approve the Hispanic Affairs Advisory Board
jointly hosting the forum in cooperation with the Latin-American
Business and Professional Association.

Due to business time contraints it is without pleasure that I must tender my resignation from the
Hispanic Affairs Advisory Board. This will allow another dedicated member from our county to
continue the thrust forward to a Positive Hispanic Development in Collier County; of which has
been initiated by past and current members.
During the last year I have come to known that a board indeed exist for the protection of ;
acknowledgement of; and awareness of the many unique needs that hispanics in Collier County
share.
I thank the Collier County Commissioners and the members of the Hispanic Affairs Advisory
