Objectives of the Collier County Department of Equal Opportunity:
To insure that all citizens are afforded equal opportunity and non-
discrimination as defined by Federal and Florida laws in the public
and private sectors of Collier County;
To establish effective county laws and centralized administrative
resources;
To provide a centralized vehicle for effectively anticipating, preventing
and resolving intergroup problems;
To provide staff support, coordination and liaison to organizations

relative to compliance with nondiscrimination laws;
To provide mechanisms to insure compliance with existing state and
federal laws;

regarding compliance with county, state and federal laws;
To provide a centralized mechanism for administering the Americans
With Disabilities Act.

Scope of Proposed Department and Ordinances:
They would prohibit discrimination based on race, color, religion, national
origin, sex, age, handicap/disability, sexual preference and marital status.

Many opportunities exist to fund programs and operating costs through grants
from the Federal Government, such as Community Block Grants, HUD, EEOC, etc.
The commitment of these funds easily outweighs the costs of lost Federal and
State monies, as well as administration and judicial actions, which can result
from non-compliance. As of September, 1991, Collier County had received $36
million in Federal funds and $3 million in State funds for that fiscal year.
The FY 92/93 staffing costs constitute .00056% and the fully-phased department
would represent only .0013% of the county's $300 million budget.
At a minimum, the proposed Department and ordinances would provide protection
against discrimination for 70 - 80% of Collier County citizens.
