Resolution 1992-442 RESOt.UTtON. .NO 9~-442 A RESOLUTION BY THE BOARD OF COVNTYCOMMISSIONERS OF COLLIER COUNTY, FLORIDA ESTABLISHING A POLICY FOR ACCESS MANAGEMENT FOR.. ARTERIAL AND COLLECTOR MADWAYS IN COLLIER COUNTY WHEREAS , controlled-access facility. This distance The implementation A POLICY ESTABLISHING THE COLLIER COUNTY ACCESS MANAGEMENT SYSTEM FOR ARTERiAL AND COLLECTOR ROADWAYS . SECTION ONE: PURPOSE This Policy establishes an access classification implement the regulation and control of vehicular ingress to, and from, arterial and collector roadways. classification system an4 standards is intended to general welfare, provide for the mobility of people and goods, and preserve the functional integrity and capacity.of controlled~access extent that Collier County has jurisdiction to do so, controlled-access roadways shaUbe assigned an access design standards. These standards driveway County and private construction projects controlled-access facilities. SECTION TWO: DEFINITIONS 2.01 "Connection" providing for the right of physical access controlled-access facilities On a public roadway. of this resolution, two one-way connections to constitute a single connection. 2.02 "Controlled-access Facility" means which physical access is regulated by occupants of abutting lands. .and.other persons access to and from such facility at such points 2.03 "Corner Clearance" means the distance public or private road to the nearest connection closest edge of pavement of edge of pevementof the way. The or future lanes for '.&OD~ or private. "Connection Spacing" means the allowable distance between conforming connections, measured from the closest edge of pavement of the first connectiot'lto the closest eelgeof pavement second connection, exclusive of radii, along the edge traveled way. "Median Opening Spacing" means openings in a restrictive median traffic lanes to access propertyor travel in the opposite direction (U-turn). The distance is measured from centerline to centerline along the traveled way. "Signal Spacing" means the traffic signals ona controlled-access centerline to traveled way. "Non-restrictive does not provide lanes or traffic lanes includes roadways. 2.12 "Permitting 2.04 2.05 2.06 2.07 2.08 2.09 2.10 2.11 AUGUST 18", 1992 part of an adopted five-year plan. "Directional MedianOpening" means an opening in a restrictive median which provides for U-turn, and/or left-turn-in movements, or "U-turn Only". Directional median openings for two opposing left or "U-turn" movements along a segment of roadway are considered one directional median opening. "Division" means the Transportation Services County administered.by the Transportation or hisjher duly .uthorized representative. "Full MedianOpening" means an opening in designed to allow all turning mov~ments to take place the arterial or collector roadway and the connections. "Intersection" means an at-grade connection or crossing of collector, or arterial roadways, County. "Restrictive Median" means the portion of a divided ddvewayphysically separating vehicular in opposite directions. Restrictive medians barriers that prohibit: movementof, traffic across " '-, ", as a concrete barrier, .. a raised concrete grassed or a swaled median. "Service Road" means a public or private to, and normally located parallel to, facility, which has as its local road continuity adjacent to the controlled-access facility. "Significant Change" means a change in including land, structures or facilities, or an expansion of the size of the existing structures or least a specific inerease in trip ::"-','::''','.!/' :'-i'i..:. ,'_ , property, based on the then latest. edition of the Manual" of ... SECTION THREE: CONNECTION PERMIT.REOUtREMENTS 3.0l Connection permit applications on controlled-access shall be reviewed in accordance with the requirements of Ordinance 82-9l, as maybe amended or superseded (Collier County Construction Standards for York Within Rights-of-Way) and this Policy. classifications and design standards are shown in Table 1 further defined and described in Section Four of this Policy. 3.02 Existing permitted connections, existing median openings, existing signals are not required to meet the standards of assigned classification. to remain in place. These features shall be reasonable conformance with the standards of the classification when new connection permits are granted, significant changes in property use, or as design allow. 3.03 A property that cannot. be permitted access standards for the classification assigned to that segment of roadway and which has no other means of direct or indirect access as determined pursuant to the permit process, shall be issued a conforming Permitting Authority for a single connection pursuant to Policy.
