PURPOSE
The purpose of this Sectton ts to set forth the locatton and
ownership of the property, and to describe the existing conditions
of the property proposed to be developed under the project name of
East Naples Community Park.
1.2. LEGAL DESCRIPTION
The Hortherly 1,940.99 feet of the gesterly 1,290 feet of
Section 24, Township SO South, Range 25 East, Collier County,
Florida, less the North 710 feet of the ~est 990 feet, and less the
North 50 feet for road right-of-way; subject to Flortda Power and
Light pole easement recorded in O.R. Book 857, page 1037, drainage
easement recorded in O.R. 8ook 207. page 519, and other
restrictions, reservations and easements of record.
1.3. PROPERTY ONNERSHIP
The subject property is currently under the ownerhtp of the
Board of County Commissioners, Collier County, Florida, Collier
County Courthouse, Butldtng "F", Naples, Florida 33962.
1.4. GENERAL DESCRIPTION OF PROPERTY AREA
The project stte contatns 41.00 acres and is located in the
northwest corner of Section 24, Township 50 South, Range 25 East,
being immediately South and East of the Avalon Elementary School on
Thomasson Drive.
1.5. PHYSICAL DESCRIPTION
The project site consists of extstlng elevations tn the range
of 4 ft. to 6 ft. above mean sea level being oredominately tn the
lower end of this range with the elevations gradually increasing to
the north end of the site. The natural drainage of the site is in
a southerly direction to the canals and marsh areas tn Oollar Bay.

PURPOSE
The purpose of this Section is to Indicate the development
plan and regulations for the East Naples Community Park.
USES PERMZTTED
No building or structure or part thereof, shall be erected,
altered, or used, or land or water used, in whole or tn part
for other than the following:
A. Principal Uses:

Outdoor sports facilities Including softball, base-
ball, soccer, ¢ootba11, tennis, racquetball and
shuffleboard,

Recreational structures Including gymnatortum, boat
house, baseball and racquet centers, games and
meettng Cactltttes, Information booth, ftshtng piers,
mustc barge, plcnlc shelters, health tratl, swtmmIng
pool and maintenance barn.

Any other facilities or functions consistent with the
conceptional theme of the park which provide public
or special group recreation, education, entertainment
and relaxation,
Accessory Uses:
1) Customary accessory uses and structures associated
with an active recreational park.

SECTION IV
DEVELOPMENT STANDARDS
PURPOSE
The purpose of this section is to set forth the standards
for development of the project.
GENERAL
All facilities shall be constructed tn strict accordance
with the Final Oevelopment Plan and all applicable State
and local laws) codes, and regulations.
PUD MASTER DEVELOPMENT PLAN
A. Exhibit "A", PUD Master Development Plan, Iljustrates
the proposed development.
The design criteria and system design Iljustrated on
Exhibit 'A' and stated herein shall be understood as
flexible so that the flnal design may best satisfy
the project, the neighborhood and the general local
environment. Minor site alterations may be permitted
subject to Community Development Administrative
approval.
All necessary easements, dedications, or other
instruments shall be granted to insure the continued
operation and maintenance of all service utilities
and all areas In the project.
PROJECT DEVELOPMENT AND RECREATIONAL FACILITIES
The proposed development ts Iljustrated by Exhibit
'A'. The proposed construction shall comply with the
standards set forth and the resulting complete pro-
Ject shall adequately serve its visitors and will not
cause a general public problem. Such measures as the
construction of screens, signs) landscaping, erosion
control and other slmtlar-tn-functton facilities
shall be taken to accomplish the above set forth ob-
Jectives.

All clearing, grading, earthvor~ and stte dretnage work
shall be performed In accordance 'with &11 applicable
State end local codes. In addition, plans and specifi-
cations wtll be tssued to provtde for the preservation of
certain trees end shubbery whtch are valuable to the
aesthetic quality of the perk.
STREET CONSTRUCT]ON
All street design and construction shall meet the Collier
Count~ standards that are tn effect at the ttme of
prove/.
EASEMENTS FOR UNDERGROUND UTILITIES
Easements for underground utilities such as power, tele-
phone, TV cable, wastewater collection and transport,
water distribution ltnes and other slmtlar utilities
necessary for the servtce of the project shall be located
as requlred and granted for those purposes. Clearing of
the easements for installation of underground utilities
shall be selective so as to protect the maximum number of
trees and natural vegetation.
WASTEWATER COLLECTION AND DISPOSAL
Due to the lack of a central sewer system within the
lt~its spec~¢ted by County Regulations, those facilities
wtthin the park which generate a sewage treatment demand
wtll be serviced by Individual septic tank and dratnfteld
systems. Specific requirements of all appropriate state
and local agencies shall be met prtor to installation o¢
sewage treatment facilities.

Utility construction drawings must be submitted and
approved by the Utilities Division prior to the
commencement of Construction.
2)
Data required under County Ordinance No. 80-1X2
showing the availability of sewage serytce, must be
submitted and approved by the Utilities Division
prior to approval of the Building Permits for the
project. Submtt a copy of the approved DER permits
for the sewage collection and transmission systems
and the wastewater treatment factltty to be utilized,
upon receipt thereof, If required.

gATER SUPPLY
The Ctty of Naples central water supply system w111 be
uttllzed as a potable water source and wtll serve the
enttre park site. Approvals from the appropriate
agencies shall be obtained and all spectal requirements
met prtor to Issuance of butldtng permtts.
A letter of commitment from the Ctty of Naples to provide
potable water service shall be submitted to the Utilities
Otvtston.
4.10. SOLID WASTE DISPOSAL
Arrangements and agreements shall be made with the ap-
proved solid waste dlspnsal service to provide for solid
waste collection service to all areas of the project.
4.11. OTHER UTILITIES
Telephone, power, and TV cable servtce shall be made
available to all appropriate areas. All such uttltty
lines shall be Installed underground.
4.12. SIGNS
All signs shall be in accordance wtth the appropriate
Collier County Ordinances.
4.13. LANDSCAPING FOR OFF-STREET PARKING AREAS
All landscaping for off-street parking areas shall be tn
accordance with the appropriate Collier County
Ordinances.
4.14. WATER MANAGEMENT
Detailed site drainage plans shall be submitted to the
County Engineer for review. No construction permtts
shall be tssued unless and until approval of the proposed
construction in accordance with the submitted plans is
granted by the County Engineer.
4.15. GENERAL LANDSCAPE DEVELOPMENT CONCEPT
A. OBJECTIVE
To provtde an aesthetic environment for park visitors
and the community as a whole.

Native species shall be utilized., where available, to
the maximum extent possible- tn the stte landscape
destgn. A landscaping plan wtll be submitted to the
County Environmentalist and the Zontng Department for
their revtew and approval. Thts plan wtll depict the
Incorporation of nattve spectes and their mtx wtth
other specles, t¢ any. The goal of site landscaping
shall be the re-creation of nattve vegetation and
habitat characteristics lost on the stte during
construction or due to past activities.
All exotic plants, as defined in the County Code,
shall be removed during each phase of construction
from development areas, open space areas, and
preserve areas. Following stte development a
maintenance program shall be Implemented to prevent
ratnvaston of the site by such exotic species. This
plan, which wi11 descrtbe control techniques and
Inspection Intervals, shall be ftled with and
'approved by the County Envtronment&llst office and
the Zoning Department.
A phased removal plan for exotic tn the area of the
lake and discharge route and passive recreation areas
shall be submitted to the County Environmentalist
along with the commensurate phase of the planting of
native species schedule.
The discharge route of water from the lake shall not
be confined to a ditch but a conveyance way that has
a 3 to ! side slope and meanders as opposed to
running a straight route to a discharge point with
shallow sections in the conveyance way (shallow means
6 feet deep with some sections no more than 8-10 feet
deep.)
LAKE AREA
FUNCTION: Provides water storage, fill for the
purpose of elevating the site and aesthetically
pleasing qualities for the park.
TREATMENT: On completion of construction, lake banks
~vegetated with durable grasses to control
erosion.
WALKWAYS: Walkways shall be constructed, where
appropr'-F't-ate, to provide off-road access to the
various f Kc tittles throughout the park.
4.16 TRAFFIC
A westbound left turn storage lane shall be provided on
Thomasson Ortve at the park entrance.
