SECTION ONE. FINDINGS AND PURPOSE
It Is necesear~f to construct and develop safe and reliable
water and sewer facilities In accordance with the 1&twit
technical and professional standards within Collier County
order to protect the health, safety and welfare of the citizens
of Collier county.
The purpose o£ this ordinance is to est~blish and present
the mind.un utility Fequirmnents for developnent of water
transmission and distribution and wastewater collection
transnttssion facilities within the unincorporated areal of
Collier County, l~lorida. The purpose of this ordinance ~rill ~lso
be to ensure that reliable and economical utility services will
be provided to the users o£ the water and se~er system~ within
Collier County for all utility construction
requirements of this ordinance should be used in con, unction with
and as a supplement to the Collier County Subdivision
Regulations, as ~r~ed fro~ ti~e to ti~e, ~d as the~ apply to
the development and subdivision o£ lends within Collier County.
The administrative procedures, ordinances, policies and technicll
standards contained herein, as they apply to the extension and/or
development of water and se~er £aclllttes and utility service,
shall take precedence over those contained in the Collier County
Subdivision P~gulattons.
The Collier County Utilities Division was eatabllshed,
the Board of County C~estoners, In February, 1977. The
Division was created to develop safe~ reliable and financially
self-supporting potable water and sanitary sewage systems t~tch
will meet the water and sewerage needs of the rapidly developing
areas of Collier County, to ensure that existing and future
utility systems are constructed, operated and ~anaged at the
least possible cost to the users and with no direct or indirect
financial eld from the ~eneral Fund of the County, to develop
systems requiring the ~ost reasonable operating and ~aintenance
costs, and to develop a system that is cca~atible with the
County' s gro~h.

SECTION FIVg. PUBLIC SEttVIC~ COt~IISSION CERTIFICA~'EDAREA~
In areas of Collier County where the Florida Public Service
¢oentsston has granted a utility service territory or where
special utility service areas are to be created, the (ollowing
requirements will apply towards review by the County of any
utility construction within those areass
5.1 Construction shall be reviewed for compliance with the
County's subdivision regulations and the standards and procedttres
set forth In the Sections 11 and 12 '?echnlcal Standards# of this
ordinance with the exception of the Florida Cities Water Company
service area, Narco Island Utilities service area, Pelican Bay
Improvement District service area, and the Innokalee Water-Sewer
District service area.
5.2 Within the Public Service Cmsulssion certificated
service areas which are granted to individual or ~oint
development pro,acts for the purpose of providing interim utility
services until Collier County utility services is available, the
utility construction documents for each prelect must be prepared
tn compliance with this ordinance and conatructton shall not
connence until the docmnents have been reviewed, approved and
authorization to construct has been issued by the County.
Conveyance of completed utility £acllities within these
certificated service areas shall be In compliance with this
ordinance.

6.7 "Engineer" means the registered professional engineer
of record responsible for the preparation of plans and
specifications and other related design documents for the water
or waste~ater facilities being constructed within Collier County,
and responsible for certifying the project upon completion.
6.8 "Florida Department of Environmental Regulation (FDERJ#
is the St&se Agency responsible for regulating environmental pro-
grams within the State of Florida,
6.9 "Lateral Sewer" Mans a sewer which discharges into a
branch or other sewer and has only building sewrs tributary to
it.
6,10 "Haster Plan Develo..~-~e__nt# mans a tentative plan
showing the proposed development of a tract of land for Which
development is to be csrrted out in one (1) or more stages.
6.11 "Registered Professional Engtneer~ mans a person who
has met the requirements of the laws of the State of Florida and
is duly registered and entitled to practice as a Professional
Engineer In the State of Florida.
6.12 "Right-of-Way' Mans land dedicated to Collier County
or the state of Florid& for public use.
6.13 "Sewer Service" means a gravity SMr pipe which
extends from main sMr to customer*s point of connection at
public right-of-way.
6.14 #Utilities Division" mans the Collier County division
working directly for the Board et County Coenlseloners or the
various water and sewer Districts controlled by the County
responsible for the operations and mlntenancs of the Collier
County utilities, water and se~stage systems. The division shall
also have responsibility for processing ~ater and se~er service
requests and the engineering evaluation, design and construction
of County-owned water and sea. rage systems.
6.15 "Utilities Performance Bond' means a Bond {Surety) to
be furnished by the Developer to the County, prior to
sent of construction, for all water and se~er construction
guarantee the construction and the ~orkmanship and materislo for
the warranty period after the utility facilities have been
conveyed to the County or appropriate Water°Sewer District, or
upon completion of the utility facilities ~hen construction
occurs on private property. See Section 8.13 for specific
details on this Bond.
6.16 #Water Service" mans water service installation ~hich
Includes= tapping saddle, corporation stop, service line and
meter installatio~, to property line or utility easement limit.
7.1 General
To effectively regulate the design and constz~lction
sanitary se~er facilities within the unincorporated areas o£
Collier County, as described in Section 3, policies and standards
relevant to the revl~ and approval o£ construction docu~ent~ are
herein established. The £ollo~ing articles define the Policies
and Standards which shall be applicable to all development
activities covered by this Ordinance.

7.4 ~tility Service~ A~allablll~y
Prior to the submission of construction documents for review and
approval by the County, the Dovelopermust obtain~ritten veri-
fication frc~ the Utilities Division regarding the availability
of water and/or sewer services to the land proposed for develop-
ment. · he Utilities Division will respond to all requests and
wtll address the present status of utility service ind any
restrictions which may exist regarding the svatl~billty of those
services. ~he d~ta provided by this response will supply
Developer with pertinent facts regarding the location and avail-
~blllty of the Dlvtaon'm existing ~nd proposed utility
It should be utlllied in the planning and design of any project's
utility system.
~hen the proposed development lies outside the service area of
the District, but within the service area of a private or
chtsed utility company, a l~tter of co~m~t~aent for service must
be submitted fro~ ~ private or fr~nchised utility. ~his letter
sh~ll clearly describe the type and capacity of the services
available and any restrictions or requlresmnts the Utllltym~y
h~ve regarding the issuance o£ · binding c~maitment for service
to the proposed develolxnent.
In the event that central water ~nd/or sewer service is not
available to · proposed proJect~ it sh~ll be the Developer's
responsibility to clearly and fully detail the steps that will be
t~ken to provide lnterlmwater ·nd sewer services.
7.5 P~eparatlOn of coHstructlon Documents
Construction drawings and technical specifications relating to
the water and sever £acllities to be constructed shall be
prepared under the supervision of and certl£1ed by a
Engineer licensed to practice in the State o£ Florida, under
Chapter 471, Florida Statutes, 1941 and amem~mente thereto.
This provision shall apply to all utility conatructlon activltlea
including extensions and connections to existing
construction of independent sys~_,_,~___~ and rehabilitative repeira
and modifications to existing aysteme. If a quest/on arises
to the need for the services o£ & Professional Engineer on
~pecific construction activity, a vrltten request for
clarification must be aub~ttted to the County. The request for
waiver of this requirement must clearly describe the proposed
activity and extent of the york to be performed. The County
reviev each request and respond accordingly.
7.6 Department of Environmental ReGulation
Developments or other construction activities vhich are to bo
served by a County rater and/or sever system and which require
permits [rcm the Florida Department of Environmental Regulation
must obtain approval of thc construction documents for the
p~oposed water and/or savage £acllltIea £fom the County, prior to
the County execuklng any pern~Lt application~ for the Florida
Department of Enviror~ental Regulation or commencement of
conatruction of the facilities. For development or
activities served by an interim utility system, the Developer may
obtain DER permits through the interim utility prior to conatL-uc-
tion document approval by the County. Hoverer, con,tructLml
commencement within such I ~ystem may not occttr until the

construction documents are reviewed and approved by tho
and a preconstruction conference with the County is satisfac-
torily completed. In areas not served by the County, copies
all approved Department of ~nvlronmental Regulation construction
and operating permits must be submitted to the County upon their
issuance and receipt. This requirement is consistent with
Section 3 - Applicability, of this Ordinance.

a Water-Sewer District owned and operated eater and/or se~er
system at the time of dedication will be leased to the O~ner of
the Water or Sewage Treatment facilities providing interim
utility service to the develolxnent pursuant to applicable Cc~aty
Ordinances In effect. This leasing arrangement shall be
considered as aa interim measure until the County or appropriate
District to in a position to provide eater and/or se~er service
to the development. The lease will contain the terem and
conditions describing the mutual responsibilities of the lesse~
and lessor regarding the operation and ~alntenance of the eater
and/or sewerage facilities covered under the lease. The lease

7.12 County Inspections
The County shall inspect the £acllities being constructed
conveyance. Inspection will occu~ during construction, prior to
conveyance and at the end of the one { 1) ~ear warrsnty period
a£ter conveyance of the water and sewerage £acllities. The
number and frequency of inspections performed will be directly
related to the type and size of the utilities being constructed.

Upon approval of the plans and specifications for construction,
the County will provide to the Developer at the preconstruction
meeting a list of the number, interval and tYl~s of lr~pections
it will make during the construction of the facilities a~d ~dlich
inspections will be the obligation of the Engineer of Record.
Preliminary and final inspections will be required for all
utility facilities constructed within the ~urisdiction o£ this
Ordinance. Preliminary inspections shall take place prior to
approval of the record drawings and the conveyance of the
facilities to the County or appropriate Water-Se~er District.
Final inspections shall be made prior to the end of the one (1)
year warranty period. All deficiencies identified during final
inspection must be resolved to the satisfaction of the Utilities
Division prior to the release of the project's Utilities
Perfo~oance Bond. A complete explanation of the requirements for
preliminary and final inspections will be found in Section 10,
Utilities Conveyance Procedures.
7.13 Bulldi.~g ps,mits - ¢o~nection F~s and Char~es
The County shall not approve the issuance of a building pemit
for any development until the utility construction docu~nte and
associated Plat or Waiver of Platting have been reviewed and
approved and all appropriate water and se~er ~]fstem develop~nt
charges and connection fees have been paid. The Developer ~Lll
be responsible for coordinating his activities with the Co~nty~
to ensure that all the necessary utility construction doct~ents~
Plats, etc. are submitted for revie~ and approval. Temporary
sales £aclll~les shall be exempt frc~ the utility constructto~
document approval requirement prior to Building Per, it approval
unless specific conditions preclude such ex~ption.
7.14 Construction Observation
All water and severage facilities to be constructed smst have
their installation observed o~d certified by the ~ngineer of
~cord, a Professional ~ngineer licensed to practice in the
State of Florida. The nature and extent of the construction
observation is detailed in Section 9 - Observation of
Construction.
8.1 ~enera!

The ~ngineer shall furnish one {1) complete set of the conetruoo
tlon drawings and one (1) set of the technical epecl£icationz for
review. The construction drawings shall be prepared on standard
size 24" x 36" sheets. The technical specifications shall be
tlq~ri~ten on 8-1/2' x 11# sheote and bound in an acceptable
~anner. Included with the tec,~lcal specifications shall be
estimate of probable construction cost, prepared by the
Engineer, which conk,ina a su~-a~y of quantities and estimate
installed cost for the water and/or sewer facilities proposed for
construction. The cost estimate shell be prepared by the
Engineer and sube~itted in lte~,lzed fob to include the cost of
all required ~provements or the contract bid price for all
necessary to complete the required ~provemente. The incorpora-
tion of technical specif£cattons into the construction
in lieu of s separate set of ~ritten specifications ae
abov~ shall not be acceptable, unless written waiver is granted
by the County.

The Compliance Agreement addressed in Section 7.09 shall be

involves the construction of on-site water or wastewater treatment
facilities, the Engineer shall provide the County with a coiTy o£

8.6 Fire Control District A~roval
All construction d~awings containing water distribution
facilities mu~t be reviewed by the appropriate independent Fire
Control Districts. The fire hydrant location design shall be
compliance with the Collier County Sulxtivision P~gulation~ or
NFPA Regulations, latest edition, whichever Is more restrictive.
The Fire Control District must provide the County with a letter
approving the number and location o£ the fire protection
facilities to serve the project. This letter must also contain ·
clau~a in which the Fire Control District agrees to accept tl~
o~nership and maintenance responsibilities £or the hydrants
construction is complete pursuant to the established pollc~

Bacterial analyses pursuant to the requirements of the Florida
Department of Environmental Regulation and Collier County
Utilities Division regulations are required for all potable water
transmission and distribution facilities constructed.

Operation and maintenance manuals ·nd manttE·cturars recorded

of regulating systems. Each unit shall be supplied with two {2)
sets of the above manuals. They shall be turned over to the
Utilities Division at the time of sul~/sslon of the conveyance

manufacturer's startup report for each facility. Included with
these ltes~ shall be a written verification frc~ the electrical
contractor for the lift station verifying the wire sizing for the
electric service and certifying that the voltage drop ·cro·s the
service under full load startup will not exceed 5% of the power

12,6 Flushina Connections
At1 per~anent and temporary water ~ain ter~tnus points shall be
eq~pped with full bore flushing cofulections. Flushing co~-
tiona shall be attached directly to the end of the main and
restrained, as required, to prevent ~ovement in the connection.
A line-size gate valve must be provided at the beginning of the
restrained, as required, to prevent ~ove~ent in the connection,
A line-size gate valve must be provided at the beginning of the
flushing connection. If the flushing connection is located on a
cul-de-sac or street of less than 300' in length, the line-size
gate valve may be installed at the main branch connection point
only. The end of the temporary flushing connection shall be
terminated to Just below final grade and housed in a standard
water meter box, with appropriate Kamlock fittings after ca-
pletion of the flushing procedures to create the permanent
flushing connection. The flushing/sampling fittings must be
located in the meter boa to allow flushing or sampling without
removal of the box. See Details W-1 and W-2 in Appendix D for

Under this circumstance, the Contractor will be solely respon-
sible for maintaining the hydrants in a satisfactory environment
for conducting the bacterial testing. Use of the hydrants does

12.13 Collcrete Collars
All gate valve boxes, air release asse~ly, flushin~ connection
boxes and permanent sample points outside paved surfaces shall be
provided with a concrete collar set to finish grade. The collar
shall have a minimum thickness of 6 inches and the outside
dimension of the pad shall be 18 inches square, with rein£orce-
ment as shown in Detail S-14. Concrete shell have & minimum
Compression strength of 3000 PSI st 28 days.

12.18 [ll:e S~rvlce
All private fire service facilities for sprinkler systems,
Itlll~pipe Iylteml arid privately owned or controlled distribution
systems shall be metered. Metering requirements shall be
si·led by the type of development requiring fire service. The
type of metering device will be specified in the following
subsections, sized by the Developer*s Engineer &nd will be
purchased, owned Lad maintained by the private service ownsr.
The Utilities Division will require all privately owned metering
devices to be certified for accuracy at the t~ne of installation
by · licensed contractor and the resulte euJ~Ltted to the
Operations Department. Each privately owned metering sytt~u will
bo certified annually for accuracy, st the owners expense.
Utilities Operations will inform the owner by mail 30 days prior
to t~] due date. Private owners will have 60 days in which to
stth~t the certification results to Utilities Operations.
12.18.1 Residential
Jbee~dential projects such as single family, multi-fm~Lly condo-
fJt~t~ttuns, trailer parks, mobile h~ue parks, etc. which utilize ·
easter meter shall pass all 'fire flow through the meter. ~e
meter shall be sized to pass the d~nestic coincident d~aft plu~
rated fire flow at the AHA pressure lose specifications. On
dual water systems, fire and domestic flo~s in separate pipelines
downstream of the master meter, the fire line shall have a Fire
Service rated meter, approved b~ Utilities Operations, with
appropriate back flow protection.
12.18.2 Co~cSal and 0the~ ~o~-Re$Sde~tia~
C~aunercial projects such as shopping centers, malls, retail
stores, industrial buildings, etc. shall have a separate fire
service connection to the water distribution main. A Fire
Service rated meter, approved by Utilities Operations, with
appropriate back flow protection shall be installed on the fire
line. The Fire Service meter and isolation valves shall be
extended above final grade in the manner depicted on Detail
in Appendix D. Xf approved by the Water Operations Director, the
water meter shown in Detail W-8 may be eliminated. Determina-
tions on this procedure will be handled on a case-by-case basis.
Xf above grade installation is not possible, an alternate instal-
lation design must be submitted and approved by the Utilities
Operations Department.
~Jetering devices must be set in non-tra£fAc areas, and be readily
accessible to the Utilities Division ~eter readers. Metering
devices must lie within a Utility Easement which will be dedi-
cated separately to the appropriate Water-Sewer DistrAct or An
conjunction with the easmnents for any on-site utility
facilities.
The Owner shall purchase and install an approved ~eter and
approved back flo~ devices at no expense to the appropriate
#atez-Sewer District.
12.19 Testin~ and Clearance PF0c~dvFe~
Ail water facilities shall be subjected to pressure testing amd
disinfection conforming to the AWA Standards C600 and C601,
latest revision.
12.19.! Te~mora~ Hete~
t, Te~orary meters may be applied for at the Utilities
Operations office between 8:00 a.m. and 5:00 p.m., ~onday thz~h

ing construction water to meot the Utilities Operational require-

Full bore flushing will be performed by County Utilities
Distribution personnel at ell times. During full bore flushing
the Contractor will be permitted to install a spool piece to
close the gap iljustrated in Detail W-4. Upon completion of the
~lushlng, connection to the County's facilities shall be returned
tO the configuration shown in Detail W-4.
12.19.4 Ch~grlnatlo~
Ll~l chlorination will be performed utilizing water supplied by
the temporary meter, to supply water for the purpose of chlori-
nating ne~ly constructed water lines. This procedure will bm
performed by the Contractor, and requires 48 hour wltten notice
to Water Operations prior to performance.
12.19.5 Bacterloloqicals
l~actsriological sample collection will be per£orm~ using the
~ater supplied by the temporary meter, for supplying pressure
du~lng ea.~ple collection of ne~ly constructed water
procedure will require ~ritten notice a minimum of 2 days prior
to performance. These procedures are to be performed on Non(Sly
through Thursday, unless othe~lse directed by Water Operations.
t~der NO circumstance will any person other than a County
Utilities Division employee operate valves, make service taps or
tmmper with County dlstrlDutlon facilities. Failure to comply
with these require~ents will place such individual in Jeopardy of
legal action by the County Utilities Division pursuant to County
Ordinances or Resolutions in effect at the time of the violation.
