SECTION ONE. Amendment to Section Four of Ordinance No. 86-78.
Section Four of Ordinance No. 86-78 as amended by Ordinance
No. 87-7 is hereby amended to read as fullows:
SECTION FOUR: Officers; Quorum; Compensation.
The officers of the Citizens Advisory Committee shall be
elected by the membership of the Citizens Advisory Committee and
shall include a Chairman, Vice-Chairman and a second
Vice-Chairman. The presence of ~-~eem (12) twelve or more
members shall constitute a quorum. The Citizens Advisory
Committee shall, by majority vote of the entire membership, adopt
rules of procedure for the transaction of business and shall keep
a record of meetings, findings and determinations. The members
of the Citizens Advisory Committee shall serve without
compensation, but may be reimbursed for such travel, mileage
and/or per diem expenses as may be authorized by the BCC.
SECTION TWO. Conflict and Severability.
In the event this Ordinance conflicts with any other
ordinance of Collier County or other applicable law, the more
restrictive shall apply. If any phrase or portion of this
Ordinance is held invalid or unconstitutional by any court of
competent Jurisdiction, such portion shall be deemed a separate,
distinct and independent provision and such holding shall not
affect the validity of the remaining portion.
SECTION THREE. Declaration of Emergency.
This Board does hereby declare that an emergency exists and
that immediate enactment of this Ordinance is necessary, and by
no less than four-fifths (4/Lths) vote of the membership of the
Board does hereby waive notice of intent to consider this
Ordinance.

SECTION FOUR. Effective Date.
A certified copy of this Ordinance, as enacted, shall be
filed by the Clerk of the Board with the Department of State of
the State of Florida, as soon after enactment as is practicable
by depositing the same with the postal authorities of the
government of the United States for special delivery by certified
mail, postage prepaid, to the Florida Department of State.
