WHEREAS, the Board of County Commissioners of Collier County adopted the Collier County Growth Managemen't*Plan on WHEREAS, Chapter 163, Part II, Section 163.3184 also known as the Local Government Comprehensive Planning and .Land Development Regulation Act of 1985 and Chapter 9J-11, Procedure Rule for Review of Local Government Comprehensive Plans and Amendments provides for a process to amend a Comprehensive Plan (Growth Management Plan) adopted pursuant to Chapter 163, .~art II, Florida Statutes; and WHEREAS, Collier County has held public hearings to provide for and encourage public participation throughout th~*. · amendment process; and ~' ': WHEREAS, Collier County did submit the Growth Management i. Plan Amendments to the State Land Planning Agency for preliminary ~ review on August 18, 1989; and WHEREAS, the State Land Planning Agency did review and : make written objections to certain sections of the proposed ~: Amendments and transmitted the same in writing to Collier County within the time provided by law; and ,~ WHEREAS, Collier County has sixty days from receipt of the'~ritten objections from the State Land Planning Agency to adopt or adopt with changes the prop6~ed amendments to the Growth i Management Plan; and WHEREAS, the Collier County Planning Commission in a manner prescribed by law did hold a public hearing concerning the adoption of the amendments to the Growth Management Plan on January 18, 1990 and recommended their adoption by the Board of County Commissioners; and WHEREAS, the Board of County Commissioners did take action in the manner prescribed by law and did hold a public hearing on January 30, 1990; and WHEREAS, all applicable substantive and procedural requirements of law have been met; and WHEREAS, the State Land Planning..Agency, within forty-five days of receipt of Collier County's Amendments to its Growth Management Plan, must review and determine if the plan is in compliance with the Local Government Comprehensive Planning and Land Development Regulation Act of 1985. The major central city area is the City of Naples which covers 11.5 square miles and has a permanent population of 19TD64 19.515 (April 1, The Ereater Naples urban area, loosely defined as the lands west of CR/SR 951 (lncludinS all of Marco Island) covers 129 square miles with an estimated permanent population of 110,000. Seasonal population increases in the Urban area have been estimated as high as 32% durin& the winter months. Approximately 20 miles northeast of the Naples urban a~ee lies the urban center of Immokalee (an unincorporated Immokalee has a permanent population of approximately 12,800 bu= witnesses substantial seasonal increases associated with the asriculcural indus=ry. Ulthin the Naples Urban Area, a grid system of predominately '' county roads makes up the major highway network. Major north/south routes include N. Tamiami Trail (US 41), Airport- Pullin§ Road (CR 31), Interstate - 75, and Isle of Capri Road (¢~ 951 end SR 951). The east/west links completinS the srid are Immokalee Road 846), Pine Rldse Road (CR 896), Golden Cate Parkway (CR 886), Davis Boulevard (SR 84), Rattlesnake Hammock Road (CR 864~, and East Tamiami Trail (US &l). In addition to =hess major roa~, other roads such as Radio Road °o (CR 856), Santa Barbara Boulevard, and Vanderbllt Beach Road '. interconnect to provide the level of continuity needed to ensure an adequate ne~ork conflsuration. LlnkinS the Naples Urban Area and the Immokalee urban center is the Immokalee Road (CR 846). ~lth~n Immokalee, $~ 29 passes throush to the south on ~ts way to intersect with Alligator Alley (SR 84), then to US 41, and finally to Everglades C~ty. The northerly route of SR 29 out of Immokalee leads to LaBelle in Hendry County.
