LET IT BE REMEMBERED that the Collier County Emergency Medical
Services Blue Ribbon Committee, having conducted business herein, met
on this date at 5:00 PM in REGULAR SESSION at the Chamber of Commerce
Building, Naples, Florida, with the following members present:

I. Call Meeting to Order
Chairman Geoff Moebius called the Meeting to order at 5:00 PM
II. Opening Remarks - G. Moebius & Panel Members (2 minutes)
Mr. Moebius introduced Lisa Zidek, PhD FGCU (data person) who is
working with Chief Jim Bloom. He also introduced Edward Boyer who is
retired with a great deal of hospital knowledge of data, etc. Hc will join thc
committee with his consultation background.
III. Approval of May 26'h Minutes
They werc passed around and will be approved at the end of the meeting.
IV. Discussion - G. Moebius (15 minutes)
A. Vision, Accomplishments, Challenges - Mr. Moebius stated 12 people
responded to the review survey. He condensed them into categories.
. Vision .. re-occurring - unanimous/strong consolidation/response
system- data driven - two-tiered system - 4/8 minute goals. All
focused on working together. Data information was discussed
concerning predictions and going strictly by data. Dan Summers
did not want to be short on raw data without variables.
. Accomplishments - Reviewing the data/dispatch process/framework
to solve issues/collaborative communication/ ABS/BLS multi-tiered
philosophy/hospital and ED involved.
. Challenges - Trust and Cooperation (multiple levels with Fire
Districts, BCC and Fire Districts, financial and political equipment
issues and history and cxperience with training, tcsting and media).
Operational Transitional Issues/Solutions still not clear and hoping
the data will get thcm closer.
B. Next Steps
Mr. Boyer asked what the goals were and what results are they trying to
accomplish. (Key outlook) What issues are they trying to resolve. Tons of
data would not mean much unless they are focused on outcomes.
Mr. Moebius gave a synopsis of the goals and vision. Reducing expenses
within budgets, getting cveryone to work together and if there is a better way
of providing services are some of their main goals.
Chief Metzger stated pre-hospital emcrgency medical care is important.
What is it that they are doing for the best possible patient outcome, when they
leave the facility that receives them? The outcome is unknown at this time.
Mr. Summers stated that they know patient outcome and deliveries in Collier
County. It is not a broken system - they are challenged with how difficult the
maintenance of the system is. The Fire Districts have had many challenges.
(training/testing etc.)

Being a countywide EMS with nine different Fire Districts, the nine fire
departments are first responders with nine different philosophies. They need
to address how to move forward with their participation, as right now they are
all clashing. The County is trying to get everyone on the same page.
Some felt there is not a clash and they have varying levels of cooperation and
service. The focus necds to be on the outcome. Some districts do not have
the capabilities to provide paramedic service at this time and they rely on
Collier County EMS. An integrated system is needed for the outcome of the
patient.
Mr. Page stated at the end of the day the Commissioners will have the final
say and decide what to do.
Chief Bloom made statements and summed up his remarks as follows:
. Outcome
. Fastest on scene - cut response time down (whomever)
. How to provide service - is it pro-active
Dr. Tober mentioned they have 1 00% patient outcome results in cardiac
arrest. Their survival rates have been very high in Collier County. Hc wants
to see data study all resources to figure out how they can get some level of
BLS to an emergency victim in four minutes. Is there a better way of getting
help? Most literature focuses on BLS. Most survivals of cardiac arrest
occurred because of the BLS from the police department's early arrival before
the 8-minute mark.
V. Data Review - J. BloomlL. Zidek (30 minutes)
A. Status Update
Deputy Bloom stated Dr. Zidek needs more information such as time of call,
types of calls, origin of calls, response time to calls, vehicle origins
responding, and accuracy of data points from EMS/Fire and Sheriff, hospital
patient outcome and community response.
Dr. Zidek's goal will be a spaghetti diagram in taking the data points, putting
them on a map with lines & then look at how to rearrange it with the tools she
has to work with. She will wait for all the facts she needs before proceeding.
B. Process Discussion
It was mentioned to also look at EMS data. Chief Bloom will bring the data
group together with thc people from the Sheriffs office.
Dr. Zidek will be out of the country for three weeks, but will move forward
and focus on all of the data.
They will focus on the City later to fill in their data.

C. Other Items
Jeff Page moved to approve the minutes of May 26, 2010. Second by
Chief Jim Bloom. Carried unanimously.

VII. Adjourn
There being no further business to come before the Committee, the meeting
was adjourned at 5:50 PM.
