WHEREAS, experience has shown that there exists a need to
provide a current list of specialty contractor categories; and
WHEREAS, the Collier County Contractor's Licensing Board and
the City of Naples Contractor's Licensing Board have agreed in
principle that the list of Specialty Contractors should be
uniform for the City of Naples and the unincorporated area of
Collier County; and
WHEREAS, the Collier County Contractors' Licensing Board and
the City of Naples Contractors' Licensing Board have agreed in
principle that there should be a reciprocal agreement, relating
to the issuance of contractor's competency cards, between the
City of Naples and Collier County;

Specialty Contractor - Any person who assumes responsible

SECTION TWO~
Section Two of Collier County Ordinance 78-69 is hereby
~epealed in its entirety. Section 1.10 of Collier County
Ordinance ?0-02~ ontitlod ~xpotlonc~ Roqui=omonte~ is hereby
amended and~ with sub~ections 1.10.1 - 1.10.?~ shall,provide as
follows~
1.10 Experience Requirements
As a prerequisite to, and a requirement for, the
issuance of a Certificate of Competency, the applicant
shall submit satisfactory evidence of experience in the
trade for which he desires certification.
Contractor's experience shall bo in a supervisory
capacity.
Master's experience shall be as a Journeyman.
Journeyman's experience shall be as an apprentice or
trainee. The specific time requirements are as
follows~

1.10.5 Electrical Contractors and Plumbing Contractors
are not required to have any specific amount of
experience but are required to possess the
status of master in their trade.
1.10.6 When determining if the applicant possesses the
required experience, the Building Director o._~r

proof of experience:
Affidavits from former employers with
specifics as to' the number of years
experience, work performed, and any other
relevant information;
Copies of any other certificates of
competency held in other counties or cities;
Affidavits from any building director in
locations where the applicant has worked;

relative to the trade for which the applicant
has made application;
Affidavits from any reasonable source within

1.10.7 Education at an accredited college may be
utilized to satisfy a portion of the experience
requirements of this section. Specifically,
each full year of college level work in the

SECTION THREE
Section Three of Collier County Ordinance 78-69 is hereby
~epealed in its entirety. Collier County Ordinance 78-02~
Section 2.12 entitled Examination Not Required is hereby amended
by adding a new subsection to be numbered 2.12.7 and which shall
provide as follows:
2.12.7 No examination shall be required as a
prerequisite for issuance of a certificate of

SECTION FOUR:
Section Four of Collier County Ordinance 7.8-69 is hereby
.repealed in its entirety. Collier' County 0rd~n~nce. 78-02f
section 2.12 entitled Examinations Not Required is further
amended by adding a new subsection to be numbered 2.12.8 and
which shall provide as follows:
2.12.8 City of Naples, Florida, Certificate of
Competency sufficient for issuance of County
Certificate of Competency~ effect of revocation
of City Certificate upon County Certificate.
a. Notwithstanding any provision of this Ordinance to
the contrary, any person, firm, or corporation holding a current
and valid Certificate of Competency issued by the City of Naples
may obtain a Certificate of Competency from Collier County by
presenting a copy of said Certificate of Competency to the
Collier County Building Director, or his desi~Qee~ completing the
form prescribed by the Contractors' Licensing Board therefor,
meetinq all County requisites other than examination for that
trad~ and paying the fees applicable thereto. Such Certificate
of Competency shall be subject to all provisions of Ordinance No.
78-02 and any amendments thereto, including, but not limited to,
· suspension, revocation, restrictions, limitations and fees set
forth therein.
b. Any Certificate of Competency issued pursuant to
subsection 2.12.8~a) shall be effective only so lon~ as the.
Certificate of Competency issued~,by the City of Naples, Florida,
remains in effect. In tho event the Certificate of Competency
issued by the City is revoked~ such revocation shall have the
effect of nullifying the Certificate of Competency. iS.sued by..the
County.pursuant to said Section.
SECTION FIVE:
~o. llier County Ordinance 78-2~ Section 2.12 entitled
Examinations Not Required is further amended by adding a new
subsection to be numbered 2.12.9 and which shall provide as
follows:
.Applicants for certificates of competency in the categories.
of Gasoline Tanks and Pump Installation{ Solar Installation and
.Underground Utilities shall not be required to. take, a qualifying
examination if all of the following requ. irements are met~
The applicant makes application on or before
December 31_, 1~82.
(2) The Applicant possesses a valid occupational
license"in the trade for which aPpliCation is made
'and "such occupational license ia current as of"th~
~'ffectiv'e "dat~"0f"'this' Ordinahc6',
(3) The Applicant submits the information required by
Collier'C0un{'y 'Or~inance'78h2~" Sections"~.2 and
2.3, as applicable.
(4) The Applicant meets the experience requirement of
Ordinance 7812{ 'SectiOn 1 10 as amended in the
trade for which a~_~llcatlon ls made.
SECTION SIX: Conflict
In the event this Ordinance conflicts with any other
ordinance of Collier County or any other applicable law the more
restrictive shall apply.
SECTION SEVEN: Severability
It ia the intention of the Board of County Commissioners
that each separate provision of this Ordinance shall be deemed
independent of all provisions herein, and it is further the
intention of the Board of County Commissioners that if any
provision of this Ordinance be declared to be invalid all other
provisions shall remain valid and enforceable.
SECTION EIGIIT{ Ropes %e~
Ordinance ~o. 78-69 is hereby [epealcd and superseded by
this Ordinance. References to Ordinance 78-69t specifically
found in Ordinance 81-71t shall be considered a reference to this
Ordinance. The Collier County Code is hereby amended in
accordance herewith.
SECTION NINE: Effective Date
This Ordinance shall take effect upon acknowledgment from
the Secretary of State that the Ordinance has been duly filed.
