WHERAS, the meter tapping charges established by Ordinance 78-8
satisfy the needs for conditions normally encountered for Installing and
furnishing water service to utilities of the County Water Utility System,
and
WHEREAS, at certain locations there exist conditions of extraordi-
nary or unusual sob properties or ground water levels or restricted
accessibility, any of which can result in the expenditure of greater
amounts of labor, materials and equipment in the installation of a water
service connectJon, and
WHEREAS, in order to maintain an economically viable Utility
System it is necessary to recover these extraordinary costs.
NOW, THEREFORE, BE IT ORDAINED by the Board of County
Commissioners of Collier County, Florida that:

METERS~ TAPPING CHARGES is hereby amended to read
follo~;~:
A) Meter tapping charges are based on work being don~ in Io~L4~-
tions where soil conditions, ground water levels and accessibility are all
those normally encountered throughout the County Water/Sewer District
and which require no special or extraordinary amounts or type of labor,
equipment and materials to accomplish the Installation. At those loca-
tions where unusual soll conditions or abnormal ground water levels and
conditions or severe accessibility restrictions are encountered the charge
for installation of a meter shall be based on the cost of labor, materials,
equipment and administrative charges resulting from such installation.
Meter tapping charges in locations where normal working conditions
exist shall be as follows;

SECTION TWO: Emergency Declaration
Emergency and Effective Date. Be It declared that an emergency
exists and the immediate enactment of this Ordinance is necessary,
therefore, notice requirements are waived and this Ordinance shall take
effect immediately upon its placement in the United States mall to the
Secretary of State.
This Ordinance shall take effect as provided by law.
