LET IT BE REMEMBERED that the Board of Collier County Commissioners
and the Economic Development Council, in and for the County of Collier,
having conducted business herein, met on this date at 9:00 AM in WORKSHOP
SESSION in the Administration Building "F," 3rd Floor, Collier County

1. Pledge of Allegiance
Chairman Fred Coyle called the Workshop to order at 9:00 AM and the Pledge of
Allegiance was recited.
2. Opening Comments - Commissioner Coyle commenced the meeting with
Welcoming and Commissioner Introductions.
3. Introductions - Self introductions by the Economic Development Council of
Collier County, and Chairman Coyle welcomed the participants.

4. Opening Comments and Presentation by Robert Mulhere, Chairman,
Economic Development Council of Collier County:
The commissioners formed a consensus to hold all questions until the presentation
was completed.
5. Past, Present and Future - Bob Mulhere
PowerPoint presentation on the "Past, Present and Future" was made by Mr.
Robert Mulhere, Chairman of the Board. Copies of the presentation were
distributed.
He noted the Economic Development Council (EDC) of Collier County consisted
of volunteers representing different industries and is a not for profit 501c (6)
Corporation in efforts to improve economic development.
EDC - Mission, Vision, Objective and Outcomes
· Mission: Fostering a business-friendly environment and growing a
healthy and innovative economy.
· Vision: Collier County an active center of research and cluster
development and applied science with an enviable quality of place. A
leading medical, technology and research Community with well paying
jobs for current and future generations.
· Objective: To promote technological innovation and impel
entrepreneurship, which supports industry development and knowledge
networks.
· Outcomes: To increase proportion of knowledge-based primary jobs;
diversify tax base and increase recognition of Collier County as a global
knowledge center.

Shared Goals developed through 2008,2009 and 2010 Workshops are as follows:
· Communicate goals of economic development to the public
· Support industry cluster development and pursue a catalyst
· Create the "Innovation Zone" Program
· Provide assistance to existing businesses
· Leverage EDC funding and efforts with other organizations
EDC provided the following Collier County Declaration:
Collier County is a diverse community, recognized worldwide for its innovative
spirit, its vibrant economy and its outstanding quality of life.
Bob Mulhere reviewed the Prioritized Goals and reported where we are today:
Priority #1 - Communicate goals of economic developments to the public:
~ Approximately 70 endorser organizations.
~ Programs attended by more than 2,000 people.
~ 8-Active Committees, 6-Pillar Teams andl-Endorser Team have been
formed.
~ Aligned with strategy at the State level.
~ Organizations beginning to adopt Pillars within their strategic plans.
~ 2010 Florida Economic Scorecard has been developed.

Priority #2 - Support industry cluster development and pursue a catalyst:
~ Top prospects are among the target industry sectors.
~ Target industry sectors are also leading in businesses assisted.
~ Program offerings have been expanded.
~ Number of businesses assisted increasing.
"Structural Medical LLe" video was played
Priority #3 - Create the "Innovation Zone" Program:
~ The Innovation Zone Ordinance adopted allows for geographically
clustered development by target industries in appropriate parts of the
unincorporated County.
~ Will allow growth generated within each zone to pay for itself, or shared
across zones if approved.
~ Participation of Marketing Program is open to all land owners.
~ A proposed Innovation Zone should be large enough to accommodate
business expansion opportunities for multiple businesses.
Priority #4 - Provide assistance to existing businesses:
~ Collier County noted as having the most successful regional program in
Florida.

~ More than 50 companies have requested assistance through the program.
24-companies have been approved. The remainder are in the approval
process.
~ EDC applied for and received a Grant from Workforce Florida for 30-
additional businesses to participate in program this year.
~ A Grant and State-level funding will allow EDC to serve 60-companies.
~ Economic impact on a statewide basis in year one was $280 million
according to the Florida Economic Gardening Institute.

Priority #5 - Leverage our funding and efforts with other organizations:
~ Increased funding from other sources.
~ $1.27 per resident annually comes from General Revenue.
~ The largest financial supporters are Private Partnerships. 230 businesses
provided financial help to EDC.
~ Collier County and leveraged funding provided $3.69 million in assistance
to businesses in programs and services.

Guest Speaker
Chris Odell told his success story after attending the Career Services of SW
Florida Workshop in partnership with the BCC. He reported being a mechanic
for 6 plus years with Kia Motors before he was laid off. He has a family and had
not worked for 3 years. A year and half ago, he attended the Workshop and went
through the screening process. Within 3 - 4 days he began working as a Quality
Inspector for a leading manufacturer. He expressed his gratitude to the EDC and
BCC and related his satisfaction in his new position.
Bob Mulhere summarized what had been done jointly and reported the following
needs to be defined:
· The customer;
· What tools are needed to serve the customer;
· How and who will deliver those tools;
· Determine what financial resources are required;
· How resources will be created and managed;
· Agree on how to measure success.
6. Economic Development Recommendations
The EDC and County Staff to work together in a strategic process to develop an
Economic Development Action Agenda with a series of workshops to engage the
Community and to consider best practices in the context of a Long Term Plan
with annually defined goals.
Meeting recommendations were as follows:
o Two meetings each in April and May.

o Action list distributed after each meeting.
o Draft recommendations by June.
o Final presentation of action items in July.
o EDC resources are available.
7. Commissioners' Questions:
Commissioner Henning stated some Collier businesses moved to Bonita Springs
and inquired what is being done to retain companies in Collier County.
Ms. Nemecek responded that it depends on the needs of the individual
companies, whether the community has an infrastructure and EDC tries to address
whatever needs to accommodate them.
Commissioner Henning asked ifEDC knew of the Governor's Plan to create
jobs in Florida and if the EDC was planning to piggy back on the Governor's
Plan. He requested that the EDC provide target lists of the companies EDC is
contacting in the north and in the mid-west.
Ms. Nemecek responded some companies may not want their information disclosed
and added companies want confidentiality.
Bob Mulhere reported that it's currently reaching out and working with Arthrex.
He stated that the EDC will definitely be looking to piggy back on the Governors
Plan.
Commissioner Hiller expressed concern over EDC not knocking on doors and
selling Collier County; not promoting and developing programs that parallel with
Chapter 288 Florida Statute. She mentioned not seeing tax incentive plan
recommendations from the EDC.
Bob Mulhere stated that he did not recall stating they do not knock on doors. The
EDC have made recommendations with limited support for any financial incentives,
which will be further discussed incentives over the next 12 months.
Commissioner Hiller offered to help with the development of economic incentives.
County Manager Ochs stated there are economic incentives programs in place.
Commissioner Hiller expressed concern the current economic incentives are not
good enough and not allowing Collier County to compete with other Counties.
Ms. Nemecek stated the current program provides for $5,000 - $6,000 per job
created may not be high enough.
Commissioner Hiller stated there is a need to incentivize capital projects and
export to create wealth and incorporate companies that bring revenue into the
County.
Commissioner Coletta noted he believed in the EDC. He has been involved with
the EDC since it was organized and agreed with Commissioner Hiller. He
inquired how much Collier County spends on Economic Incentives per year.
County Manager Ochs responded that the County is averaging $200k a year and
explained there are not dedicated funds. Funds come out of the General Fund.
It was noted that Lee County has 25 million dollars earmarked for economic
incentives in reserves.

Commissioner Coletta recommended time be given to EDC to seek ideas and
bring back to BCC. He further suggested creating a 5- Year Plan to identify
objectives.
Commissioner Fiala stated the EDC did provide a bigger incentive plan and the
BCC cut the funds at that time.
Commissioner Coyle concurred there is a limited source of funding and that
EDC had been short changed by BCC in the past.
Discussion was had on the need for additional funding for incentives; sources of
revenue; taxpayers against giving funds to private companies; some companies
not wanting government funding and how to identify how the funds will be used.
Commissioner Coyle recommended approving the effort to go forward, look for
additional incentive programs, look for opportunities and identify resources and
hold public hearings and get the thoughts of the people.
8. Public Comments:
Steve Harrison, a private citizen, stated the "Governor's Plan" has an objective
that included adding 700,000 new jobs and in order to keep up with the
Governor's Plan; the County would need a goal to add 15,000 new jobs over the
next year. He reported Hodges University is considering collecting data from 10
Counties on the public/private partnerships they each have, along with public
institutions resources they are putting into their economic development plans. He
suggested the Governor's Plan be included in the EDC and BCC Economic
Development Plan.
Commissioner Coyle asked if anyone had a copy of the "Governor's Plan."
Ms. Nemecek responded negatively.
Commissioner Coyle further asked if anyone knew what funds could be provided,
what the requirements and qualifications are. He implied without a plan, it is only a
concept.
Peter Gaddy, President of the Coalition for Open Economic Development, a
private not-for-profit corporation was established to object to public funding for
Jackson Lab plans. Other purposes include the promotion of economic
development in Collier County. He stated the corporation was in the Resource
Phase of that operation and when completed, the Corporation is willing to share
information with the EDC and BCC.
Tim Nance stated he has worked in agricultural business for Garguilo for many
years. Garguilo manufactures and exports grain and feed. Agriculture is high tech
in every place, but in Collier County it is low tech. He encouraged EDC and BCC
to consider the opportunity to go technical with research on crop improvement and

crop protection, generic engineering, etc. The area is attractive with a lot of land
and farmland which is essential for researchers.
Speaker time expired.
Commissioner Henning clarified that Mr. Nance was suggesting agricultural
research.
Tim Nance pitched creating an agricultural cluster. He stated millions of dollars
are spent worldwide into technology. They need to do research year round. Collier
County is frost free in the winter, close to the Gulf of Mexico with natural
advantages. He reasoned food intake is three times a day and is not going to go
away.
Commissioner Hiller agreed with Mr. Nance and stated that the County needs to
capitalize on what works. She said agriculture would suit the Community well and
makes sense. She commended Mr. Nance for identifying agricultural research.
Tim Nance stated the industry promotes a good clean atmosphere without
pollution.
Discussion was made on how the Commissioners see the return of investment on
public dollars and it was noted Florida Statute, Chapter 288 defines the return of
investment. This will be discussed further in future workshops.
Commissioner Coletta mentioned he plans to stay involved and seek answers.
He encouraged the other Commissioners to do the same.
