The Golden Gate Parkway Beautification Advisory Committee has a vacancy due to a resignation representing Precinct #624 (old #120). The appointment would be to fulfill the remainder of the vacant term and will expire on October 6, 1994. This 5 member committee assists the Board of County Commissioners in handling the matters pertaining to the taxing district which was formed for the purpose of beautification and maintenance of Golden Gate Parkway between Santa Barbara and C.R. 951. Terms are 4 years. The Hispanic Affairs Advisory Committee has 2 vacancies due to resignations. This 9 member board identifies and evaluates problems unique to the Hispanic community, reviews and recommends ways to ensure open communication between the minorities and Collier County Government and provides periodic reports to the Board of County Commissioners. Terms are 4 years. The Pelican Bay MSTBU Advisory Committee has 2 vacancies due to resignations. One vacancy represents the residential community, expiring on January 29, 1993 and one represents the business interests in Pelican Bay, expiring on January 29, 1995. This 15 member committee was established by Ord. 90-111 and amended by Ord. 91-22, to aid, assist, and provide input to the County Manager and the Board in effecting a smooth and expeditious transfer of street lighting, water management and beautification services, responsibilities and obligations from the Pelican Bay Improvement District. Terms are 4 years. The Information and Referral Blue Ribbon Task Force has 4 vacancies. This 10 member ad-hoc committee was created to review and study the potential establishment of a County-wide generic information and referral system. The term of appointment will be 1 year. Members of the advisory committees must be residents and electors of Collier County. ")IFj; fl '~'\...\ ,I r ( Re: Minority Affairs Committee Dear Coa~issioner Volpe: Your letter of August 13, 1992 was discussed at the regular meeting of the Hispanic Affairs Advisory Board (H.A.A.B.) on August 27, 1992. Your letter suggested the dissolution of the H.A.A.B. and the Black Affairs Advisory Board (B.A.A.B.) and the merger/creation of one minority affairs board. I understand that your proposal was initially discussed at a media event at which neither the H.A.A.B. nor the B.A.A.B. were represented. The consensus of the H.A.A.B. is that a merger of the H.A.A.B. and the B.A.A.B. is counterproductive to the mission and goals of both Boards. Two separate Boards were created because the needs of the two communities are distinct and require a different approach. We believe that we have worked together successfully in those areas where our respective communities' needs overlap. In fact, on the Department of Equal Opportunity (DEO) proposal, we worked with not only the B;A.A.B., but with organizations and individuals representing all segments of the community. Members of both Boards have expended considerable time and effort in fulfilling the charge of the enabling Ordinance No. 91-37, as revised by Ordinance No. 92-44. The proposal to dissolve/merge the two Boards was not well received and 1S suoject to the perception that the proposal is made in direct response to our support of the DEO proposal. As I have indicated previously, County Attorney Ken Cuyler has indicated that it is not appropriate for me to recommend any applicants for this vacancy. You may submit the applicant to the Board of County Commissioners for the Board's consideration and decision. As you can see from the letter, he has requested a six month leave of absence from Board meetings. Having observed Eduardo and having had the benefit of his assistance and participation, I fully recommend that the request be granted. I am aware that the Ordinance does not speak in terms of a leave of absence; however, I would request that you review this and let me know if you foresee any problems with granting his request.
