Lou Schulz, Director, Veterans Services John McGee, Vice-Chairman, Veteran's Council Mrs Frank Rodriguez, Latin American Business & Professional Association STAFF PRESENT: Margret Bowles, Staff Liaison Greg Mihalic, Director, Housing & Urban Improvement ----------------------------------------------------------------- The meeting of the Black Affairs Advisory Board was held at the Golden Gate Library, 4898 Coronado Pkwy, Naples, Fl. Chairman Larry Word called the meeting to order at 6:43 p.m. APPROVAL OF MINUTES. A motion was made, seconded and passed unanimously to approve the minutes, as read, of the April 8, 1992 meeting of the Board. CHAIRMAN'S REPORT. Mr. Word opened his remarks by reading a letter of unanimous endorsement from the Naples AAUW Board of Directors in support of the B.A.A.B. proposal to create a Department of EEO in Collier County. He reported that he had spoken recently to the SW Broadcaster's Association and the Collier County Association of Personnel Professionals regarding minority hiring and recruiting practices in this county. He stated further that 1/3 of all employees will eventually be minorities, thus the need to move forward on this proposal is appropriate. WORKSHOP: Proposal For Creation of the Collier Countv Department of Eaual Opportunity. Committee chairman, Henry Tribble, lead a discussion regarding the third draft of a proposal to the Board of county Commissioners recommending the creation of a Department of Equal Opportunity. Comments and suggestions were presented by visitors in attendance. Albert Lee reported that he had received the endorsements from the Minority Ministers' Association and Mr. Fred Thomas of Farmworkers village in Immokalee. He stated that C.U.R.E.'s Board of Directors were meeting within the next week to vote their endorsement of the proposal. Herbert Cambridge reported that the NAACP had unanimously endorse the B.A.A.B.'s EEO proposal. Willie Brice reported that SCORE requested a copy of the proposal before formal endorsement, but he felt support would be forthcoming. Larry Word reported that the Women's Political Caucus and Handicapped-in-Action will endorse the proposal. Endorsement is pending before the Disabled Veterans' Association. The local AARP will meet in october, at which time a formal endorsement will be given, however strong support was expressed by its president. Mr. Tribble reported that the League of Women has reserved its full endorsement until further information and documentation is available demonstrating a need to increase government spending and bureaucracy. Mr. Tribble is continuing to seek contact with the Council for Jewish Women. He reported that the Hispanic Affairs Advisory Board had voted unanimously to jointly support this proposal with the B.A.A.B. Lou Schulz, Director of Collier County Veteran Services, reported support for this proposal by the county's veterans' organizations to counter discrimination in employment currently affecting the over 23,000 veterans. Mr. Tribble reported to the members on meetings he has scheduled over the next several days with members of the Board of County Commissioners and the County Manager. He stated that Linda Riddle, member of the Hispanic Affairs Advisory Board, will accompany him on these appointments. He will suggest to the Board of County commissioners that they submit to their attorney the following three questions: 1. What are the responsibilities of Collier County, relative to federal and state laws, as a provider of services and as an employer? 2. What reasonable mechanisms should the County have in place to meet those responsibilities? 3. To what extent does the B.A.A.B. proposal address any of the above? He reported that as of September 1991, Collier county has received $36 million in federal funds and $3 million in state funds. He was not aware if this included federal funding for the airport. Herbert Cambridge and Jackie Brown suggested that a copy of the proposal be distributed to all political candidates running in local elections. The Board decided to move forward within the next thirty days to collect endorsements and to submit the proposal to the Commissioners for their consideration prior to their summer recess. AFFORDABLE HOUSING. Greg Mahalic, Director, Housing & Urban Improvement, reported on the status of affordable housing projects and new funding programs. There being no further business before the Board, the meeting was adjourned at 8:30 p.m. The next meeting will be a joint meeting of the Hispanic Affairs and Black Affairs Advisory Boards on June 10, 1992 to review endorsements for the proposal and to discuss the presentation to the Commissioners.
