CHAIRMAN'S REPORT
Chairman Melinda Riddle reported that the Board of County
commissioners had deferred a vote regarding consolidation of
the Hispanic and Black Affairs Advisory Boards into a single
minority affairs board. It was also reported that the Board of
County Commissioners refused a request by Mr. Henry Tribble
from the Black Affairs Advisory Board to schedule a workshop on
the Department of Equal Opportunity proposal.
The Chairman mentioned that the Hispanic Affairs Advisory Board
may want to consider future Immokalee meetings with members of
the Board of county Commissioners and that community
organizations are still contacting the Chairman regarding
Hispanic issues.

members of the Hispanic Board had concern with regard to the
reference to a "beach access issue" within the petition as
taking the focus away from the creation of the Department of
Equal Opportunity. There was also discussion regarding the
roles of the "Human Rights commission" vs. "Department of Equal
Opportunity." specifically, members were concerned that the
Human Rights commission would end up as the functional
equivalent of a consolidated minority affairs board that would
lead to less effectiveness for the Black and Hispanic Affairs
Boards. There was also the problem mentioned of such a
structure being perceived as more government bureaucracy as
opposed to being merely an extension of the present
governmental structure.
Don Price made a motion, seconded by Ana Rodriquez and passed
unanimously, to support the Department of Equal Opportunity
concept. Another motion was made by Ana Rodriquez, seconded by
Yolanda Dustin and passed unanimously to confer at the June 8
meeting of the Black Affairs Advisory Board regarding the
proposed Human Rights Commission/Department of Equal
Opportunity proposal. There would also be discussion regarding
the content of any petition in support of said proposal.
COMPREHENSIVE REPORT DISCUSSION
The members discussed the status of each of their portions of
the comprehensive report to be furnished to the Board of county
commissioners regarding different aspects of government and
Hispanic life in Collier County.. Don Price indicated that he
has been able to obtain information regarding the City of
Naples Police Department and its percentages of minority hiring
and policies. He reported that were no statistics on
percentages of minority arrests. It was decided that Margie,
Don and Ana would consolidate police agency information for the
report.
Staff Liaison Ramiro Manalich and Melinda Riddle would assist
the members in incorporating the respective portions of their
reports into a word processing or computer system.
NEXT MEETING AND AGENDA
It was decided that the next meeting of the Hispanic Affairs
Advisory Board would be held on June 25, 1993, at 6:30 p.m. at
the Board of county commissioners' meeting room on the 3rd
Floor of Building "F" at the Collier County Government Center
in Naples, Florida. The members preferred to defer any
invi tat ion to guests such as Mr. Packwood (from the Federal
system) as well as any decisions regarding an internal policy
regarding absences and vacancies until after the comprehensive
report and Department of Equal Opportunities proposal matters
have been addressed. It was decided that at the next meeting

two sets of minutes would be approved, there would be an
election of a chairman and vice chairman and the comprehensive
report preparation would continue.
The meeting was adjourned at approximately 9:15 p.m.
