At the June 22, 1994, Hispanic Affairs Advisory Board meeting,
the Board voted to recommend to the Board of County Commissioners
that they approve the application of Mr. David Correa for
membership on the Hispanic Affairs Advisory Board. Please follow
the usual procedure so that this matter is brought to the Board
of County commissioners for their review and consideration.

SUBJECT: Hispanic Affairs Advisory Board Membership
On June 22, 1994 at 6:00 PM, the Hispanic Board met to
review resumes and interview two (2) individuals that responded
to the request for volunteers to serve on the Hispanic Affairs
Advisory Board. Another individual, Yvette Saco, requested
that her name be withdrawn from consideration (letter
attached).
The result of the meeting was that the Board voted
unanimously to recommend the appointment of Agnes Vega-Bocock
and Celestino (Angel) Gutierrez to the Hispanic Affairs
Advisory Board.
Thank you for you attention to this memorandum and for
your cooperation and assistance in all Hispanic Board matters.

RE: HUMAN RIGHTS COMMISSION PROPOSAL
This is to share with you my thoughts, perceptions, and present
intentions relative to the creation of a Human Rights Commission
(HRC) by the Board of County Commissioners (BCC).
I. We have spent three (3) years diligently working with the
BCC regarding this endeavor. While our efforts have not
been perfect, I believe they have built a substantial case
for the creation of a HRC, and you all are to be commended
for your roles.
Collier County Goverment is totally void of experts in the
field of equal opportunity and anti-discrimination. Even
the Office of the County Attorney utilizes outside resources
in this area. Despite this total void, three (3) members of
the BCC totally ignored the information, data and recommen-
dations that we gave them, as well as the informed advice
that was given by three (3) State and local government
experts who testified before them and answered their
questions on the subject.
II. It is my perception that the three (3) opposing Commission-
ers are flexing their "conservative" prowess on the backs of
minorities whom they consider to be helpless, and because
they do not believe the support of the White community is
serious. Additionally, in light of the Proposal endorse-
ments by many of the most respected organizations of Women,
and the recent "Clark" decision, there are strong indica-
tions that they do not respect, and disregard the concerns
and power of Collier County Women and their organizations.
Moral principles of justice and equity, as well as
"prospective" legal liabilities have failed to be
persuasive. It appears now that actual political power is
the only vehicle that will produce immediate success. The
possible determination of actual legal liabilities will be
time consuming and costly. Therefore, the creation of a
HRC is now in the hands of the White community that has the
required political power, if it is sufficiently inclined to
exert it for this cause. It will require individuals and
organizations to make it clear that they not only support,
but will not be satisfied without the creation of a HRC -as
it has been proposed. Anything less than what has been
proposed will be a farce and incapable of even beginning to
effectively address the level of problems in Collier County.
Citizens may bring any matter before the BCC by submitting a
written request to the County Manager at least thirteen (13)
days prior to a Board meeting. Such matters will be heard
under the "Public Petitions" agenda item for that meeting.
Also, at any time, you may request any of the three (3)
opposing Commissioners to bring the matter back to the full
BCC.
III. I intend to expend my primary efforts working with organi-
zations that are capable, and willing, to take immediate
steps to enhance equal opportunity in Collier County. It is
obvious that the BCC does not respect the recommendations of
BAAB and HAAB. Therefore, if there is not the necessary
strong support of the Proposal from the White community in
the next sixty (60) days, I see no positive benefits
deriving from the existence of the Black Affairs Advisory
Board. In that event, I will resign from BAAB. I will,
however, continue efforts with organizations that have
already indicated a willingness to take actions that are
geared to obtain positive change in Collier County. I will
also work with others that make such commitments in the
future.
Lastly, BAAB and HAAB have initiated and sustained this movement
over the past several years. As may be expected, our communities
are disproportionately the victims of discrimination. However,
the EEOC complaint data in my last memo seems to clearly indicate
that numerically the maiority of victims are White. During the
1960s many Whites joined the fray to fight discrimination against
Blacks, Hispanics and other racial and ethnic minorities. You
are asked today, in 1994, to take the leadership role to fight
for equal opportunity in Collier County for yourselves, as well
as ethnic and racial minorities. Should you do so, I and others
in the minority communities will be there with you. I pray that
the numerous comments which I have received, against the votes
and attitudes of the three (3) opposing Commissioners, will be
followed by meaningful actions towards positive changes.
