HAAB Minutes 01/27/1992 R Minutes Hispanic Affairs Advisory Board Meeting January 27, 1992 COLLIER COUNTY BOARD OF COUNTY COMMISSIONERS HISPANIC AFFAIRS ADVISORY BOARD Minutes of Meeting January 27, 1992, at 6:45 p.m. Members Present: Nelson A. Munoz Gloria Dominquez Jorge P. Avila Jaime Gutierrez Zac Lucio Antonio Perez-Benitoa Bernardo Garcia Members Absent: Eduardo Galvan Staff Present: Ramiro Manalich, Staff Liaison to Hispanic Advisory Board The meeting of the Hispanic Affairs Advisory Board was held at 6:45 p.m. on January 27, 1992 in the east half of the boardroom, Third Floor, Building F, Collier County Government Center. Mr. Zac Lucio, Chairperson of the Hispanic Affairs Advisory Board called the meeting to order. He welcomed all present including our guest speaker, Mr. Steve Carnell, County Purchasing Director. A motion was made to accept the minutes as presented. It seconded and passed. Chairman's Report: Mr. Zac Lucio stated that, because of the Christmas holidays, the report from the Justice Department regarding Collier County motor vehicles will be covered at our next scheduled meeting. Mr. Steve Carnell, County Purchasing Director, was the guest ~peaker of the Hispanic Affairs Advisory Board. He addressed ~ssues involving the Hispanic community, spoke about purchasing policies, and presented the Bid List Application and Vendor's Guide of Collier County, Florida. He stated that the government encourages participation of minority vendors and invited Hispanics to compete for jobs. Mr. Gutierrez was concerned about the lack Minutes Hispanic Affairs Advisory Board Page 2 of Hispanic professional services and minority opportunities in Collier County. Mr. Carnell stated that this problem also exists with non minority groups. He considered Mr. Gutierrez' comments a fair criticism and stated that questions regarding purchasing should be addressed to him personally. Mr. Auila requested a list of all Hispanic and minorities that have applied for a bid and Mr. Carnell promised to present him with a copy. Mr. Carnell emphasized the County's policies and procedures. Mr. Perez-Benitoa and Mr. Garcia were of the opinion that the County should encourage minorities to apply for bids. Mr. Perez-Benitoa made a motion to set up a subcommittee to work with Mr. Carnell and asked to be removed from the Law Enforcement Committee. It seconded and passed. Mr. Zac Lucio thanked Mr. Carnell for his presence and promised that we will work hard to gap the bridge between the Hispanic community and the Collier County Purchasing Department. Ms. Gloria Dominquez made a motion to have the Chairman's report, staff report, and subcommittees' reports be presented in writing to the secretary of the Hispanic Affairs Advisory Board. It seconded and passed. Mr. Perez-Benitoa commented on the length of the agenda and suggested that we keep it short so we can cover it in substance. staff Report: A. Discussion regarding Hatch Act and election will be covered at our next scheduled meeting. B. Report regarding County Attorney's interpretation of Collier County Ordinance No. 91-78, section Five "B," provision for the Requirement of an Affirmative Vote of Five or More Members to Take Official Action. Mr. Manalich informed the Hispanic Affairs Advisory Board that he consulted with Mr. Ken Cuyler and his interpretation is that 5 votes are required to vote on an issue. Therefore, the motion presented at our meeting of December 12, 1991, by Mr. Garcia to reject any more documents presented by Mr. Valdez and Mr. Rodriguez is approved. Mr. Manalich will consult with Mr. cuyler to confirm whether the documents in his possession are public records. Minutes Hispanic Affairs Advisory Board Page 3 Mr. Perez-Benitoa made a motion to reject the documents presented to Mr. Valdez at our December meeting, and would like his motion to be on hold until Mr. Manalich consults with Mr. Cuyler. Ms. Melinda paniagua stated that Ordinance No. 91-78 should be reviewed because it was created to address the Hispanic community, not to defame personal character. C. Mr. Manalich informed the Board that Mr. Castro's position will be filled not later than February by the Board of County commissioners. Subcommittee Reports: Mr. Gutierrez reported to the Hispanic Affairs Advisory Board that Naples city has four acres of land to be used for affordable housing. He stated that the average prices for each unit is $120,000. It is his opinion that Hispanics with low income will not be considered because of the prices. Education Committee: Mr. Bernardo Garcia, chairperson of the Education committee, had no report to present at this meeting. Law Enforcement Committee: Mr. Jorge Auila, Chairperson of the Law submitted a report on employment data as (see attached photocopies) . Enforcement Committee, of June 30, 1990-1991 Health Committee: Ms. Dominquez, Chairperson of the Health Committee, had no report to present at this meeting. Economic Development Committee: Mr. Nelson Munoz, Chairperson of the Economic Development Committee, had no report to present at this meeting. Old Business: A. Mr. Garcia made a motion to elect Mr. Ed Galvan as Vice- Chairperson of the Hispanic Affairs Advisory Board. It seconded and passed unanimously. B. A periodic report will be prepared for the Board of County Commissioners. New Business: A. Mr. Manalich informed the Hispanic Affairs Advisory Board that security arrangements will be available if needed. B. A motion was made not to listen to a recording of comments regarding the Hispanic Board made before the Collier County School Board. It seconded and passed. Melinda Paniagua informed the group that the Courthouse is available for the Hispanic Affairs Advisory Board meeting. It provides security and it is open until 9:00 p.m. She would like to see another Mexican American sitting on the Hispanic Affairs Advisory Board. Ms. Melinda Paniagua suggested that the Hispanic Affairs Advisory Board should take official action to ask the School Board to change the rules on hiring substitute teachers. Mr. Jorge Avila suggested that we invite Mr. Paul C. pinson of the Children's Service Council to address the Hispanic Affairs Advisory Board. Public Speaker: Mr. Valdez' introduced Ms. Lozano. She explained to the group about a crack in her house caused by dynamite. She also mentioned that Rent Blasting, Inc. is involved in this case. She informed the group that because of these problems, Allstate Insurance cancelled her policy insurance. Minutes Hispanic Affairs Advisory Board Page 5 Mr. Gutierrez and Mr. Perez-Benitoa promised to assist Ms. Lozano with her problems. Ms. Lozano thanked the Hispanic Affairs Advisory Board for their assistance and made mention of past discrimination. Nest Meetinq: A motion was made to adjourn the meeting a 9:25 p.m. The date and time for the next meeting will be decided by the Chairperson and members will be notified in writing.
