Blue Ribbon Committee, having conducted business herein, met on this date at 4:00

Introductions of Attendees and Alternates - G. Moebius
Meeting was called to order at 4:20 by Mr. Moebius with introductions of those present.
It was noted abbreviated, summary minutes would be taken.
Votes and Alternates are as follows:
Medical Director (1 vote) with Dr. Tober's alternate - Dr. Doug Lee

Ground Rules - To work as a team to improve Pre-Hospital Care in Collier County - Pat
Barton/G. Moebius
a. Attendance - voting members and alternates (it was noted alternates do not
have a vote unless the regular member is absent)
b. Schedule - will be discussed at the end of the meeting.
Ms. Barton discussed the above along with the sub-committees established and
the Decorum and Procedures that will be followed at all meetings. Roberts Rules
of Order, Newly Revised will be the parliamentary authority followed.
Where we are and how we got here - G. MoebiuslE. Morton
a. History - Mr. Moebius gave highlights of past meetings since November 2009
with the various entities. Different concerns were given from past minutes of the
vanous groups.
b. Literature search - Mr. Morton stated 95% of the community agrees and 5%
disagrees.
c. Discussion on BLS (Basic Life Support) and ALS (Advanced Life Support)
Testing, objectivity and standardized method of testing are the issues. Much
academic literature has been gathered through the FGCU and various libraries as
recent as 60 days ago. The literature was very consistent. If lives are going to be
saved, it will not be through the provision of ALS. If anyone has literature
contradicting what Mr. Morton is saying, he wants to see it. Everyone is entitled
to his or her own opinion but not the facts. The facts state a tiered health care
system and a tiered EMS system and BLS delivery in 4 minutes or less saves
lives. If there are disagreements, literature and facts need to be brought forward.
The main issue is the ALS/BLS.

Dr. Lisa Zitik has agreed to lead the Data Review from FGCU from her
Department. She is an Industrial Engineer. They will meet with her and look at
all the data, time, time of call, census, nature of calls etc. Many time motion
studies will be looked at. The Sub-Committee studying the data will confirm or
reject the hypothesis as a Blue Ribbon Group that BLS services saves lives in 4
minutes. ALS itself shows no improvement in mortality or morbidity than BLS
does. If anyone has literature that shows differently, they are to show it to the
Sub-Committee.
Data Review and Expert Opinion - J. Bloom/E. Morton/G. Moebius
a. Discussion on expert - already discussed, as they will be using FGCU.
b. Existing Data points
i. What makes reasonable sense as a key point
ii. Why such points
iii. When such points and do some data points work in different areas of
Collier County.
Chief Bloom gave a rough draft/sketch of his report. He looked at all the medical
calls that came into the County including Marco Island and the City into
dispatch. They have plotted out a density map on all medical calls with hot spots etc.
They will get into further details as they work on it.
Dan Summers stated the GIS tools would be very helpful with data the County
can coordinate with Chief Bloom's data and resources.
