The joint meeting of the Black and Hispanic Affairs Advisory Boards
commenced at approximately 6:45 P.M.
I. Approval of Minutes
The meeting Minutes of the January 5 and January 26, 1994 joint
meetings of BAAB and HAAB were approved as prepared.
II. Annual Review of Boards
Both boards reviewed the information that will be submitted to the
County Manager's office regarding the annual review of advisory
boards.

III. Discussion of HRC and Need for BAAB and HAAB
Anna Rodriguez advised the members of her conversations with three
of the Board of County Commissioners regarding the need for BAAB
and HAAB if the Human Rights Commission (HRC) is established. The
feedback she received from Commissioners was that both advisory
boards would be maintained to deal with issues that would not be
addressed by the HRC.
Discussion focused on BAAB and HAAB members applying for the staff
positions and/or to be on the HRC. It was the consensus of both
Boards to not have members applying for the paid positions. BAAB
and HAAB members may apply to be on the HRC if they are
interested.
IV. Discriminatorv Matters
willie Brice reported that a lounge in the Golden Gate area was
not allowing blacks to enter the establishment. Mr. Brice stated
he had a Sheriff's Office report validating this practice. Mr.
Brice will provide the staff liaison with this information which
will be distributed to HAAB and BAAB members and possibly included
as part of the proposal. Discussion focused on other discrimina-
tory matters occurring with students in middle and high schools.
V. Preparation for Board Presentation
The meeting attendees agreed upon the following items relating to
the Board presentation:
a) At the next joint meeting, members will view the tape of the
BCC meeting in 1992 when the DEO proposal was submitted to
the Board of County Commissioners.
b) A proposal summary will be prepared at the next meeting for
distribution to community groups and business organizations
to gain their support and endorsement.
c) BAAB and HAAB members will identify appropriate groups,
organizations and businesses to contact for support and
endorsement to ensure a broad representation of the
community's population.
d) A video presentation will be prepared to assist in educating
the community and/or BCC on the proposal. Anna Rodriguez
will contact colony Cablevision to request their assistance
in this matter.
e) The local media will be contacted for their support and
marketing of the proposal.

These items will be addressed at the next joint meeting of the Black
... and Hispanic Advisory Boards on February 23, 1994 at 6:30 P.M.
The meeting adjourned at approximately 8:30 P.M.
